Gotluru sarpanch to attend I-Day fete in New Delhi
Among them is Pitta Narasamma, the sarpanch of Gotluru village in Dharmavaram constituency, Sri Sathya Sai district.
Her selection has been attributed to her exceptional contributions to village development and her unwavering commitment to public service at the grassroots level.
Recognising her dedication, the Central government has bestowed this rare honour upon her.
On Thursday, Dharmavaram constituency in-charge Harish Babu visited Gotluru to personally felicitate Narasamma at her residence and conveyed his congratulations.
Minister for Medical and Health, Satya Kumar Yadav, also extended his wishes over a phone call.
'Your efforts being recognised at the national level is commendable.
Public representatives like you are a source of inspiration for rural development. On behalf of the people of Dharmavaram, I feel extremely proud,' the Minister stated.

Non-lowering of national flag after sunset in itself is not an offence, says Kerala HC
The mere act of not lowering the national flag after the sunset in itself is not an offence, unless there is a deliberate action with the intention of insulting the national honour or showing disrespect to the flag, the Kerala High Court has stated. It went on to quash criminal proceedings initiated against the Secretary of the Angamaly municipality by the police and the trial court for allegedly not lowering the flag at the municipal office for almost two days after the Independence Day celebration in 2015. He had been charged under the Prevention of Insults to National Honour Act, 1971 and the Flag Code of India, 2002 after the Angamaly police initiated suo motu action. A Bench of Justice Kauser Edappagath said that a mere lapse or inaction by a person in not lowering the national flag after sunset cannot be said to be an act of gross affront or indignity, or insult to the flag. The provisions of the Act of 1971 cannot be attracted unless there is a deliberate action with an intention to insult the national honour or show disrespect to the flag. The Municipal Secretary contended that the allegations against him, even if taken at their face value and accepted in their entirety, do not prima facie constitute any offence or make out a case against him.

Collective seeks farmer-friendly system for issue of pattas based on field verification
The Bangaru Vaickal Neeradhara Koottamaippu, a farmers' and water users' rights collective has urged the Puducherry government to ensure a farmer-friendly system for issuing land document or patta based on field verification. In a letter addressed to Lieutenant Governor K. Kailashnathan, the president of the Collective, V. Chandrasekhar, said that in compliance with the Central government's instructions to register the details of lands under cultivation with the Agristack portal, arrangements were made to register through the Agriculture department's 'Uzhavar Udhaviyagam' from 2022. 'It is mandatory for the farmers to have a patta in their names. But Puducherry has not had a robust patta issuing system. This is in contrast to the neighbouring States where, whenever a land sale is held, patta is issued with immediate effect,' Mr. Chandrasekhar said. The government also announced that the applications for change of lease could be submitted to the 'Uzhavar Udhaviyagam' for examination by the Agriculture department officers. Though over 500 applications have been submitted by farmers seeking change of lease, no action has been taken till date, he said. While in neighbouring States like Tamil Nadu and Karnataka, the land title was changed instantly, there were no clear-cut guidelines and systems in place in Puducherry, he added. The government should immediately intervene and take action on the pending applications. It should bring in a system for immediate issue of pattas and put in place a farmer-friendly system for issue of lease documents based on field verification. It should also revamp the Agristack portal registration, the collective demanded.

8th Pay Commission: What the 8th Pay Commission Fitment Factor Means For You
New Delhi: The Government of India, under Prime Minister Modi, is in the process of forming the 8th Central Pay Commission (CPC). This commission will review and recommend salary revisions for nearly 50 lakh central government employees and about 65 lakh pensioners. Key ministries like the Ministry of Home Affairs, Ministry of Defence, Department of Personnel and Training, and various state governments are being consulted as part of this process. The government's plan is to formally notify and appoint the chairperson and members of the 8th CPC soon, after which the commission will start its work. The revised pay structure is expected to be implemented from January 1, 2026, but final figures will be available only after the commission submits its report and the government approves it. A central concept in salary revision under the pay commissions is the "fitment factor." The fitment factor is a multiplier used to calculate the new basic pay of government employees by multiplying it with their current basic pay. This ensures uniform salary hike across different pay grades. For example, if your current basic pay is Rs 30,000 and the fitment factor is 2.57, your new basic pay becomes Rs 77,100 (30,000 x 2.57). A higher fitment factor means a bigger salary increase. The 7th Pay Commission used a fitment factor of 2.57. For the 8th Pay Commission, experts predict it will range from about 1.92 to 2.86 depending on economic conditions, inflation, and government fiscal capacity. Here is a simple example of how the fitment factor affects salaries at different pay grades (grade pays of Rs 1900, 2400, 4600, 7600, 8900). It is also expected that the dearness allowance (DA) will be reset to zero when the 8th CPC pay structure is implemented, as happened with the 7th CPC.
