The Supreme Court on Tuesday questioned a petitioner, who alleged harassment over feeding of community dogs in Noida, why he does not feed the strays in his own house.
A bench of Justices Vikram Nath and Sandeep Mehta was hearing a plea related to a March 2025 order of the Allahabad High Court.
'Why don't you feed them in your own house? We should leave every lane, every road open for these large-hearted people? There is all space for these animals, no space for humans. Why don't you feed them in your own house? Nobody is stopping you," the bench told the petitioner's counsel.
The counsel said the petitioner was subjected to harassment and unable to feed community dogs in line with the Animal Birth Control Rules.
Rule 20 of the Animal Birth Control Rules, 2023, deals with feeding of community animals and puts onus on resident welfare association or apartment owner association or local body's representative of the local area to make necessary arrangements for feeding of community animals residing in the premises or that area.
The Supreme Court, however, observed: 'We give you a suggestion to open a shelter in your own house. Feed every dog in the community in your own house."
The petitioner's counsel claimed compliance with the rules and said the municipality was creating such places in Greater Noida but not in Noida. He said feeding points could be made at a place not frequented by people.
The bench then tagged the plea with a separate pending one on a similar issue.
WHAT DID THE HIGH COURT SAY?
In the high court, the petitioner sought directions to the authorities to implement provisions of the rules with due care and caution keeping in view the provisions of the Prevention of Cruelty to Animals Act, 1960.
'While protection of street dogs would be warranted in accordance with the provisions of the applicable statute, at the same time, the authorities will have to bear in mind the concern of common man, such that their movement on streets are not hampered by attacks by these street dogs," the high court said.
The HC, therefore, expected the state authorities to exhibit 'due sensitivity" to the concerns of the petitioner and the public. It said the observation was necessary because there were many instances of attacks by street dogs on people of late, which has resulted in loss of lives and grave inconvenience to pedestrians.
It disposed of the plea with a direction to the authorities to ensure that concerns highlighted by the court were duly taken care of and appropriate measures taken to ensure protection of strays besides ensuring interest of people on the streets was not jeopardised.

Last Updated: As per the rule, if a child fails the examination, they will be given the opportunity for a re-examination within two months from the result declaration date. The Odisha government has implemented a fail system for the Class 5 and 8 annual examinations starting from the current academic year, according to an official notification. To enforce this decision, the government made necessary amendments to the Odisha Right of Children to Free and Compulsory Education Rules, 2010, on Wednesday, reported PTI. As stated by a notification from the School and Mass Education Department, regular examinations for Class 5 and 8 will be conducted at the end of each academic year. If a child fails the examination, they will receive additional instruction and be given the opportunity for a re-examination within two months from the result declaration date. 'If the child appearing in the re-examination…..fails to fulfil the promotion criteria again, he/she shall be held back in fifth class or eighth class, as the case may be," said the notification. However, no child will be expelled from any school before completing their elementary education, the order added. In December last year, the Government of India amended the Right of Children to Free and Compulsory Education Act, 2010 (RTE Act 2010). The amendments permit states to conduct regular exams for Class 5 and 8 students and retain them if they fail. These changes follow five years after the RTE Act was amended in 2019. To successfully pass the Odisha Board exams, students must achieve a minimum of 33 per cent marks in each subject as well as overall. Students who fail to achieve the minimum passing marks can appear for the compartment exams. Meanwhile, a total of 94.93 per cent of the students have cleared the class 10 exams this time. The pass percentage among girls was 96 per cent and among boys, it was 94 per cent. On the other hand, a total of 82.77 per cent of the students cleared the exam class 12 this time. Two Himachal forest dept personnel honoured for rescuing 105 snakes

Agency: Hamirpur (HP), Jul 17 (PTI) Two Forest Department personnel who rescued over 100 snakes last year were honoured on the occasion of World Snake Day here on Wednesday. Six people have died due to snake bites so far in the current monsoon season since June 20. According to the state emergency operation centre, two deaths each were reported in Bilaspur and Hamirpur districts and one each in Kangra and Una districts. Suresh Kumar rescued 60 snakes last year while Vinod Kumar rescued 45. Principal Chief Conservator of Forests Sameer Rastogi honoured the two, who were also awarded commendation letters and certificates by the Forest Department. During the programme, the field staff of the Forest Department were honoured for their commendable services, especially those working for the conservation of snakes. They were given digital certificates. Addressing the officers and employees of the department, Rastogi talked about the importance of snakes and their contribution to ecological balance.
