Come up with uniform policy on normalisation of marks: NSC chief Karandikar
'A comprehensive effort should be made to create one group... which will bring all stakeholders on board, give thought to this [problem] and come up with one policy [on normalisation]. This is strictly a statistical issue and should be addressed appropriately,' said Karandikar while speaking at the 19th National Statistics Day on Sunday.
Normalisation of marks is a statistical process used to adjust scores in exams conducted in multiple shifts or sessions, where different question papers may have varying difficulty levels. The process aims to ensure a level playing field for all candidates by accounting for these variations in difficulty, so that students are neither advantaged nor disadvantaged by the specific paper they received.
'Millions of candidates appear for exams. It is not possible to conduct such examinations at one place in one sitting in the traditional way. Hence, computer-based exams become the norm and these often stretch over multiple days and sessions. This means different question papers for different students. So, the question arises as to how we should compare it. Somehow, each agency goes on its own and declares its own formula, which is different. This leads to dissatisfaction among people who don't make it, leading to litigation. This has been going on for [many years],' added Karandikar.
In December last year, thousands of students had come out in protest against the anticipated normalisation process in the Bihar Public Service Commission (BPSC) exam. Earlier, in August, students had also staged protests in the wake of the normalisation process used to announce the National Eligibility cum Entrance Test (NEET) results.
Highlighting the current malaise where the normalisation process often leads to litigation from disgruntled candidates, Karandikar told Business Standard that devising a 'good' formula is important as students cannot be engaged in incessant litigation.
'Sometimes, it has been observed that the selected candidates belong to those appearing in one or two particular shifts and days, while some sessions remain highly under-represented. Hence, coming up with a uniform formula is important at least for central government-conducted examinations,' he added.
Besides, Karandikar also proposed the User Verifiable Digital Audit Trail (UVDAT) mechanism to validate votes for online corporate voting and recommended the formation of a dedicated panel to address this issue.
Also speaking at the event, Ministry of Statistics and Programme Implementation (MoSPI) secretary Saurabh Garg said that by the end of this year, the ministry will begin releasing quarterly data on the informal economy, based on its Annual Survey of Unincorporated Sector Enterprises (ASUSE).
'The ministry has also reduced the timeline for releasing reports to 45 days now, which was earlier anywhere between 8–9 months,' added Garg.

Punjab has emerged as the top performer in the National Achievement Survey (NAS) 2024, Harjot Singh Bains, Minister of School Education, said on Wednesday. The NAS, considered India's most credible and reputed survey for evaluating students' educational achievements, selects students from Classes 3, 6 and 9 as samples to evaluate overall education outcomes. Sharing Punjab's impressive rankings in the NAS (PARAKH Rashtriya Sarvekshan), Bains shared that Punjab stood first with 80 marks in the Class 3 ranking, surpassing Himachal Pradesh (74) and Kerala (73). For Class 6, Punjab and Kerala are joint top performers with 67 marks each. In the Class 9 ranking, Punjab outperformed other states and Union Territories (UTs) with 57 marks to grab the top spot, Bains added. The nationwide survey was conducted by the National Council of Educational Research and Training (NCERT) in collaboration with states and UTs to assess learning outcomes and identify areas for improvement, with thousands of students participating from across the country. 'Punjab's stellar performance in the NAS underscores the AAP government's dedication to ensuring quality education and improving student learning outcomes,' Bains said, adding that the Punjab government will build on this success, continuing to enhance the standards of the education system to provide students with the best education. Bains said that recently, 845 government school students qualified the highly competitive National Eligibility-cum-Entrance Test (NEET) while 265 students successfully cleared the Joint Entrance Examination (JEE) Mains this year, showcasing the education department's commitment to fostering academic excellence and empowering students to excel in the country's most challenging competitive exams. The Punjab government has made education its topmost priority, he added.

Gujarat government to amend fee regulation act; schools with 99% pass result, 75% average score may get freedom to set fees
EIGHT YEARS after the implementation of the Gujarat Self-financed Schools (Regulation of Fees) Act, 2017, which placed an upper limit on the amount of fees that can be charged from students, the state government is planning to exempt certain private institutions from the rule — provided they fulfill a few criteria. The exemption would be part of an amendment of the Act under which the state government plans to award at least 1% of private schools with 'School of Excellence' status, on the lines of Centre of Excellence to private universities. This move will exempt these schools from the fee regulation committee and grant them freedom in admissions. Around 4,500 self-financed secondary and higher secondary schools are registered under various education boards in Gujarat. As per the criteria prescribed for School of Excellence, the schools should have a pass percentage of 99% to 100% in Board examination. Other criteria is that at least 60 students should have appeared in the Board examination from such schools. Besides, the average marks of students in Class X should be 80% or above. For Class XII, it has been set at 75% or above. These would apply to all the schools registered in the state with the Gujarat Secondary and Higher Secondary Education Board, CBSE, or any other boards. A Scrutiny Committee and an Empowered Committee have been formed to prepare the list of Schools of Excellence among the applications. Before going ahead with the amendments, the state government has invited suggestions and feedback from the public this week. 'The School of Excellence will be awarded entirely on the basis of performance of the school. The idea of exempting them from the Act is to allow private schools to excel and focus on each student,' Principal Secretary, Education, Mukesh Kumar told The Indian Express. In a recent order in this regard, the state government cited ancient universities like Taxila, Nalanda and Kashi that had 'their own identity all over the world'. 'Even in Gujarat, if 1% of private schools are given autonomy, they can focus on their own education and extra-curricular activities and try to take them to the highest level. By bringing all the schools in the state under the same fee structure, all those schools will perform the same kind of infrastructure activities and instead of moving towards excellence, they will only work towards (being) homogeneous. If it is found necessary to take such special schools to their maximum potential of excellence, it is necessary to grant them partial exemption…,' the order issued by the state education department on Wednesday stated. 'If the amendment is made in the law, the schools will strive to achieve 100% pass result, work on the performance of individual students to improve the performance, thus automatically improving the quality of education as well as result in better performance in NEET, JEE and other competitive exams,' Kumar said. As part of the procedure, the state government will invite applications from private schools, which will go through scrutiny and empowered committees. Officials said that schools will be required to submit a detailed development plan of five terms along with the fee structure to the Scrutiny Committee for approval. If the schools declared as Schools of Excellence fail to meet the eligibility criteria in the subsequent year, they will be given one more term to meet the eligibility criteria, failing which they will be removed from the list. Under the Gujarat Self-financed Schools (Regulation of Fees) Act 2017, no-self financed school can collect any fee in excess of what has been fixed by the Fee Regulatory Committee (FRC) for admission of students to any standard or course of study. The private schools could be penalised a fine upto Rs 5 lakh for the first contravention. While the cut-off limit for pre-primary and primary schools is Rs 15,000 per annum, for secondary and higher secondary schools offering general stream, it is Rs 25,000. For higher secondary schools with science stream, the upper limit is Rs 30,000 per annum.

Fencing India-Myanmar border a huge challenge: Assam Rifles Director General
The security and stability in India's northeast states are key to the country's territorial integrity as they are bordered by countries like Bangladesh, China and Myanmar, which makes them geographically vulnerable. This is where the Assam Rifles play a huge part and see to it that India's northeast borders remain secure and unviolated. Lieutenant General Vikas Lakhera, Director General of Assam Rifles, shed light on the force's role and its significance in maintaining peace in the strategically important region and spoke about a range of topics, including Manipur violence, India-Myanmar border fencing and the challenges of guarding the northeastern states. The influx of Rohingya refugees from Myanmar into India has been an issue of grave concern for the government and has become a political flashpoint between the Centre and opposition parties. It is thus important to fence and keep the India-Myanmar border secure from infiltration and that is a huge challenge, says Lieutenant General Lakhera. "The India-Myanmar border poses significant challenges, with dense forests and challenging terrain making it difficult to patrol. Assam Rifles personnel work tirelessly to secure the border, conducting day and night patrols," he said in an exclusive conversation with India Today TV. "Fencing work is also underway, aimed at preventing infiltration and smuggling. The force is working to address concerns raised by local communities and organisations, ensuring that the fencing is seen as a measure to enhance security, not divide people," the Assam Rifles DG asserted. The northeastern states of Arunachal Pradesh, Nagaland, Manipur and Mizoram border Myanmar. On the question of maintaining peace in Manipur, which has witnessed ethnic violence between the Kuki-Zo and the Meitei communities for the last two years, Lt. General Lakhera said that the force is committed to preventing further escalation in the state, adding that the government is engaged in dialogue with both sides. "The situation in Manipur has shown significant improvement, with violence having subsided. The government is engaged in dialogue with both sides, and the Assam Rifles is working to prevent any further escalation. The force is also focused on building bridges between different communities and promoting social cohesion," he added. Over 250 people were killed and thousands were displaced in the ethnic violence that bled Manipur during the violence that began in May 2023. The state is currently under President's Rule. Lt. General Lakhera further said that the Assam Rifles has been instrumental in maintaining peace and stability in the region, working closely with state governments to promote development and security. "The force has also been actively involved in initiatives aimed at promoting education and welfare in the region. For instance, Assam Rifles has been providing residential coaching to students from remote villages for NEET and JEE examinations, in collaboration with non-government organisations," he said. To date, over 500 students have been selected for these prestigious exams. "As the sentinel of Northeast India, Assam Rifles remains committed to its mission, protecting the country and its people from threats both within and beyond its borders," the Assam Rifles DG concluded. Lieutenant General Vikas Lakhera, a recipient of the Ati Vishisht Seva Medal and Seva Medal, took charge as the Director General of Assam Rifles on August 1 last year. He earned his postgraduate degree from Defence Services Staff College, Wellington (New Zealand). He is also an alumnus of the Higher Defence Management Course and completed the prestigious NDC Course from The Royal College of Defence Studies (RCDS), London.
