
What if killing Canada's digital tax is just the beginning for Donald Trump?
Flash forward to last week. There was Trump, posting on social media that Canada's incoming Digital Services Tax — a policy that would force American tech giants and other firms, including Canadian ones, to pay up — was nothing short of a 'blatant attack' on the United States. Trump declared he had cut off all negotiations to resolve the trade war that started earlier this year with his wave of tariffs on Canadian goods. In other words, Canada's most important commercial and military partner, the destination for 76 per cent of all exports last year, was willing to ditch talks and dictate terms that could jeopardize thousands of jobs and hundreds of billions of dollars in economic activity. All over a domestic policy the Americans didn't like.
Barely 48 hours later, shortly before midnight on a Sunday, the government announced the tax was dead. Not only would Canada not implement the policy as planned, it would repeal the 2024 law that created it.
Is this Trump using economic pressure to force Canada's hand?
'It is exactly that,' said Lawrence Herman, a veteran trade lawyer and special counsel with the firm, Cassidy Levy Kent.
'It's an example of, on a particular issue, how much pressure can be brought to bear to force Canada to abandon not only a policy, but a law that has been in force for 18 months.'
In Herman's view, the decision looks like a 'significant retreat' by the government, which shows 'how dependent we are on a reasonable relationship' with Canada's largest trading partner. Other policies that Trump has complained about, such as the supply management system for dairy and poultry, could be next, he said. Pete Hoekstra, the U.S. ambassador to Canada, told the CBC this week that he has a 'strong belief' Canada could water down that system by changing a law designed to protect it if that becomes part of a new trade deal.
'It's not a particularly good start to this so-called new economic and security relationship,' Herman said.
He was referring to Carney's stated goal of talks that are now continuing under an agreement struck at the Group of 7 summit in the Alberta Rockies last month to strive for a deal to redefine the relationship by July 21. Others have been harsher in their judgment. Lloyd Axworthy, a former Liberal foreign affairs minister, posted online that Carney was acquiescing to Trump in a way that contradicts his 'elbows up' mantra on the campaign trail.
'Forget any dreams of a more sovereign, self-directed Canada. We're doubling down on the corporate cosiness and U.S. dependency that's defined our last half-century,' he wrote on Substack.
Axworthy did not respond to an interview request Thursday.
For Jean Charest, a former Quebec premier who sits on the government's Canada-U.S. advisory council, the situation illustrates the 'chaos' of dealing with Trump, whose administration is grappling with trade talks and tariffs threats against most countries on the planet. This meant that Carney's government was operating 'in a world of very bad choices,' Charest said. Deciding to scrap the Digital Services Tax, in that context, was 'certainly a legitimate choice,' he said.
'We are not in an ordinary world of negotiations,' Charest added. 'It would be nice to think, 'You give, I give ... we compromise.' It doesn't work that way with Donald Trump, and we're making our way through this by trying to protect essentially what's the most important for us in the short term, and that's a negotiation that has some legs.'
Charest noted that there was opposition inside Canada to the Digital Services Tax, which would have applied back to 2022 with a three per cent tax on Canadian revenues from digital services companies with more than $1.1 billion in global earnings and $20 million inside Canada. The U.S. also pushed back against the policy when Joe Biden was in power.
David Pierce, vice-president of government relations with the Canadian Chamber of Commerce, said his business lobby group felt the Digital Services Tax should be paused. He also said it would have been wrong to proceed with it after the U.S. dropped a controversial provision from Trump's major budget bill last week: the so-called 'revenge tax' that would have hit the U.S. assets of foreign businesses and individuals.
That decision came as the G7 agreed to exempt American firms from a co-ordinated effort to ensure corporations pay a minimum tax, which was 'absolutely a win' for the U.S.
Even so, Pierce said Canada likely had no choice but to drop the policy, given Trump's exploitation of Canada's 'weakness' — its major economic reliance on trade with the U.S.
'We just hope that this now paves the way for a good renewed deal,' said Pierce.
The ultimate goal of the federal government in that deal, at least publicly, has been to return to the terms of the Canada-United States-Mexico Agreement (CUSMA), which Trump signed in 2018 during his first term, after disparaging North American free trade as unfair to his country. That would mean lifting the rounds of tariffs Trump has imposed since the winter, with import duties tied to concerns about drugs and migration over the border, and others that Trump slapped on Canadian autos, steel and aluminum in a bid to promote those sectors in the U.S.
Canada has responded with countertariffs on its own that the government says hit more than $80 billion worth of American imports to Canada.
Canada's lead trade negotiator with the Trump administration, Ambassador Kirsten Hillman, was not available for an interview this week, the embassy in Washington told the Star.
Charest, however, said he believes it is possible that Canada could accept some level of tariffs in a July 21 deal, so long as they have no material effect. Such 'zero-effect' tariffs could only kick in at levels of trade that Canada doesn't or likely won't achieve, for example.

If you had to put the major sports on a left-to-right political continuum, it would probably go like this: basketball, soccer, baseball, football. Hockey's Canadian so it plays things down the middle. Women's sports are leftie regardless of what's being played. Combat sports are rightist, often cartoonishly so. There must be no more conflicted athlete in the world than a women's mixed martial artist. These are generalizations, not hard rules, but they are becoming so. In the midst of a long, live rant on Thursday, U.S. president Donald Trump said that among his goals for the coming year, he'd like to host the fights at his place. 'We're going to have a UFC fight – think of this – on the grounds of the White House,' Trump said. A spokesperson later said that Trump was 'dead serious.' Some days it really does feel like Idiocracy was a documentary. We've been headed in this direction for 15 years or so, but this is the actual end of the idea of sports being for everyone. Going forward, they will be for people who agree with the political goals and objectives of a critical mass of the owners, players and followers of that particular sport. Want to watch women's soccer? Great. Welcome. Have some thoughts on abortion? They better be the right sort, or you're out. The opposite right-sort-of-opinion rule applies if you'd like to get on the SEC football bandwagon, but the eviction rules are the same. There is no such thing as a socially conservative WNBA fan, unless they're keeping it a secret. There are no out-and-proud BLM-supporting NASCAR obsessives. How you feel about transgender participants in sport probably delineates which sports you are interested in, and rigidly determines what you would be willing to say about the issue while sitting in the stands at a game. For years, people have been warring over the direction of the leagues they enjoy. Some leagues are able to manage this divide. The NHL does a fairly good job of it, talking progressive, being regressive, and still maintaining their reach. Still, the tenuousness of this detente is occasionally revealed. Remember the hysteria when people thought they'd heard Toronto Maple Leaf Morgan Rielly yell a homophobic slur in the midst of a game? For a couple of hours, you could feel the political rumble brewing as the sides fronted up online. Then it turned out that Rielly was yelling, 'Rag it' – a hockey term of art. And everyone just melted back over their side of the line. The fight to come was still to come. I'm sure there are exceptions to all these examples, but each of them proves the rule. As much as your earning power, your education and your background, your sports preferences have become unmissable expressions of your politics. For 75 years, sports worked the opposite angle. Since Jackie Robinson broke the colour barrier in baseball, sports were for everyone. That was the whole appeal – a popular entertainment that could be obsessed about (and paid for) by consumers from the smallest child to the creakiest oldster. In recent years, sports had widened this outreach across the gender divide and around the world. Manchester United started out as a preserve of south and west Manchester. Now it is for the entire world, providing they have enough cash to buy a shirt. No other form of culture is like this. You don't read Proust when you're 8 and you don't go to punk shows when you're 80. You don't go to a museum and scream at the Jenny Savilles. Sports was a permanent DMZ in the culture wars, where all that mattered was that you pulled for the home team. No initiation required. Buy a hat, show up and cheer in the right places. For two or three hours, the people sitting beside are your best friends. There was no need to quiz them on their thoughts on immigration. Sports for everyone helped drain the bile by giving us an other to root against harmlessly. It was a ready-made community of your neighbours and group therapy for people who can't afford the real thing. I guess that was working out so well that we had to ruin it. From a business perspective, the change makes sense. Sports for everyone worked when there were two or three sports you could reasonably follow. As a little kid, I loved NWA wrestling, and never once saw it on TV. We didn't have cable. I followed it exclusively through magazines. Now there are dozens of sports and you can be watching them as quickly as it takes you to type out a few words. The Toronto Blue Jays are competing with the Indian Premier League. Like social media does, it's time to break people down to their basest characteristics in order to extract money from them. The loyalties of casual fans are shaky. The loyalty of a political operator is rock solid, since the team is now tied up in their sense of identity. At best, two million people will purchase a typical UFC pay-per-view event. Seventy-seven million people voted for Trump in the last U.S. election. That's a lot of growth potential. What would baseball give for that audience? More to the point, can they build a regulation diamond on the White House lawn? In the distant past, a person might say that they don't follow football or cricket because they don't like violence, or don't understand the rules. In recent years, the expectation became that everyone should know and enjoy everything. If the Raptors were winning, you were a Raptors fan. If the World Cup was on, you liked soccer all of a sudden. In future, we'll be back to the old way. There will be things you don't watch, but not because you don't get them, but because you do. Not in any certain way, but in the uneasy way that you get when you wander into a neighbourhood where you feel you don't belong. It's another step toward breaking down our institutions and turning us against each other. In that future, you'll like the sports that you think like you, and you will hate the other, but for real this time.

UK foreign secretary visits Syria after easing sanctions
DAMASCUS, Syria (AP) — British Foreign Secretary David Lammy met in Damascus on Saturday with Syria's interim President Ahmad al-Sharaa to discuss boosting cooperation, after the U.K. began lifting sanctions against Syria. Syria has been improving relations with Western countries following the fall of President Bashar Assad in December in an offensive led by al-Sharaa's Hayat Tahrir al-Sham Islamist group. Al-Sharaa's office said Lammy and the president discussed mutual relations and ways of boosting cooperation and the latest regional and international developments. Lammy later met his Syrian counterpart, Asaad al-Shibani, state media reported. In April, the British government lifted sanctions against a dozen Syrian entities, including government departments and media outlets, to help the country rebuild after Assad's ouster. Weeks earlier the U.K. had dropped sanctions against two dozen Syrian businesses, mostly banks and oil companies. Monday Mornings The latest local business news and a lookahead to the coming week. Earlier this week, U.S. President Donald Trump signed an executive order ending many American economic sanctions on Syria, following through on a promise he made to al-Sharaa. Syria's new leaders have been struggling to rebuild the country's decimated economy and infrastructure after nearly 14 years of civil war that has killed half a million people. In recent months, al-Sharaa visited oil-rich regional countries and France in May in his first visit to the Europe Union.
