The report focuses on a new paradigm taking shape, where autonomous software agents collaborate with human expertise to redefine business operations. The fusion of AI and automation reduces the time spent between idea and execution, marking the dawn of the Idea Economy, where businesses are built and run by code, and software agents transition from supporting work to doing it. The result is the democratisation of capability, empowering organisations of all sizes with tools once reserved for industry giants.
Four Levels of Agents
Pax8's research has identified four distinct levels of AI agent functionality, each representing a significant leap in autonomy and business impact.
Chatbots: Generative tools that respond to direct human prompts and queries through the use of AI and rules.
Assistants: Enhanced chain-of-thought reasoning to decompose complex goals into actionable steps, make decisions based on contextual information and execute multiple operations in sequence.
Digital Labor: Operating independently across multiple systems and tools with minimal human oversight.

The Rise of the Managed Intelligence Provider
The Agentic Inflection Point introduces the Managed Intelligence Provider (MIP) – the next evolution of the MSP. The current MSP model is reaching maturity, with the demands of AI-driven businesses, the complexity of autonomous systems and the need to deliver business outcomes. MIPs guide clients through automation-powered reinvention, leveraging agent marketplaces, governance frameworks and curated solution stacks; reinventing how business gets done. According to survey results in the report, 66 Pax8 partners believe they will be seen as strategic business advisors to their clients in two years, a more than seven-fold increase to their current role as an IT support provider. The Agentic Supply Chain

Spirent has introduced the Landslide E20 Over-the-Air (OTA) solution, a platform for automated end-to-end testing of real handsets in controlled lab environments. The new platform aims to assist mobile network operators, handset manufacturers, and lab automation teams with the validation of application, service, device, and operating system (OS) performance across 4G, 5G, and Wi-Fi networks. It also offers support for complex network scenarios including mobility and roaming. The telecommunications sector is under increasing pressure to ensure that handset performance, service quality, and OS updates are validated thoroughly before their widespread deployment. Traditional lab testing methods, which often rely on network emulations, have been unable to fully replicate the subscriber experience as delivered by real devices in operational settings. The Landslide E20 OTA solution seeks to address this challenge by offering integrated software, customisable scripting capabilities, and support for dual SIM handset testing. The platform is also described as having carrier-grade automation features, with the ability to provide detailed visibility into the behaviour of real devices. Its architecture is designed to be scalable, accommodating simultaneous testing on hundreds of handsets. "Ongoing evolution of 5G, Wi-Fi offload strategies, and new handset and OS releases demand an automated, repeatable approach to testing in realistic conditions," said Anil Kollipara, Vice President of Product Management, Spirent. "Our Landslide E20 OTA solution delivers full-stack visibility and real-world accuracy, validating services under true user conditions. This platform uncovers performance issues others miss, with scalable testing across devices, OS updates, and mobility scenarios." The Landslide E20 OTA solution features several key capabilities, including end-to-end validation that covers the entire subscriber journey from the handset through the radio access network (RAN) and into the core network. It provides automation for real device testing via API and software development kit (SDK) integration. This method, which operates independently of user interface (UI) changes, is intended to ensure long-term reliability and reduce maintenance requirements. The platform can simulate multiple use cases concurrently, reflecting how subscribers often run different applications such as video streaming and voice calls at the same time. It also supports the creation of custom test scripts with remote UI control, allowing distributed teams at communications service providers (CSPs) to create, automate, and manage app-specific tests without the need for physical access to laboratory facilities. The rackmount-ready solution is designed for carrier-grade environments and aims to facilitate scalability within test laboratories. In practice, the Landslide E20 OTA solution is built to underpin processes such as mobile core and RAN validation, device and OS certification, application performance testing, network slice analysis, and the evaluation of 5G/Wi-Fi offload techniques. The system also provides a way to test roaming scenarios in a controlled environment before any live rollout. This testing approach is part of Spirent's broader strategy to provide assurance across the full lifecycle of service deployment, bridging the gap between lab conditions and live operational networks. By integrating OTA lab testing with its VisionWorks platform for live mobile network management, Spirent is offering customers the ability to perform continuous validation from service development through to deployment on commercial networks. Minister for Economic Growth Hon Erica Stanford Minister of Immigration The Government is attracting new migrants to bring their capital, experience and skills to New Zealand with a flood of formal interest in the new 'golden' visa. Since only April – less than three months – Immigration New Zealand (INZ) has received 189 applications for the Active Investor Plus visa, significantly more than the 116 applications received over more than two-and-a-half years under previous settings, Economic Growth Minister Nicola Willis says. 'New applications under the scheme represent a potential $845 million of new investment in New Zealand business.' "Attracting investment to New Zealand is crucial to the country's economic growth. It means Kiwi businesses can expand, hire and grow – and that means more opportunities for New Zealanders. 'Investor migrants are clearly attracted to New Zealand's growing reputation as a safe, pro-business, high-potential economy. In a world where countries compete for dollars and talent, it's great to see New Zealand's growth prospects being recognised.' 'New investors don't just bring their dollars to our shores, they also bring skills, knowledge and experience that will drive future economic development. It's a win-win.' Immigration Minister Erica Stanford says the interest shows investors hear the call loud and clear: New Zealand is open for business. 'We welcome your capital, your knowledge, and your contribution to New Zealand's economic growth,' Ms Stanford says. 'We're seeing strong momentum from global investors, particularly across Asia and North America. This reflects our growing reputation as a stable, forward-looking destination for investment and innovation. 'These are smart, flexible and nuanced immigration solutions to help stimulate economic growth.' On April 1 the Government changed the Active Investor Plus visa to a simple two-pronged system: the Growth category and the Balanced category. Other changes included expanding the scope of acceptable investments and removing potential barriers to investment, such as the English language requirement. As at 23 June, 100 applications had been approved in principle, and of those, seven had transferred and invested their funds in New Zealand and had been granted a resident visa. Five of those were invested in the Growth category and two under the Balanced category, totalling a total minimum investment of $45 million. The Growth category for this Visa focuses on higher-risk investments, including managed funds and direct investments in New Zealand businesses. It will require a minimum investment of NZD $5 million for a minimum period of 3 years. The Balance category focuses on mixed investments, with the ability to choose ones that are lower risk. There will be a minimum investment of NZD $10 million over 5 years.

On Tuesday, Member States at UN Headquarters endorsed the finalized outcome document, known as the Compromiso de Sevilla (the Seville Commitment), following months of intensive intergovernmental negotiations. It is intended as the cornerstone of a renewed global framework for financing sustainable development, particularly amid a widening $4 trillion annual financing gap faced by developing countries. A reinvigorated framework Co-facilitators of the outcome document – Mexico, Nepal, Zambia and Norway – hailed the agreement as an ambitious and balanced compromise that reflects a broad base of support across the UN membership. 'This draft reflects the dedication, perseverance, and constructive engagement of the entire membership,' said Ambassador Alicia Buenrostro Massieu, Deputy Permanent Representative of Mexico. 'Sevilla is not a new agenda. It is a strengthening of what already exists. It renews our commitment to the Addis Ababa Action Agenda and aligns fragmented efforts under a single, reinvigorated framework,' she added. Nepal's Ambassador Lok Bahadur Thapa called the outcome a 'historic opportunity' to confront urgent financing challenges. 'It recognizes the $4 trillion financing gap and launches an ambitious package of reforms and actions to close this gap with urgency,' he said, highlighting commitments to boost tax-to-GDP ratios and improve debt sustainability. United States withdrawal The agreement came despite sharp divisions on several contentious issues, culminating in the United States decision to exit the process entirely. 'Our commitment to international cooperation and long-term economic development remains steadfast,' said Jonathan Shrier, Acting US Representative to the Economic and Social Council. 'However, the United States regrets that the text before us today does not offer a path to consensus.' Mr. Shrier voiced his country's objection to proposals in the draft, which he said interfered with the governance of international financial institutions, introduced duplicative mechanisms, and failed to align with US priorities on trade, tax and innovation. He also opposed proposals calling for a tripling of multilateral development bank lending capacity and language on a UN framework convention on international tax cooperation. Renewal of trust Under-Secretary-General for Economic and Social Affairs Li Junhua welcomed the adoption of the document, calling it a clear demonstration that 'multilateralism works and delivers for all.' He praised Member States for their flexibility and political will in finalizing the agreement, despite challenges. 'The FFD4 conference presents a rare opportunity to prove that multilateralism can deliver tangible results. A successful and strong outcome would help to rebuild trust and confidence in the multilateral system by forging a renewed financing framework,' Mr. Li said. For the common good The Sevilla conference, to be held from 30 June to 3 July will mark the fourth major UN conference on financing for development, following Monterrey (2002), Doha (2008) and Addis Ababa (2015). It is expected to produce concrete commitments and guide international financial cooperation in the lead-up to and beyond the 2030 deadline of the Sustainable Development Goals (SDGs). 'We firmly believe that this outcome will respond to the major challenges we face today and deliver a real boost to sustainable development,' said Ambassador Thapa of Nepal.
