Bombay HC halts landfilling at Nerul's Lotus Lake, orders legal action against CIDCO for environmental violations
NAVI MUMBAI: Following a complaint by Vanashakti director and high court-appointed wetland committee member Stalin D, Akshay Gajbhiye, member secretary of the committee, instructed the CIDCO joint MD to cease landfilling activities on the Wetland Atlas-verified water body immediately.
Stalin emphasised the committee's obligation to protect Nerul wetlands in accordance with Supreme Court and high court directives. A forest official confirmed the cessation of landfilling activities and assured continued surveillance.
A significant development for environmentalists emerged as the Bombay high court's wetland committee instructed the Thane district collector to initiate legal proceedings regarding the dumping of construction waste from the airport project at Nerul's Lotus Lake in Navi Mumbai.
S V Ramarao, co-chairman of the wetland committee, instructed member secretary Akshay Gajbhiye to communicate with CIDCO and the district collector regarding the attempted burial of the 7.5-acre wetland.
NatConnect Director B N Kumar urged Ramarao to implement strict measures against CIDCO for permitting a private contractor to deposit debris and soil from the Ulwe airport site. Ramarao, who also serves as Additional Principal Chief Conservator of Forests – Mangrove Cell, confirmed that proceedings under the Environment Protection Act 1986 would be initiated.
Kumar noted that only the environment secretary and revenue officials have the authority to file cases, limiting this power to the district collector.
A previous request by then-state environment minister
Aaditya Thackeray
to extend these powers to the forest department was rejected by the govt.
Adv Pradeep Patole, who previously challenged lake dumping and encroachment in the high court, emphasised the clarity of judicial orders protecting the wetland.
The situation is complicated by CIDCO's authorisation for contractor TPIL to transport soil from the airport site, supported by the Raigad collector's royalty waiver for transportation to Nerul in Thane district.
Activists suggested that whilst the contractor might avoid consequences due to CIDCO's authorisation, the city planning officials could face scrutiny. Environmental activists note that a case filed by the Thane district collector against CIDCO would establish a crucial precedent regarding environmental violations by the city. Activist Sunil Agarwal thanked Stalin for his timely intervention that halted the dumping activity.

"A 500 MLD water reserve has been earmarked for Navi Mumbai in the proposed Poshir Dam in Raigad, which will help resolve the city's long-term requirements," Naik said. DMK treating Vanniyar community as mere vote bank during elections: Anbumani Ramadoss
PMK leader Anbumani Ramadoss on Sunday charged the ruling DMK of treating the Vanniyar community merely as a vote bank during elections. He claimed the party, its president and Tamil Nadu Chief Minister M.K. Stalin were against Vanniyars and social justice. Leading a demonstration at the municipal ground in Villupuram demanding the implementation of 10.5 % reservation for Vanniyars, Mr. Anbumani alleged that Mr. Stalin betrayed the Vanniyar community by refusing to provide internal reservations for Vanniyars within the MBC quota. Though 1208 days have passed since the Supreme Court struck down the Vanniyar reservations, the ruling DMK has been consistently misleading the people on this issue, he claimed. The Apex court has observed that reservations for the Vanniyars or any other community can be given based on quantifiable data. Mr. Anbumani said the plea for reservation for Vanniyars had not been fulfilled for the last 45 years. As many as 21 persons lost their lives during the struggle demanding exclusive reservation for Vanniyars in 1989. Of them, 15 were from Villupuram district. The former Union minister recalled that he and his father, and party founder S. Ramadoss, had met the Chief Minister on several occasions to press for the implementation of 10.5% reservation, but in vain. 'The DMK and the Chief Minister betrayed the PMK by promising to give 10.5% internal reservation, and after four years, now Mr. Stalin is saying that reservation could be given only after the Union Government conducts the caste census. Mr. Stalin again and again said this lie while States like Karnataka, Telangana, Odisha, and Bihar conducted caste surveys, and now again Karnataka has announced they are going to conduct a second caste survey. While these States have the right to conduct the surveys, why does Tamil Nadu not have that power?' Mr. Anbumani questioned. Of its total representatives, the DMK has 23 MLAs and five Members of Parliament from the Vanniyar community. 'Did the Dravidian party implement any welfare schemes for the upliftment of the community?' he asked. Stating not even one vote should go to the DMK in the 2026 elections, Mr. Anbumani said the time to unseat the DMK government has come. Mr. Anbumani said the party would soon launch a jail bharo agitation across the State in support of its demand. If the DMK government fails to enact a law and ensure 10.5% reservation for Vanniyars, the party would intensify its protest and hold a road roko agitation in the second phase.

CM Stalin to visit Coimbatore and Tiruppur on July 22-23
Chennai: Tamil Nadu Chief Minister M.K. Stalin is scheduled to arrive in Coimbatore on July 22 from Chennai to participate in a series of official events. Upon arrival at the Coimbatore airport, DMK executives and volunteers will accord him a warm reception. From there, the Chief Minister will travel by road to Tiruppur district, where he will attend various events in Palladam and Udumalpet. On July 23, CM Stalin will visit Pollachi, where he will unveil the statues of key leaders Kamaraj, Subramaniam, and Mahalingam, who played significant roles in the completion of the Parambikulam and Aliyar irrigation projects. The unveiling will take place near the office of the Superintending Engineer, Water Resources Department, located along the Pollachi-Udumalpet road. Ministers, District Collector Pawan Kumar, and other senior officials will be present during the event. As part of his two-day visit to Tiruppur district on July 22 and 23, CM Stalin will inaugurate several government projects. On July 22, he will inaugurate the newly constructed Kovilvazhi bus stand built by the Tiruppur Corporation for public use. He will also inaugurate a new government hospital and a bus stand at Velampalayam. In Udumalpet, he will unveil statues of Periyar, Perarignar Anna, and Dr. B.R. Ambedkar near the bus stand.
