San Jose police to enforce ‘strict zero-tolerance' during Cinco de Mayo
The police department said it will enforce a 'strict zero-tolerance policy for criminal activity' and deploy additional officers.
During last year's Cinco de Mayo weekend in San Jose, 87 people were arrested and emergency dispatchers received more than two-thousand 911 calls.
'Cinco de Mayo in San Jose is a celebration of culture, family, and community,' said SJPD Police Chief Paul Joseph. 'The San Jose Police Department is committed to making sure everyone can enjoy it safely by providing a strong presence throughout the weekend and addressing any disruptive behavior that threatens public safety.'
Spectators of sideshows could face citations, arrests, and fines up to $1,000. Drivers who are caught participating in sideshows will be slapped with fines ranging from $3,000 to $4,000, SJPD said.
Most of the road closures are happening downtown, and on the city's east side, around areas that attracted rowdy crowds in previous years, police said. Other roads will be blocked off to make space for city-sanctioned Cinco de Mayo celebration events.

'These potential traffic diversions are based on historical data of impacted areas and are subject to change based on congestion and day-of needs. If implemented, vehicles will be diverted to freeways or other surrounding streets to decongest roadways and address criminal activity. This may include temporary closures of freeway off-ramps,' the police department wrote.

Richard Tillman, 44, has since been booked into the Santa Clara County Jail on suspicion of arson, the San Jose Police Department (SJPD) confirmed in a statement obtained by PEOPLE. Per ABC News, the suspect is Pat Tillman's brother. NBC Bay Area reported that the suspect had told officers at the scene that he was the brother of Pat Tillman, and that he'd allegedly live-streamed the incident on social media, citing a source with knowledge of the investigation. The SJPD said in a statement obtained by PEOPLE, "On July 20th, around 3 a.m. [local time], SJPD Officers responded to [a] US Post Office in the 6500 block of Crown Boulevard for report of a fire." "When officers arrived on scene, they discovered a vehicle had been driven into the post office and caught fire causing the entire building to catch on fire. No injuries were reported," it added. Police continued, "After conferring with [the U.S. Postal Inspection Service], SJPD can confirm that the suspect arrested in relation to the US Post Office fire was 44 year old, Richard Tillman of San Jose. He was subsequently booked into the Santa Clara county jail for arson. The motive and circumstances are still under investigation." The Santa Clara County Sheriff's Office's online inmate records, which have been seen by PEOPLE and are accessible to the public, indicate that Richard Tillman was arrested on Sunday, with a court appearance scheduled for Wednesday, July 23, at 12 p.m. local time. Cop sexually assaulted teen sisters he met at youth program years ago, CA police say
A veteran police officer has been charged after two sisters accused him of sexually assaulting them more than a decade ago, California police say. Saul Duran was arrested July 7 on 'multiple felony charges related to the sexual assault of a minor,' the San Jose Police Department said in a July 8 news release. 'We were devastated to learn of these allegations and we hope that our swift investigation and arrest of Duran will demonstrate to survivors that we will treat your disclosure seriously, regardless of how much time has passed,' Chief of Police Paul Joseph said in the release. 'If the violator is a police officer, they will not be protected by other police officers.' Two adult sisters came to police June 18 and accused Duran of sex crimes between 2008 and 2012 when they were minors, police said. Through an investigation, police said they learned Duran met the sisters, ages 14 and 15, while he volunteered as 'a facilitator in a Santa Clara County District Attorney's Office program, known as The Parent Project.' The project is aimed to benefit 'parents with difficult or out-of-control adolescents,' teaching them 'prevention and intervention strategies for destructive behaviors,' according to the program's website. Duran worked as a volunteer with the program but 'served in an official capacity as a police officer,' police said. The girls' mother thought of him 'as a positive influence' and gained her trust, police said. She allowed her daughters to meet with him 'outside the scope of the program,' violating the program's policies, according to police. 'It was during these unauthorized and unsupervised interactions that the alleged crimes occurred,' according to police. Duran, who was hired by the department in 2003, 'was placed on administrative leave pending the outcome of both a criminal and internal administrative investigation,' according to KTVU and police. Police said they worked with the Santa Clara County District Attorney's Office, which 'determined there was sufficient basis for criminal prosecution.' During a news conference, Santa Clara County District Attorney Jeff Rosen said that while Duran is accused of sexually assaulting both girls, the statute of limitations only allowed for charges to be filed in the younger sister's case, KQED reported. Rosen said Duran was 'charged with five counts of lewd and lascivious acts on a child who is 14 or 15 years old,' the radio station reported. 'Sometimes, parents abuse children. Sometimes it's teachers or coaches. Sometimes a police officer. It might seem like this happens so much, but statistically these are still aberrations,' Rosen said in the release. 'The SJPD and the DA's Office are here to deal with criminal aberrations, to try and prevent them, and make sure that predators – like this one – stop and pay for what they have done.' Duran was released from jail after posting $250,000 bail and is scheduled to appear in court for arraignment Aug. 7, KPIX reported. Two Pokémon card fanatics arrested over stabbing in line at California GameStop
Two men were arrested and another was injured after the suspects allegedly cut the line at a Pokémon card sale in California, sparking an all-out brawl that ended in a brutal stabbing. Pokémon fans and scalpers lined up bright and early outside a GameStop in the town of Colma on Saturday for a highly anticipated restock of the franchise's coveted trading cards. 5 Two men were arrested after a brawl outside a GameStop over Pokémon cards. The unidentified victim, who was wearing a black hoodie with the franchise's famed unofficial mascot Pikachu on the front, confronted him, as captured in a video obtained by KRON. 'I apologized and everything,' OrellanasFlores said while another man tried to push the victim away. 'Nah, get your hands off me,' the victim said. The victim lunged to try and reach OrellanasFlores before pivoting and smacking 27-year-old Isaiah Calles across the face. 5 Miguel OrellanasFlores allegedly tried to cut the line. KRON OrellanasFlores and Calles pounced on the victim and allegedly shoved him to the ground while frantic bystanders tried to intervene. 'There's kids watching!' one woman shouted as she set her belongings down and tried to pull them apart. All three men scrambled back to their feet, throwing blind punches until they collapsed in a pile on the ground. Somewhere in the mix, OrellanasFlores grabbed a mason jar and smashed it on the back of the victim's head, according to the CPD. Calles, meanwhile, reached for one of the shards and allegedly stabbed the victim multiple times. 5 The victim was hit on the back of the head with a mason jar, then stabbed repeatedly with a glass shard. KRON The two men fled the scene in separate vehicles, but the victim was somehow still aware enough to obtain photos of their cars — with the license plates included, police said. OrellanasFlores and Calles were both arrested and charged with assault with a deadly weapon, assault with a deadly weapon causing great bodily injury, battery with serious bodily injury and conspiracy to commit a crime, according to the CPD. Pokémon cards tend to sell for an hefty prices online, both because of the price gouging spurred by scalping and the high value of some 'special illustration rare' and 'hyper rare' cards. Matters in the trading card world have only been complicated by the worth placed on professional sports authenticator, or PSA, cards. 5 The two men fled the scene but were quickly caught after the victim turned over photos of their vehicles to police. KRON Cards rated a PSA 10 can be worth thousands of dollars, depending on the subject and rarity. Still, clinching a perfect card is rare and comes down to aspects outside of the collector's control, including how the card is printed and the logo's centering. The child-friendly gambling ploy drives some people to desperate measures. In late May, two hammer-wielding crooks nabbed thousands of dollars worth of the collectible cards in Detroit. The cards, locked in a display case, were rare ones that have been out of print for years. In January, a restock at a Los Angeles Costco turned violent as shoppers fought just to grab the cards off the shelves, still having to trek through the chaos to the cash register before they were home free.
