Ithala Bank's future: A call for transformation into a lending institution

To ensure the lasting sustainability of Ithala Bank, the KwaZulu-Natal government must convert it into a lending financial institution, not a commercial bank.
This is the view of the University of KwaZulu-Natal-based financial expert, Dr Sanele Gumede.
The expert was reacting to the latest intervention by Finance Minister Enoch Godongwana, who has finally agreed to save the bank from liquidation by giving it a full guarantee, which secures the bank's depositors.
The guarantee was explained by the ANC provincial leadership as having taken the liquidation process off the table.
The party stated that it successfully convinced the minister to guarantee all depositors. Initially, the minister had agreed to guarantee depositors up to R100,000.

Dr Gumede said a government's guarantee was a short-term measure of relief since it will benefit customers who will now access their frozen money from the bank; however, the bank should not celebrate the guarantee since it does not mean it must continue operating as a bank.
He said it was not possible that the Prudential Authority would issue another exemption certificate that would allow the bank to operate like commercial banks without a banking licence. The exemption was to allow Ithala to accept deposits and get new customers.
'The guarantee is only saving the bank from liquidation, it simply means a surety that if you fail to pay my creditors, I will take full responsibility and pay them. For me, it's not something to be celebrated since it does not mean that tomorrow the bank will wake up with a banking licence or exemption certificate to continue taking deposits like before. If the KwaZulu-Natal government wants to keep this institution, it must convert it into a lending institution,' said Dr Gumede.
KwaZulu-Natal provincial government spokesperson Bongani Gina said the government will continue to fight tooth and nail to get the bank to operate like before, where it was able to accept deposits.
ANC provincial Jeff Radebe on Tuesday said it was he, together with coordinator Mike Mabuyakhulu, and the collective leadership of the provincial working committee, which engaged directly with Godongwana to seek a sustainable solution.
'Our intervention was firmly aligned with the ANC's developmental agenda and our responsibility to protect institutions that uplift the people. We are pleased to report that, following these engagements, a breakthrough was reached: Ithala Bank will not be liquidated,' read an ANC statement.
To ensure the long-term viability and sustainability of Ithala, Mabuyakhulu said the ANC has proposed several practical and actionable steps, which include: Strengthening governance and internal controls within Ithala.
Enhancing compliance with national banking and regulatory frameworks, exploring strategic partnerships that preserve its developmental mandate.
Turnaround strategy focused on transparency, accountability, and performance.
Reposition Ithala as a Development Finance Institution (DFI).
The bank was in a protracted legal battle with the SA Reserve Bank's Prudential Authority (PA), which had filed for provisional liquidation in the Pietermaritzburg High Court.
The PA argued that the bank was not complying with financial regulations, which included that it was operating as a bank without a banking licence. This was after the PA had not renewed Ithala's exemption certificate, which allowed it to operate without requiring a banking licence.

Nkabane defends R142bn education budget amid corruption allegations and opposition rejection
Minister of Higher Education and Training Nobuhle Nkabane says her budget is a step towards improving the post-school education and training sector. In a robust parliamentary debate, opposition parties, including the ANC's main Government of National Unity partner, the Democratic Alliance, were vocal in rejecting the Higher Education and Training budget on Thursday, 3 June 2025. Minister of Higher Education and Training Dr Nobuhle Nkabane's budget proposals for 2025/26 came under fire over a lack of trust in her and her department. This was mainly due to controversial appointments in the Sector Education and Training Authorities (Setas) and issues with the National Student Financial Aid Scheme, NSFAS. Nkabane has been under fire over her controversial Seta board appointments, along with a panel she established that raised concerns after Nkabane called it 'independent', while it consisted of people who worked in her department. She also named advocate Terry Motau as chairperson of the panel, which Motau slammed as false, leading to Nkabane issuing an apology. Budget tabled Nkabane said she had dedicated the budget to those within education who had recently been killed, such as Sisonke Mbalekwa and Sinethemba Mpambane, both from Walter Sisulu University (WSU). The budget allocation for the current financial year is R142.4-billion, of which Technical and Vocational Education and Training (TVET) colleges are to receive R14-billion. The combined allocation for the Setas and the National Skills Fund is R26-billion. NSFAS funding rises to R48.7-billion this year. Universities will receive R96-billion this year, while Nkabane acknowledged a R1.4-billion deficit in the universities' budget as a result of US funding cuts. She said that the NSFAS budget would 'not [be] sufficient to meet the growing demand for access to higher education'. Nkabane said the budget was a step towards improving the efficiency and performance of the post-school education and training (PSET) system. She said NSFAS was in the process of cancelling the more than R2-million rental contract for its Cape Town office. In addition, 'NSFAS conducted a comprehensive legal review on the contracts of student accommodation intermediaries who are charging 5% fees. We are waiting for a final report for us to decide in this regard. This is our commitment to clean governance, accountability and transparency, and to root out any potential corruption and maladministration in PSET,' said Nkabane. Chairperson of the parliamentary committee on higher education, Tebogo Letsie (ANC), supported Nkabane's budget. Letsie said the budget was a political commitment rooted in the Freedom Charter and shaped by the developmental vision of the National Development Plan. Those who did not support the budget 'will be saying to you that your poor child must not go to school, must not go to university because they are not programming their future… They must be saying that all the owners of properties must lose their properties. They will be saying all workers in our universities, our colleges and everywhere else must go home because those universities and student colleges must close down.' Rejection The Democratic Alliance rejected the budget. The party's Karabo Khakhau said 'the ANC wants the people of this republic to believe that a fight against corruption is a fight against the future of this country… The real enemy of progress against young people here is Minister Nkabane. It is the ANC that is protecting her and corruption. It is President Ramaphosa for refusing to fire her… I dare you: do the right thing in honour of these people (Mbalekwa and Mpambane) — resign.' Sihle Lonzi (EFF) also rejected Nkabane's budget, but said that the DA and the ANC were in a 'fake fight'. According to Lonzi, the DA's narrative was a deliberate distortion at best or sheer ignorance at worst. 'The state of student accommodation in South Africa is not only inhumane; it's gross negligence… Why can you not develop an efficient payment system that will pay students, institutions, and accommodations directly… You must blacklist corrupt board members, Minister. You must blacklist corrupt CEOs,' demanded Lonzi. Sihle Ngubane (MK party) rejected the budget and called out the minister for saying it was dedicated to those who had died, because 'the department, under the minister, and its negligence, caused the death of this student (Mbolekwa),' said Ngubane. 'When you (Nkabane) say drive inclusive growth and job creation, there is no inclusive growth in this government, there is no economy, and there is nothing,' said Ngubane. Other parties such as Al Jama-ah, the Inkatha Freedom Party, the Patriotic Alliance, Build One South Africa and Rise Mzansi supported the budget. When Deputy Minister of Higher Education and Training and DA member, Mimmy Gondwe, took the stand, she was immediately asked by the EFF's Lonzi whether she supported the budget. Gondwe did not reply directly, but instead highlighted numerous interventions, oversight visits, partnerships, and student-centred initiatives undertaken under her leadership since July 2024. Reinet in talks with Athora Holdings about £5. 7bn stake in UK pension group

Image: Independent Media archives Reinet Investments, after days of media speculation, said Thursday that Athora Holdings had approached it about selling its stake in UK-based Pension Insurance Corporation Group (PIC) as part of a wider deal worth about £5.7 billion (R136.4bn). The deal could push Athora, which operates in the savings and retirement services markets in countries including Germany, Belgium, and the Netherlands, into the UK, believed to be the largest retirement market in Europe. The PIC manages about £50bn in assets and has nearly 400,000 policyholders in the UK. Reinet Investments, which is also listed on the Euronext Amsterdam and Luxembourg Stock Exchanges, said the announcement on the talks followed further press speculation concerning the possibility of a sale of PIC, in which Reinet owns an indirect 49.5 percent interest. Reinet, which had initially alerted shareholders about the speculation on Friday and is 24.9% owned by the Anton Rupert family trust, said Thursday that it has been approached by Athora Holdings and is in advanced talks relating to the potential disposal of its interest in PIC. 'The terms of the proposal imply a consideration payable for 100 percent of the fully diluted share capital of PIC of about £5.7bn, as at the date of this announcement.' The PIC's other shareholders include the Abu Dhabi Investment Authority and US credit investor HPS I. 'There can be no certainty that any possible transaction contemplated in this announcement will proceed nor as to the terms of any such transaction,' Reinet's directors said in a statement, adding that a further announcement would be made in due course. Reinet's market capitalisation on the JSE Thursday was about R113.64bn. In the six months to September 30, Reinet received €235 million in ordinary and special dividends from its investment in PIC. Dividends from Reinet's other big investment, in British American Tobacco (BAT), amounted to €68m. However, in January, Reinet sold 43.31 million shares in BAT to institutional investors, raising some £1.22bn in the process and exiting its stake in the tobacco group entirely. Based on available figures, Reinet might potentially raise another £2.8bn from its sale of its stake in PIC. Reinet said that by the end of the interim stage last year, its net asset value of €6.6bn reflected a compound growth rate of 9 percent per annum in euro terms since March 2009, including dividends paid. Net asset value per share at 30 September 2024 was €36.25. Meanwhile, Athora generated €3.7bn of organic new business growth in the year to December 31, 21% higher than the new business growth the previous year. At year-end, it held €2.2bn in equity capital, of which €1.7bn was available to be used to pursue growth. The Financial Times reported online that the possible Athora acquisition comes at a time when US private capital giants such as Apollo, Brookfield Asset Management, KKR, and Carlyle have either begun operating in the UK retirement market or studied acquisitions in recent years.
