Dubai's Salik expands paid parking to two Abu Dhabi malls from July 18
More malls, tourist enclaves, and business hubs in Abu Dhabi and Dubai are now offering seamless, ticketless, and barrier-less parking courtesy of Parkonic and Salik PJSC as the payment option. Private company Parkonic confirmed to Khaleej Times on Wednesday that Al Wahda Mall and Dalma Mall will offer paid parking starting July 18. The ANPR (automatic number-plate recognition) cameras that will be used to capture the vehicle licence plate have been installed, and both malls located in Abu Dhabi have been added to the list of malls whose parking operations are managed by Parkonic. Parking charges, however, will only be activated not earlier than Friday, July 18. According to Parkonic, parking at Dalma Mall is free for the first three hours from Monday to Friday and the whole day during weekends and public holidays. The charge after the first three free hours will be Dh10 per hour. Parking will be cashless and ticketless with Salik as the payment option. This means parking charges will be automatically deducted from the vehicle owner's Salik account upon exit. No details were shared about Al Wahda Mall – Parkonic said parking charges are still being finalised. Payment will not be via Salik, but there are options to pay using the Parkonic app, website, or at the mall payment kiosks. Meanwhile, in Dubai, parking at Golden Mile Galleria, shopping mall in Palm Jumeirah; The Town Mall in Jebel Ali and Dubai Investment Park; Dubai Sports City (surface and multi-storey parking); The Palm Monorail are now operated by Parkonic. Parking at these establishments and areas is cashless and ticketless with Salik as the payment option. Back in November last year, Parkonic and Dubai's toll gate operator Salik PJSC entered into a partnership where Parkonic will promote Salik as the preferred payment channel for its customers. This means parking charges are automatically deducted from the car owner's Salik account. There are no parking barriers in most areas allowing motorist to just drive in, park, and drive out. The system uses ANPR (automatic number-plate recognition) cameras to capture the vehicle licence plate and determine the corresponding parking fees to be paid.

Sharjah free zones team up with Adnoc to unlock investor opportunities
In a significant move to enhance investor access to the UAE's vital energy sector, Sharjah's two major free zones have joined forces with the Abu Dhabi National Oil Company (Adnoc). The initiative, marked by a high-level workshop held by Hamriyah Free Zone Authority (HFZA) and Sharjah Airport International Free Zone (Saif Zone) in collaboration with Adnoc, aims to streamline investor integration into the national oil and gas value chain and open the doors for businesses in the free zones to directly participate in strategic energy projects. The initiative reflects a broader national push to strengthen institutional linkages between free zones and key industrial sectors such as energy, which continues to be the backbone of the UAE economy. The workshop introduced companies operating within HFZA and Saif Zone to Adnoc's stringent supplier registration processes and qualification standards, enabling them to become verified vendors capable of bidding for contracts across the company's vast project portfolio. Saud Salim Al Mazrouei, director of both HFZA and Saif Zone, described the partnership as a landmark in institutional integration. 'This collaboration sets a benchmark for national synergy. It aligns with our shared vision of establishing sustainable and impactful partnerships that empower our investors, while enhancing the competitiveness of national enterprises,' he said. 'By facilitating direct access to Adnoc's supply chain, we are providing our investors with valuable opportunities to contribute to the UAE's energy ambitions.' Al Mazrouei underlined Sharjah's emergence as a regional hub for oil and gas investments, citing its state-of-the-art infrastructure, investor-friendly policies, and strategic location. He noted that the emirate's free zones have gained global traction by offering international investors a platform that combines ease of doing business with advanced logistics and regulatory frameworks aligned with global standards. Mubarak Al Mehairbi, senior vice president at Adnoc, echoed the sentiment, emphasising Adnoc's commitment to building a robust ecosystem of suppliers that share its values of transparency, quality, and sustainability. 'Our engagement with HFZA and Saif Zone reflects Adnoc's dedication to expanding its network of capable partners who can meet the growing demands of the energy sector,' he said. 'Workshops like this help bridge gaps between policy and practice, accelerating supplier onboarding and empowering businesses to become part of the UAE's strategic energy journey.' He noted that such initiatives also reinforce the UAE's industrial growth agenda through the 'Make it in the Emirates' campaign, which encourages local manufacturing and participation in high-value projects. The workshop focused on a detailed walkthrough of the Adnoc supplier registration process, offering insights into licensing, qualification, and compliance requirements. Sessions also addressed commercial regulations specific to Abu Dhabi, as well as Adnoc's quality benchmarks and evaluation criteria. Attendees were briefed on the importance of aligning with environmental, social, and governance (ESG) protocols—now a non-negotiable criterion in all of Adnoc's partnerships. Sharjah's two free zones collectively host more than 15,000 companies from over 165 countries, across sectors including energy, manufacturing, logistics, and services. Both HFZA and Saif Zone offer full foreign ownership, 100 per cent repatriation of profits, zero import or re-export duties, and fast-track licensing, making them attractive gateways for international energy investors. Free zones across the UAE have been playing a growing role in supporting national strategic goals. According to the UAE Ministry of Economy, there are over 45 free zones operating across the country, contributing nearly 30 per cent to non-oil trade and playing a central role in attracting foreign direct investment (FDI). In 2023, FDI into the UAE reached $23 billion, with a sizable share channelled through free zones. Sharjah's free zones, in particular, have been proactive in adapting to evolving investor needs. The new Adnoc partnership is part of a broader strategy to deepen their engagement with strategic sectors, helping companies access procurement pipelines, innovation clusters, and industrial projects linked to the UAE's long-term energy and economic diversification plans. The workshop concluded with an open dialogue session, where participants had the opportunity to seek clarifications on the registration and accreditation process. The interaction highlighted growing investor interest in aligning with national energy goals and participating in Adnoc's multi-billion-dollar project ecosystem.

UAE: MoF launches 2027–2029 budget cycle
The Ministry of Finance has launched the federal general budget cycle for the 2027–2029 period, marking a new step in the continuous development of the government's financial system. The move aims to enhance fiscal sustainability and aligns with the wise leadership's vision for a more flexible and innovative future. This new cycle reflects the evolution of the general budget from a yearly planning tool into a strategic instrument that empowers federal entities to achieve their objectives efficiently and effectively. The launch coincided with the unveiling of the federal government's new strategic planning cycle, 'Towards Achieving We the UAE 2031', by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The announcement reflects the government's commitment to integrating efforts and enhancing coordination to achieve the nation's future goals. H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, stressed that the 2027–2029 federal budget cycle will play a key role in the development of the UAE's public financial system and is part of a government approach driven by proactivity, flexibility, and policy integration. He noted that the Ministry of Finance is committed to redefining the role of the budget from a traditional resource allocation framework to a strategic enabler for mega national objectives. These include strengthening global competitiveness, accelerating digital transformation, and reinforcing the UAE's position as a leading international financial hub. 'Achieving the ambitions of the UAE Centennial 2071 requires a financial system that is agile and future-focused, a system that can respond to global shifts and direct government spending toward high-impact opportunities,' H.H. Sheikh Maktoum bin Mohammed said. 'To that end, the MoF is investing in smart tools and advanced analytical models that ensure financial efficiency, optimise impact, and enable data-driven decision-making aligned with the nation's developmental, economic, and social goals. Our vision is to transform the federal budget into a future-ready instrument that drives sustainable growth and elevates the quality of government services to new heights,' he added. Ambitious national priorities The newly launched budget cycle follows four consecutive strategic cycles during which the total federal budget reached approximately AED900 billion, aligned with ambitious national priorities. Over this period, the Ministry laid strong foundations for sound financial governance by enhancing legislative and regulatory frameworks, expanding international partnerships, and developing advanced digital financial systems. It also maintained stable public debt levels, which stood at just AED62.1 billion as of June 2025, and increased federal government assets to around AED464.4 billion by the end of 2024, underscoring the UAE's solid financial position. The new budget cycle focuses on sectors that directly impact the lives of citizens and residents, including education, healthcare, social welfare, and core government services. It reflects a renewed vision to empower federal entities to deliver high-quality, efficient, and flexible services. Investing in these vital areas is key to stimulating sustainable national development and achieving the long-term objectives of the UAE Centennial 2071. The new cycle also aligns with evolving societal aspirations by allocating resources for maximum developmental, social, and economic impact, supported by digital tools and artificial intelligence to improve planning accuracy, execution speed, and service quality. Improving institutional efficiency Meanwhile, Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, emphasised that the 2027–2029 budget cycle builds on a solid foundation of fiscal accomplishments and reflects a forward-looking vision focused on empowering government entities and aligning strategy with performance indicators. He noted that the cycle integrates artificial intelligence as a key enabler of sustainable development and aims to transform the federal budget from a traditional financial tool into a flexible, strategic instrument that enhances operational efficiency, improves government performance, and supports the objectives of the UAE Centennial 2071. Al Hussaini added, 'The Ministry's transformation over recent years extends beyond legislative and digital reforms to include a complete redesign of the budgeting experience. The number of budget preparation steps was reduced from 50 to just 10, and procurement cycles were shortened from 60 days to under six minutes, a leap forward in institutional efficiency and performance acceleration. Today, the Ministry of Finance is no longer merely a supervisory authority but a key enabler, driving the readiness of federal entities and empowering them to fulfil their mandates effectively and innovatively within an integrated digital framework that prioritises customer satisfaction and service quality.' The new federal budget cycle for 2027–2029 represents a significant leap towards smart financial management, underpinned by modern tools and proactive methodologies. Built on the pillars of performance-based planning and results-driven execution, this model harnesses artificial intelligence to strengthen decision-making and maximise the accuracy of resource allocation. Today, financial planning goes beyond numerical forecasting; it is a smart system capable of generating predictive scenarios. From accelerating service delivery to streamlining operations and providing entities with access to unified, high-accuracy data, the system represents a major step forward, significantly improving the speed and quality of financial decision-making. Through this approach, the federal budget is redefined as a strategic enabler, driving operational efficiency, reinforcing financial sustainability, and solidifying the UAE's global standing as a model for advanced public financial management.
