Panchayat Advancement Index 2.0 portal launched
New Delhi [India], May 26 (ANI): The two-day National Writeshop on Panchayat Advancement Index (PAI) Version 2.0 for FY 2023-24 commenced on Monday at Dr. Ambedkar International Centre, New Delhi in the presence of Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, an official statement said.
Other officials present in the event were Saurabh Garg, Secretary, Ministry of Statistics and Programme Implementation (MoSPI); Sushil Kumar Lohani, Additional Secretary, Ministry of Panchayati Raj and Rajib Kumar Sen, Senior Advisor, NITI Aayog.
'During the inaugural, the PAI 2.0 Portal was launched. Local Indicator Framework (LIF) Booklet for FY 2023-24 along with the Standard Operating Procedure (SOP) was also released on this occasion,' read a statement from the Ministry of Panchayati Raj.
Delivering the inaugural address Secretary Vivek Bharadwaj emphasized upon the transformational potential of the Panchayat Advancement Index in enabling Panchayats to systematically assess and improve their performance across key areas of governance and service delivery.
Referring to the vision of the Prime Minister Narendra Modi for Aspirational Districts and Aspirational Blocks, he said, 'We must now take that spirit forward in our Panchayats. When we record accurate data, we do not merely count; we contribute to the nation's transformation'.
He highlighted that the PAI is not just a data collection tool but a mechanism to institutionalize transparent, accountable and performance-based Panchayat-level governance. He urged the ground functionaries to enter accurate data on the PAI portal 2.0 that will give a comprehensive view for holistic development of India.
'PAI data serves as the bedrock for equitable development, transparency, and participatory governance,' he added.
He called upon all Gram Panchayats to display their PAI scorecards prominently at GP Bhawans to promote public participation and local accountability.
Saurabh Garg, Secretary, MoSPI, in his keynote remarks, commended the Ministry of Panchayati Raj for building a strong evidence-based platform aligned with the Sustainable Development Goals (SDGs). He noted that 'India's SDG data availability has risen from 55% to nearly 95% in the last five years. PAI 2.0 embodies the spirit of 'Measure what we treasure and treasure what we measure'.'
He highlighted how the PAI framework, through improved standardisation, harmonisation and visualisation, advances the national goal of inclusive, outcome-oriented governance. He stated that PAI will become the basis for achieving the goal of Viksit Bharat through 'Sabka Prayas' based on the bottom-up participatory approach for development and serve as a benchmark for many other indicators that help in measuring India's progress.
Rajib Kumar Sen, Senior Advisor, NITI Aayog, observed that PAI 2.0 is a powerful bridge connecting local efforts to national and global commitments. He stated that it complements the SDG India Index and enhances India's readiness for future Voluntary National Reviews (VNRs) at global forums. He appreciated the thoughtful design of PAI 2.0 and its relevance for enabling local institutions to evaluate the real-time impact of various schemes.
Sushil Kumar Lohani, Additional Secretary, Ministry of Panchayati Raj, stated that the National Writeshop reflects the government's commitment to institutionalizing data-backed and evidence-based planning and monitoring in Panchayats. He emphasized that 'PAI 2.0 equips Panchayats with practical tools to assess their own progress, identify gaps, and plan meaningfully. It encourages a culture of healthy competition and continuous improvement.'
PAI is a multidimensional assessment framework developed by the Ministry of Panchayati Raj to enable performance tracking of over 2.5 lakh Gram Panchayats across nine themes aligned with the Localization of Sustainable Development Goals (LSDGs). While PAI Version 1.0 served as the baseline and covered data from 2.16 lakh Gram Panchayats across 29 States/UTs, PAI Version 2.0 represents a major leap forward in functionality, efficiency, and usability. The transition from PAI 1.0 to 2.0 reflects a focused refinement of the framework, with a sharper and more practical set of indicators and data points to improve usability and reliability while retaining thematic comprehensiveness.
The revised framework not only reduces the reporting burden but also improves data quality and reliability. The nine LSDG-aligned themes include: Poverty-free and Enhanced Livelihoods Panchayat, Healthy Panchayat, Child-Friendly Panchayat, Water-Sufficient Panchayat, Clean and Green Panchayat, Panchayat with Self-Sufficient Infrastructure, Socially Just and Socially Secured Panchayat, Panchayat with Good Governance, and Women-Friendly Panchayat.
This Writeshop includes live demonstrations, technical walkthroughs, and hands-on exercises on portal configuration, data flow and validation. Day two will feature presentations from States and UTs on field experiences from PAI 1.0 and how they plan to utilize PAI 2.0 to enhance local planning and governance. It has brought together over 250 participants from 32 States/UTs, senior officials from relevant Ministries/Departments, representatives from Panchayati Raj Departments /Institutions/ SIRD&PRs of States/UTs, and technical and knowledge partners including NITI Aayog, MoSPI, National Informatics Centre (NIC), UNICEF, UNFPA, Transform Rural India (TRI), and the Piramal Foundation. Delta Rankings for ABP: Ghattu Block in Gadwal dist in 5th place in nationwide rankings
Hyderabad: NITI Aayog has released the Delta Rankings for the Aspirational Blocks Programme (ABP) for Q4 of 2024–25 (January–March 2025). Ghattu Block of Jogulamba Gadwal District secured the 5th rank out of 500 blocks nationwide and the 2nd rank in Zone 3, which comprises the states of Telangana, Andhra Pradesh, Karnataka, Tamil Nadu, and Kerala. In recognition of this outstanding performance, Ghattu Block has been awarded Rs 1 crore by NITI Aayog. The rankings were announced during a virtual national event hosted by NITI Aayog, which saw the participation of all 500 aspirational blocks across the country. The Delta Ranking is based on the progress made across 39 Key Performance Indicators (KPIs) grouped under five core themes: 1) Health & Nutrition, 2) Education, 3) Agriculture & Allied Services, 4) Basic Infrastructure, 5) Social Development Between October–December 2024 and January–March 2025, Ghattu Block improved its composite score from 61.24 to 69.43, marking a significant incremental progress of 8.19% in just one quarter. District Collector Santhosh B M congratulated all Block Officers, sectoral departments, and frontline workers for their tireless efforts. He emphasized that achieving this milestone was possible due to strong coordination, real-time data monitoring, inter-departmental convergence, and a clear focus on KPI-based planning and implementation. 'This recognition is a testament to the dedication of our grassroots officers, who have worked relentlessly towards 100% saturation of all KPIs. The results reflect our collective commitment to translating the ABP's vision into reality,' said the Collector. As part of this initiative, the success stories and impact-driven models from the top-performing blocks will be showcased on the 'Wall of Fame' inaugurated today at NITI Aayog, New Delhi. This platform celebrates excellence and innovation under both the Aspirational Blocks and Aspirational Districts Programmes, and aims to inspire a Viksit Bharat by 2047.

Aamir, present at the screening, took questions from audience members about the film's message. The group, which included the party's Sikh faces from five states and National General Secretary Tarun Chugh, was formed and dispatched within 48 hours. One of its members, who was in Europe, flew back to New Delhi to complete the requisite paperwork before boarding the flight as per the schedule.

CM presents Punjab's cause before Niti Aayog: ‘areas bordering Pak to be made war-resilient'
Punjab Chief Minister Bhagwant Singh Mann on Thursday said recent skirmishes with Pakistan highlighted the need for making border districts war-resilient by constructing bunkers and air shelters for the city population and setting up alternate connecting routes to border villages, as well as establishing an emergency operations centre (EOC). During deliberations with a delegation of NITI Aayog led by Member Prof. Ramesh Chand and Programme Director Sanjeet Singh, the chief minister said it is high time that the Aayog generously helps the state in preserving its rich legacy in terms of water and agriculture. 'The state shares 553 kilometres of the International Border with Pakistan and six border districts of Amritsar, Tarn-Taran, Gurdaspur, Pathankot, Ferozepur and Fazilka. The border districts of Punjab need to be supported on the lines of Himachal Pradesh, Uttarakhand and J&K to revitalise the state's trade and industrial sector,' the CM said. Mann bemoaned that special central incentives to Himachal, Uttarakhand and J&K adversely impacted the economy of border districts in Punjab. Seeking a special incentive package for border districts, the CM batted for the establishment of agro food processing zone in each border district of Punjab with a special focus on the basmati rice industry and horticultural produce like litchi and others. Mann also advocated the upgradation of existing focal points in border districts and the establishment of an exhibition-cum-convention centre at Amritsar. Mann also sought a PLI scheme for the agro sector, tax benefits for the textile sector, freight subsidy for industry and subsidised interest rates on term loans and working capital in border districts. He also underscored the need for upward revision of compensation to farmers having land between the International Border and the border fence asserting that more than 17,000 acres fall in between them. 'The present compensation is given to farmers at a rate of Rs 10,000 per acre per year, which should be enhanced to Rs 30,000 per acre annually. Instead of sharing between the Centre and the state, this should be paid by the Centre.' The CM emphasised fortifying the Border Wing Home Guards Scheme to cover all 2107 border villages to strengthen the second line of defence in border regions. He also sought enhancement of the Duty Allowance from the present Rs 45 per day per jawan (fixed in 1999) to at least Rs 655 per day per jawan. 'It is imperative for better coordination between Border Villages and BSF,' he said Mann also sought Rs 2,829 crore for the upgradation of infrastructure and equipment, including jammers to check the smuggling of weapons and drugs through drones. Raising the issues of the industrial sector, Mann said the current share of the Manufacturing sector in the state's economy was 14.4 per cent, but the state government intends to escalate it to 20 per cent by 2030 and 25 per cent by 2047. For this, Mann sought a freight subsidy for Punjab, being a landlocked state and the introduction of a scheme along the lines of the Export Promotion Capital Goods (EPCG) scheme for small manufacturers, so that they can send their goods within the country. The CM also sought extension of PLI to bicycles, E-bikes and their components, R&D facilities for innovative product design and materials for bicycles and expansion of the existing High-Tech Valley Industrial Park at Ludhiana in SPV mode and developing the cluster as Bicycles Export Zone. He also advocated the development of Sports Goods Export Zones in Jalandhar. The CM demanded a special economic package for the state comprising Rs 2,000 crore for Special Economic Zone, development of Industrial Corridors (Global Manufacturing Hub) along the Bharat Mala Project, extension of Semi-Conductor Lab (SCL) in Mohali, expansion of Software Technology Parks (STPI) in Mohali and development of dedicated Sector-Specific Export Zones in Punjab- including Amritsar for Food Processing, Ludhiana for Textiles and Mohali for Automobile Parks. Talking about the agriculture sector, Mann solicited the support of the Centre to promote crop diversification, by encouraging alternative crops to paddy which consume less water. Mann said the Centre should support his government's pilot project to promote the kharif maize initiative by providing funds for payment of a cash incentive of Rs 17,500 per hectare to all maize growers in the state under the existing CSS Crop Diversification Programme. Likewise, the CM said cotton is an important kharif crop in south-western districts of the state, and until a new seed (resistant to pink bollworm) is commercialised, assistance should be provided to cotton growers for Mating Disruption Technology (MDT) for the management of PBW. Mann said farmers should be incentivised for cotton cultivation on an acreage basis. Mann reiterated that Punjab has no surplus water for any state. Asserting that in the wake of the grim situation of water in the state, the Yamuna-Sutlej-Link (YSL) canal should be considered for construction instead of the Satluj Yamuna Link (SYL) canal, Mann said 'Ravi, Beas, and Sutlej rivers are already in deficit and water should be diverted from surplus to deficit basins.' However, Mann bemoaned that while apportioning the river waters between Punjab and Haryana, the Yamuna waters were not considered, whereas the waters of Ravi and Beas were duly taken into account. Raising the issue of bias approach of Bhakra Beas Management Board (BBMB), the CM said that the Board was constituted under the provisions of the Punjab Reorganization Act, 1966, with the mandate to regulate the supply of water and power from the Bhakra, Nangal and Beas projects to the partner states of Punjab, Haryana, Rajasthan, Himachal Pradesh, Delhi and Chandigarh.
