EC: Just over 5% of electors left to submit EFs

atna: The Election Commission (EC) on Friday said that so far, 94.68% of electorate were covered under the ongoing special intensive revision (SIR) of electoral rolls in Bihar.
Only a small percentage (5.2%) of electorate are to submit their filled-up enumeration forms, even though seven days are still left, it added.
"Only 41,10,213 electorates, which come to 5.2% of the total electorate, are to submit their filled-up enumeration forms," a statement issued by the EC said, adding the list of forms that could not be collected is being shared with political parties. The draft electoral rolls will be published on August 1.
The EC stated that the lists of electors who are probably deceased, permanently shifted, enrolled at multiple places, or have not returned the EFs even after multiple visits by BLOs, are now also being shared with the district presidents of political parties, and 1.5 lakh booth-level agents (BLAs) appointed by them. This is to ascertain the exact status of each elector before July 25.
"As per the SIR order, each of the more than 1.5 lakh BLAs can submit up to 50 forms a day after certifying them. This step is in line with the ECI's commitment that no eligible elector is left out," the statement said.

Amid uproar from the Opposition and the demand for a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar, Rajya Sabha was adjourned for the day after briefly conducting business Friday. Pointing to the rules, Deputy Chairman Harivansh urged members to 'strictly adhere to well-established customs and etiquette to be observed in the Council and respect each other's privilege to speak on the floor when permitted by the Chair.' 'Yesterday, it was unfortunately observed that some members, while not being in their designated seats, were attempting to disturb the Speaker,' he said. The session began with the swearing-in of members from Tamil Nadu. Actor-politician Kamal Haasan of the Makkal Needhi Maiam (MNM), which is an ally of the Dravida Munnetra Kazhagam (DMK) in Tamil Nadu, took oath as a Rajya Sabha member, marking his debut in the House. Three DMK members from Tamil Nadu also took the oath – S R Sivalingam, Rajathi S, and P Wilson. All of them took the oath in Tamil. Later, Deputy Chairman Harivansh said he received 28 notices under Rule 267. Notices under this rule ask to suspend all listed business and discuss an important issue that the country is facing. Notices by MPs, including Akhilesh Prasad Singh, A A Rahim, Saket Gokhale, Sushmita Dev, Jebi Mather Hisham, Tiruchi Siva, John Brittas, and Manoj Kumar Jha demanded discussion on the concerns arising from the SIR of electoral rolls undertaken by the Election Commission in Bihar. Other notices from Opposition MPs under Rule 267 called for discussions on the alleged discrimination of Bengali migrant workers in other states, restoration of constitutional democracy in Manipur, and India's trade deal with the UK and the US. Declining the notices, the Deputy Chairman pointed to 'detailed rulings on Rule 267 imparted by the Chair' in December 2022. This prompted an uproar from the Opposition. The Rajya Sabha has previously seen showdowns between Opposition members and former Vice-President Jagdeep Dhankhar over declining of notices under Rule 267. When the House reconvened at 12 pm with Ghanshyam Tiwari in the Chair, Question Hour began amid sloganeering from Opposition members. Agriculture Minister Shivraj Singh Chouhan, who was responding to a question, appealed to the Chair and Opposition members to let him respond to a question on his ministry. 'This House is the temple of democracy. The soul of democracy is dialogue and discussion. I would like to respond to the questions,' he said. With continuing sloganeering from the Opposition, the House was adjourned for the day, and is set to meet again on Monday.

Karnataka BJP slams Rahul Gandhi, says refusal to accept electoral defeat leads to baseless theories
Bengaluru: Responding to Rahul Gandhi's allegations against the Election Commission of India (ECI) and claims of having concrete proof of cheating in a constituency in Karnataka, the state BJP has said the Congress leader's refusal to accept electoral defeat has now descended into baseless conspiracy theories. The Leader of Opposition (LoP) in the Karnataka Assembly, R. Ashoka, said on Friday, "The Lok Sabha results in Karnataka are a decisive mandate in favour of NDA and a resounding rejection of the Congress-led Karnataka government's failures. But instead of introspecting, Rahul Gandhi is now blaming the Election Commission for covering up his party's collapse, and CM Siddaramaiah is endorsing it, not to save democracy but to shield himself from brewing internal backlash and save his chair." The inclusion and deletion of voter names is a transparent process conducted in the presence of representatives from all political parties, Ashoka noted. If there were any legitimate concerns, they should have been raised with evidence before the Election Commission or courts, not turned into political drama after losing, Ashoka pointed out. BJP's victory is a result of people's trust in Prime Minister Narendra Modi, not some imaginary 'vote theft' narrative peddled by Congress, he said. 'If Rahul Gandhi claims to have proof, what is stopping him from initiating legal action? Why the delay?' Ashoka challenged. "This is nothing but a textbook example of Congress' political bankruptcy, blaming everyone but themselves for their failures," he underlined. "Karnataka BJP unit strongly condemns this attempt to undermine public faith in democratic institutions just because the outcome didn't favour them," Ashoka charged. Responding to allegations by the Leader of Opposition in Lok Sabha, Rahul Gandhi, against the ECI and his claims of having concrete proof that the ECI allowed cheating for a seat in Karnataka, the Chief Electoral Officer of Karnataka has refuted the charges, stating that the electoral rolls were prepared transparently and copies were shared with recognised political parties. The statement further stated, "As informed by the Election Commission of India already, Electoral Rolls are shared with all recognised political parties. During Special Summary Revision-2024, which was taken up before the General Elections to Lok Sabha-2024, the copies of draft and final electoral rolls of all 224 Assembly constituencies were provided to representatives of all registered and recognised political parties, including the Indian National Congress (INC)." Supporting the statement of Rahul Gandhi, Chief Minister Siddaramaiah on Thursday stated that the Congress party's setback in the parliamentary elections was due to the BJP's misuse of the Election Commission. CM Siddaramaiah, in his press statement, said, "The outcome of the recent Lok Sabha elections in Karnataka not only surprised us but also gave rise to several doubts. It is now becoming evident that the main reason behind the Congress party's setback in that election was the BJP's misuse of the Election Commission to carry out irregularities."

In response, Tejashwi Yadav said, 'If you speak too loudly, you'll get wet." The RJD leader later reiterated that the parties in the opposition alliance could boycott the upcoming elections in Bihar if the Election Commission's voter roll revision in Bihar was not stopped. The Bihar SIR row has been at the centre of opposition protests in the Parliament, resulting in five consecutive days of disruptions as MPs raised slogans and displayed placards demanding a rollback of the exercise.
