Algeria adopts draft law on general mobilization amid regional tensions

On Sunday, April 20, Algerian President Abdelmadjid Tebboune chaired a cabinet meeting marked by the adoption of a draft law on general mobilization. According to a government statement, the legislation aims to «define the provisions related to the organization, preparation, and implementation of general mobilization, as stipulated in Article 99 of the Constitution».
This article states that «after consulting the High Security Council, the President of the Council of the Nation, and the President of the National People's Assembly, the President of the Republic may declare a general mobilization during a cabinet meeting».
In the Algerian Constitution, published in the Official Journal on December 30, 2020, this measure is preceded by the proclamation of a state of emergency (Article 98) and the declaration of war (Article 100).
Lately, political parties and religious figures have urged Algerians to rally around the «state institutions» to «confront enemy forces». These calls come amid a worsening crisis with Mali, which has persisted for two years and escalated after the Algerian army shot down a Malian drone on April 1.
It's worth noting that Bamako hosted the first meeting of the Chiefs of Staff of the Air Forces of the Sahel States Alliance (AES)—comprising Mali, Niger, and Burkina Faso—from April 13 to 17.

The National Agency for Water and Forests highlighted Morocco's integrated wetland action plans involving public institutions, territorial communities, researchers, civil society, and local communities. Morocco currently maintains 38 internationally important Ramsar sites. Mehdya was officially designated as Morocco's second Ramsar City after Ifrane. Morocco was elected to the Convention's Standing Committee for 2025-2028, representing the North Africa sub-region.

With just three months to go before the UN Security Council's October deadline, the Western Sahara issue has entered a new diplomatic phase. «Senior Moroccan, American, and French officials met on July 29 in Paris to agree on a roadmap concerning the Sahara. Massab Boulos, Special Advisor to President Donald Trump for Africa, also took part in the discussions», a source close to the matter told Yabiladi. The Paris meeting came at the end of Boulos's visit to Algiers, where he held talks with Algerian President Abdelmadjid Tebboune and Foreign Minister Ahmed Attaf. Notably, Boulos left the Algerian capital without meeting Polisario representatives or visiting the Tindouf camps, despite Algeria's expectations. On the same day, the newly appointed U.S. ambassador reaffirmed during his Senate confirmation hearing in Washington the Trump administration's support for Morocco's 2007 autonomy plan as the basis for resolving the Western Sahara conflict, emphasizing respect for Morocco's sovereignty. Also on July 29, in his annual throne speech, King Mohammed VI extended an invitation to Algeria for a sincere dialogue aimed at settling differences between the two nations «without a winner or loser».

At the invitation of Algerian President Abdelmadjid Tebboune, Lebanese President General Joseph Aoun embarked on an official visit to Algeria on Tuesday. The visit focused on discussions surrounding the reconstruction of damaged infrastructure in southern Lebanon. During a joint press conference with President Tebboune, the Lebanese leader expressed his gratitude for Algeria's unwavering support for Lebanon. He also highlighted Morocco's significant role in Arab efforts aimed at resolving the Lebanese crisis. In the presence of several Algerian officials, he remarked, «Lebanon remembers Algeria's steadfast support. Continuing in a diplomatic tone, the Lebanese president underscored the importance of Arab unity, stating, «The primary requirement for Arab support is for Arab nations to stand together in brotherhood for truth, goodness, and peace. This is our hope, and with this motivation, we aim to engage with every Arab country and household with love and fraternity, without interfering in each other's affairs». Although Algerian officials refrained from commenting on the Lebanese president's remarks, his mention of Morocco was likely awkward for them, given their usual reluctance to acknowledge the Kingdom.
