HC directs CMC to stop manual drain cleaning
2
Cuttack: Orissa high court has taken sou motu cognisance of a media report highlighting hazardous manual drain cleaning by Cuttack Municipal Corporation (CMC) by allegedly engaging minor boys in clear violation of safety norms and child labour laws and directed the immediate halting of "such unsafe and unethical practices".
The special bench for PILs concerning civic issues in Cuttack expressed serious concern over the "inhumane methodology" adopted by CMC. The bench of Justices S K Sahoo and V Narasingh said, "Needless to say, ensuring the health and safety of labourers is crucial for productive outcome. This involves implementing measures to prevent work-related injuries, diseases and hazards."
"Manual drain cleaning often leads to hazardous conditions and can result in serious injuries or fatalities due to exposure to toxic fumes, sharp objects and even poisonous snakes," the bench added.
The court directed that such manual and dangerous methods of drain cleaning must be discontinued immediately. It emphasised the need to shift to safer and technologically advanced cleaning mechanisms and underscored that no violation of the child labour law would be tolerated.
The media report had highlighted an incident where labourers, including minors, were engaged in clearing stormwater drains carrying sewage without any protective gear.

A labourer was seen balancing on a motor tube and swimming bare-bodied through the main stormwater channel (MSWC-I) from Matru Bhawan to Nua Bazaar, using only a bamboo stick to remove weeds. Minors were also reported to be working along the banks to clear vegetation in what appears to be a violation of the Child Labour (Prohibition and Regulation) Act, 1986.
In its order dated June 19, the bench instructed CMC to prepare and submit a comprehensive action plan by July 31. The plan must outline strategies to streamline drain cleaning operations, prevent waterlogging, deploy suitable machinery and ensure proper training of workers. The matter will be taken up for further consideration on July 31.

'Chinese blessing scam': Two arrested in Australia for scamming elderly Asian women; rob them of cash, jewellery
Representative image credits: NSW police force Two people were arrested in Australia in connection with a 'Chinese blessing scam' that defrauded a 77-year-old woman in Sydney out of cash and jewellery worth 130,000 Australian dollars (about $85,000 USD). These arrests come amid a broader investigation into a wave of similar scams, which have been reported globally for the past 25 years in countries including the US, UK, Canada and New Zealand. A 63-year-old woman was arrested at Sydney International Airport on Thursday following an in-depth investigation by Strike Force Sentinel, a special unit formed in April to investigate the scam. The following day, her alleged accomplice, also 63, was taken into custody at Brisbane Airport as he attempted to board a flight to China. Authorities say he is likely to face charges soon. These scams commonly target elderly Asian women. Victims are typically led to someone posing as a spiritual healer, who instructs them to place their money and valuables into a bag. They are then told not to open the bag for several weeks or even months. When they finally do, they find the contents missing. 'It's a robbery by stealth. These offenders swarm these vulnerable victims, usually Asian, older females. Strike force sentinel has received around 80 reports involving the alleged theft of 3 million Australian dollars ($2 million USD). Police believe about 50 people are involved in the scam network, with 25 identified by name and 11 arrest warrants issued so far. Surveillance footage has also captured 25 other suspects taking part. Magee noted that the crime is likely 'profoundly underreported,' with many victims feeling embarrassed or ashamed. He believes the real number of cases could be double the current estimates. A similar case occurred in New Zealand last year, where three Chinese nationals were arrested while trying to leave the country. Police said they arrived in October and, within days, targeted elderly victims, stealing around 30,000 New Zealand dollars ($18,000 USD) in cash and jewellery. NSW Police are urging community members to be cautious of strangers asking for directions to herbal doctors or spiritual healers, and advised people not to bring strangers home, not to hand over valuables, and never to participate in any ritual involving the 'blessing' of money or jewellery.

Hyderabad: The Cyberabad Special Operations Team (SOT), in collaboration with the Anti-Human Trafficking Unit (AHTU) and the Law & Order Wing of Madhapur Zone, convened a joint coordination and awareness meeting with spa centre owners and representatives on Friday. The session, led by Madhapur DCP Dr Vineeth G, primarily focused on ensuring legal compliance, fostering vigilance against human trafficking, and stressing the importance of industry cooperation in maintaining public safety and safeguarding the city's reputation. Dr Vineeth unequivocally stated, 'Engaging in any form of sexual activity on the premises is strictly prohibited. Spa and massage centres must operate only between 9 AM and 9 PM. The premises must not be used for residential purposes or be connected to any residential area.' As per the newly issued guidelines, all masseurs and masseuses are mandated to possess valid qualifications in Physiotherapy, Acupressure, or Occupational Therapy. Comprehensive details of all employees, including housekeeping staff, must be meticulously maintained in a register, and all staff members must be at least 18 years of age. Furthermore, the centres are required to comply with all applicable laws, including the Immoral Traffic (Prevention) Act. The name, licence number, licence details, and working hours of the centre must be conspicuously displayed at the premises. Additionally, details of the licence holder, manager, employees, working hours, types of massages and services offered, and corresponding fees must be prominently exhibited. To enhance oversight, CCTV cameras with recording facilities are to be installed at the entrance, reception, and common areas, with recordings preserved for a minimum of three months. Centres employing more than ten staff members are also mandated to constitute an Internal Complaints Committee, as stipulated by the Prevention of Sexual Harassment of Women at Workplace Act. DCP Dr Vineeth warned that any violation of these guidelines would result in penal action under applicable laws, with legal proceedings to be initiated in the event of any criminal activity. Moreover, the meeting highlighted the Telangana Guidelines (2021) as per the High Court directives: spa centres must maintain registers containing the names, verifiable addresses, phone numbers, and visit dates of customers to facilitate police verification, particularly in complaints involving opposite-sex service requests. These records must be readily accessible for inspection by any police officer not below the rank of Sub-Inspector.
