No criticism of policies, no self-promotion: Social media rules for Maharashtra govt employees

The general administration department published the rules on Monday in a government order. The rules specify what officials and employees can and cannot post on social media platforms and warn of action under the Maharashtra Civil Services (Discipline and Appeal) Rules, 1979, for those found in violation of the rules.
Mumbai: The Devendra Fadnavis-led Mahayuti government has laid down rules for social media usage for all its government officials and employees in Maharashtra and has warned of disciplinary action if anyone fails to comply with them.
'Easily using social media platforms, disseminating information to any corner of the world within moments and reaching many people with a single click has also given rise to certain dangers such as spreading confidential information, false or misleading information and there being limits to being able to take such information down (once posted),' the order said.
'Similarly, it has been noticed that social media is being used inappropriately to post criticism on government policies, political developments or certain persons in violation of civil services rules.'
What the rules say
According to the rules, officials and employees have been asked to refrain from criticising any policies of the state government, or related to the country, and use social media with 'caution and responsibility' and not put up any objectionable or defamatory content.
The rules also say that officials can talk about the efforts they have taken or the department's employees have taken in ensuring the success of a particular scheme or project, but have to ensure that they don't end up promoting themselves while at it.
Only a person designated by the government will be able to put up pre-approved information about government projects and schemes to encourage more public participation.
The rules further state that officials and employees should be careful to maintain two separate social media accounts for their personal use and official use. Moreover, after an official is transferred, the official account should be promptly handed over to the concerned person in charge of the department.
Officials and employees, the rules add, are advised not to use their official designation, logo, uniform or put photos, videos and reels that show their official properties such as cars and residences on their personal social media accounts.
They will be permitted to use social messaging platforms such as WhatsApp and Telegram for coordinating within their departments. However, the rules advise them not to upload, forward or share any confidential documents, whether partially or in full, unless they have prior permission to do so.
There is a strict instruction not to use platforms and apps banned by the government.
The government order says that the rules will apply to all officials and employees whether permanent, on contract or appointed from outside the government. They also apply to all officials and employees working in government-owned corporations, undertakings, guests, and local bodies.

An elderly man was killed inside a house that caught fire due to falling drone debris in the Samara region, governor Vyacheslav Fedorishchev posted on Telegram. In the Rostov region, a guard at an industrial facility was killed after a drone attack and a fire in one of the site's buildings, acting Rostov governor Yuri Sliusar said. "The military repelled a massive air attack during the night," destroying drones over seven districts, Sliusar posted on Telegram. Heavy use of drones Ukraine has regularly used drones to hit targets inside Russia as it fights back against Moscow's full-scale invasion, launched in February 2022. Russia, too, has increasingly deployed the unmanned aerial devices as part of its offensive. An AFP analysis published on Friday showed that Russia's forces in July launched an unprecedented number of drones, 6,297 of them. The figure included decoy drones sent into Ukraine's skies in efforts to saturate the country's air-defence systems. In Ukraine's central-eastern Dnipropetrovsk region, Russian drone attacks Friday night wounded three people, governor Sergiy Lysak wrote on Telegram. Several buildings, homes and cars were damaged, he said. Russian forces have claimed advances in Dnipropetrovsk, recently announcing the capture of two villages there, part of Moscow's accelerated capture of territory in July, according to AFP's analysis of data from the US-based Institute for the Study of War (ISW). Kyiv denies any Russian presence in the Dnipropetrovsk area. Russian President Vladimir Putin, who has consistently rejected calls for a ceasefire in the more than three-year conflict, said Friday that he wanted peace but that his demands for ending Moscow's military offensive were "unchanged". Those demands include that Ukraine abandon territory and end ambitions to join NATO. Ukrainian President Volodymyr Zelensky, meanwhile, said only Putin could end the war and renewed his call for a meeting between the two leaders. "The United States has proposed this. Ukraine has supported it. What is needed is Russia's readiness," he wrote on X.

1 2 Nagpur: Maharashtra chief minister Devendra Fadnavis on Saturday clarified that provisions under the 'Maharashtra Special Public Security Bill, 2024' are aimed at tackling anti-national elements and not meant to stifle protestors or critics of the govt. The remarks came in response to Maharashtra Navnirman Sena (MNS) chief Raj Thackeray's challenge to label his party workers as urban Naxals. "Laws like Jan Suraksha are intended for those engaged in unlawful, anti-national activities, not against protestors or those opposing govt actions," Fadnavis said. "MNS workers have not behaved like urban Naxals, so there's no reason for any action under these provisions." On the growing controversy surrounding the introduction of Hindi in schools, the CM reaffirmed the govt's stance on promoting Marathi as the primary language. "Learning Marathi is compulsory in Maharashtra, and rightly so," he said. "But I also believe that students should learn at least one more Indian language. There is nothing wrong in that.
