Cabinet raises PMKSY outlay to ₹6,520 cr to boost food processing
The enhanced funds, to be provided this fiscal, will be utilised for 50 multi-product food irradiation units and 100 food testing labs.
The decision in this regard was taken in the meeting of the Union Cabinet chaired by Prime Minister Narendra Modi.
"The outlay of PMKSY has been increased to Rs 6,520 crore," I&B Minister Ashwini Vaishnaw told reporters after cabinet decisions.
PMKSY, launched in 2017, was extended for one more year till the end of the current 2025-26 fiscal with an allocation of Rs 4,600 crore.
On Thursday, the Cabinet decided to enhance the allocation by Rs 1,920 crore to implement the 2024-25 budget announcement to set up 50 multi-product food irradiation units and 100 food testing labs.
Out of which, about Rs 1000 crore will be used for setting up 50 multi-product food irradiation units under the component scheme ICCVAI (Integrated Cold Chain and Value Addition Infrastructure) and 100 labs under the component scheme FSQAI (Food Safety and Quality Assurance Infrastructure) of the PMKSY.
About Rs 920 crore will be used for sanctioning projects under various component schemes of PMKSY during the 15th Finance Commission Cycle (2021-22 to 2025-26).
Both ICCVAI and FSQAI are demand-driven component schemes of PMKSY.
In a separate statement, the government said the Expression of Interests (EOIs) would be floated for inviting proposals from eligible entities across the country. The proposals received against the EOI would be approved after proper scrutiny as per the eligibility criteria under the extant scheme guidelines.
The implementation of the proposed 50 multi-product food irradiation units is expected to create a total preservation capacity, ranging from 20 to 30 lakh tonne per annum, based on the type of food products irradiated under these units.
The setting up of the proposed 100 NABL-accredited food testing laboratories under the private sector will lead to the development of advanced infrastructure for testing food samples, thereby ensuring compliance with food safety standards and the supply of safe food.
"Irradiation helps in minimising post-harvest losses, preventing sprouting, ripening, microbial contamination and extending the shelf life," the minister said.
Having more food testing labs reduces time for sample analysis, improves compliance with domestic and international standards and boosts exports, he added.
The export of processed food products has doubled to USD 11 billion from USD 5 billion. Share of processed food in agri-exports has increased to 24 per cent from 14 per cent, he noted.

As part of the scheme, a locality (para) is constituted with three booths. On the opening day, each centre had three dedicated rooms where villagers could submit their local demands. The administration also arranged a help desk to take individual problems and applications. The move comes ahead of the Assembly elections, which is less than a year away. Inaugurating the camp, Sumit Gupta, District Magistrate of South 24 Parganas, said, 'We have supplied the scheme names which will be allowed in this programme. People will put forth their demands in today's meeting. These will be scrutinised and selected projects will be implemented from November. On the first day, we organised 56 camps across the district.' 'In this scheme, one para will be constituted with three booths. But in remote places, we are making para with one or two booths also,' he added. However, a controversy erupted when it surfaced that Bele-Durganagar High School had exams scheduled on Saturday, and the camps began before the exams were completed. The school head master Arijit Sarkar claimed, 'We do not have problems and students also did not face any problems.' Meanwhile, the DM said, 'I do not have any idea that examinations are going on. It is not desirable. We are investigating.' Another camp was organised at Champahati Nilmani Kar Vidyalaya, under the Baruipur-East Assembly constituency, with participants belonging under booth number 24, 25 and 26. But it will be useful for development as ground level general voters are participating in this programme.' 'More than 300 persons participated in the programme. They have given many proposals, mostly roads, drinking water and streetlights,' said another TMC leader and local panchayat pradhan Asit Baran Mondol. Last month, Chief Minister Mamata Banerjee, who announced the initiative, claimed, 'First such initiative in INDIA where people can voice their opinions and mutually decide the issues they need to get it resolved in their booth using Rs 10 lakh.' After its launch on Saturday, Banerjee posted on X, 'Amader Para Amader Samadhan' (APAS) is a unique flagship initiative aimed at institutionalizing participatory governance and re-imagining grassroots service delivery through people-engagement and empowerment. APAS camp is a platform where local people shall deliberate, identify and prioritize their local level infrastructure needs.' 'Rs 8,000+ crore is the outlay for APAS with Rs 10 lakh allocated per booth and 80,000+ polling booths being covered by 27,000+ camps. Today, on the first day of 'Amader Para Amader Samadhan' 632 camps are being held across the State. Duare Sarkar counters have also been set up in APAS Camps.I invite the people to visit their camps and participate in the discussions to make APAS a grand success. Discom rules flouted in inflated bill cases
1 2 Jaipur: Consumers are grappling with erroneous, inflated power bills that require payment of the full amount, facing the threat of supply disconnection if unable to do so. Discom rules are often overlooked by authorities, officials said. According to officials, supply disconnection is a lengthy process, providing consumers the right to present their position and offering several opportunities to do so. However, a lack of awareness of the rules among consumers and the indifferent, authoritarian attitude of authorities at the lower level of the administration ultimately lead to harassment. They said as per the existing rules, customers are required to pay average monthly charges in cases of inflated bills and follow the process to settle disputes. "We have an internal grievance redressal (IGR) cell set up for resolving bill payment disputes arising out of faulty meter reading or overshooting contracted demand (for large consumers). Customers should not be asked to pay the full amount pending the process," a discom official said. Payment disputes involving up to Rs 20,000 are resolved at the AEN. Disputes up to Rs 50,000 are addressed by the XEN. Cases between Rs 50,000 to Rs 5 lakh are taken up at the circle level and above that at the discom's corporate level. By the time the disputes reach the corporate level, the number is reduced to about five to seven. The highest level of grievance redressal cell is represented by the managing director of discoms, an independent official from the Rajasthan Electricity Regulatory Commission, and a senior accounts person. In fact, the IGR asks for deposits of money in the disputed cases, but they mostly involve high-value cases. Often, it is 25% or 50% of the disputed amount, depending on the nature of the case. But the rates are not uniform, said a discom official. "In most cases, the genuineness of the bill raised is known because the consumer has a record. If a meter malfunctions and the consumption of units goes up, it's easier to solve it. But in cases involving large customers when their consumption overshoots their contracted demand, we demand a deposit of 25% or 50% of the disputed amount," said the official. 'Fake guarantee': ED arrests BTPL's Partha Biswal; will confront him with Anil

The central agency has claimed that Anil Ambani ADAG group's Reliance Power Ltd paid Rs 5.4 crore to Biswal's BTPL for "providing this bank guarantee" by forging documents. A special court here on Saturday granted the custody of Biswal, whose company was searched on Friday, to ED till Aug 6, during which he is likely to be confronted with Anil Ambani and questioned about the fake bank guarantee he allegedly generated by spoofing email of govt lender SBI.
