The Doug Ford Doctrine: 'We really have to flex our muscles'
'For the first time ever that I can remember,' Ford says, 'the prime minister is invited. That would have never happened with Trudeau, but it's happening under Mark Carney. And he's going to be welcomed with open arms.'
Rather than the premiers getting together 'to bitch and complain about the federal government,' Ford chuckles, 'we get to present it right to him (Carney) as he's sitting around the dinner table and we're talking to him.'
'The access is phenomenal,' Ford says of his own relationship with the PM, 'I'll message him, he gets right back to me. It's all about communication and relationship-building.
'And, he's a very, very great business person,' Ontario's premier enthuses, listing off Carney's credentials (without a mention of potential conflicts of interest).
'He gets it,' Ford says. 'He's going to go in there and he's going to clean house in Ottawa, which is well overdue.'
Figuring out how Team Canada will respond to U.S. President Donald Trump's declaration of a blanket 35 per cent tariff on goods imported from Canada as of Aug. 1 — on top of previously implemented tariffs on auto parts, steel, aluminum and copper — will no doubt be the premiers' top priority in cottage country next week.
'Elbows up or elbows down? What's the strategy, now?' I ask Ford in a recent call.
'We have to negotiate through strength,' Ford responds, 'and we really have to flex our muscles and make sure President Trump hears us.'
'Because in closed-door meetings and in our phone calls with governors — and they pull a lot of weight, I heard that from (U.S. Commerce Secretary Howard) Lutnick — Republicans don't want this,' Ford reports
'Democrats obviously don't want this, and Republicans don't want it. But they're terrified to say anything publicly,' he says. Only a few U.S. senators have spoken up, Ford adds, 'and God bless them.'
Carney is advancing several strategies — promoting free trade within Canada; negotiating a security and trade pact with America, in good faith; and at the same time, forging strategic partnerships with the EU to beef up security and defence alliances and boost trade and economic security. This week, Carney announced measures to protect the nation's steel industry, including guarding against foreign steel entering Canada to bypass Trump's tariffs.
Breaking down trade barriers between provinces is a strategy Ontario has embraced; the province has signed memorandums of understanding with all provinces except Quebec, B.C. and Newfoundland.
And Ford sees other cards to be played, other ways to pressure the Trump administration for a fair trade deal.
'I've been very transparent with Secretary Lutnick, we're going to start on-shoring everything,' Ford says. 'We're going to on-shore the steel beams, the I-beams. We have more cranes in the sky in Toronto and the GTA than their top 10 cities combined.'
'We're going to on-shore the aluminum cans, the beer cans … to make sure we don't have to see a tariff of 25 per cent on the aluminum going down (to the U.S.), they convert it, print it, and send it back up (to Canada) with another 25 per cent; that's 50 per cent.'
Ford's government is giving incentives to companies — to turn aluminum into cans, produce steel I-beams, and manufacture steel rails used in transit projects. This strategy tracks with Carney's recent commitment to rely more on Canadian steel for Canadian projects.
'Canada buys more off the U.S. than China, than Japan, than Korea, U.K. and France combined,' Ford elaborates. 'We're their largest customer, and yes, they're our largest customer. But Ontario alone employs nine million Americans who wake up every morning to build a widget or provide a service to Ontario alone.'
'(Americans) are going to feel the pressure,' Ford says. 'They're going to feel the pressure when Americans start losing their jobs because we're going to start on-shoring everything, and once that happens, I told Lutnick, it's hard to turn that tap off.'
And, Ford continues, Canada can leverage its supplies of critical resources. American governors, both Republicans and Democrats, tell Ford the same thing: 'There are two things they're interested in: our nuclear energy and our critical minerals.'
Repeating his well-worn adage — 'Canada is not the threat; China is the real threat' — Ford explains how China's lock on 90 per cent of the world's critical minerals makes Ontario's resources in the Ring of Fire all the more essential to Americans.
'And we don't believe in rip and ship,' Ford assures me, 'we're going to make sure that we mine it with Ontario workers, we're going to refine it here in Ontario with Ontario workers, and then we'll have the option of shipping it around the world.' Ford's also pitching a deep sea port to facilitate exports, in a couple of locations — one in Ontario, in Hudson's Bay, and one in Manitoba.
'It will wake up President Trump real quick,' Ford quips, 'if we start shipping it to our other allies around the world and not to him.'
Ford is the premier of Ontario — it's his job to look out for that province's interests — but there's no question he's fully steeped in Team Canada spirits. 'We all have something that we're bringing to the table,' he assures me, repeatedly.
'The U.S. needs our high-grade nickel,' Ford asserts, 'to be used in the military, in aerospace, in manufacturing. It's no different from the aluminum, from Quebec, being shipped down there, or the potash or uranium from Saskatchewan, and obviously, the 4.3 million barrels of oil we ship down to the U.S. But we're going to diversify that and not rely on the U.S. Yes, we have one pipeline going west, but we need another one going west, east, north and south.'
Ford is also effusive about the need to get rid of the tanker ban on the West Coast and revamp the impact assessment act. 'Those days are done. They're gone,' he says. 'We have to start moving forward and create the conditions for the rest of the world to look at investing in not just Ontario but other jurisdictions across Canada, from coast to coast to coast.'
I moved from Ontario to Alberta in the early 1980s — a time when Alberta premier Peter Lougheed was struggling with prime minister Pierre Elliott Trudeau's National Energy Program — and can still recall the bitter disappointment of Ontario premier Bill Davis's unwillingness to support Alberta's interests.
I admit to being impressed by Ford's visit to the recently concluded Calgary Stampede, and not just by his commitment to flip pancakes alongside Smith, whose griddle experience is legendary. Ontario's premier also inked two MOUs with Alberta, to advance freer trade between the provinces and publicly endorse mutually beneficial national-interest projects, including an oil pipeline from Alberta to Ontario (fabricated with Ontario steel).
Although Ford's not sure if Carney will be specific about the nation-building projects selected to move forward, in the upcoming discussions around the table in Muskoka, he's optimistic provincial leaders — and their constituents — recognize this unique opportunity to move forward on national infrastructure projects.
'We're moving forward and we're going to see another $200 billion going into our economy, increase our GDP anywhere upwards to six per cent,' Ford says.
He expects his fellow premiers will have to hop on this train. 'The residents of each province are going to demand that they get on that train as we're moving forward,' he says, 'because they want to prosper as well.'

Can AI Drive Sustainability? IKEA Thinks So

(Photo By Vaughn Ridley/Web Summit via Sportsfile via Getty Images) IKEA, the Swedish furniture retailer, is leveraging AI to help meet its sustainability goals, from reducing food waste in its restaurants to optimizing delivery routes and designing longer-lasting products. In September 2024, I wrote about how business leaders are considering using AI to reach their sustainability goals but are unsure where to start. Examining how companies that have ventured down this path approach this issue provides some learnings about what's happening in this space. During the Vancouver Web Summit 2025, I had the opportunity to speak with Parag Parekh, chief digital officer at IKEA (Ingka Group), to learn about how this retailer is leveraging AI to achieve its sustainability goals, from forecasting food waste to enabling product circularity, as well as the challenges that arise. IKEA's approach offers valuable insights for companies eager to embrace AI as a tool to advance their sustainability goals, and raises timely questions about how sustainability and responsible AI use intersect in practice. IKEA Uses AI as a Tool for Climate Action IKEA has made several climate commitments, including ensuring that by 2028, all product deliveries will be made through electric vehicles, having all its stores powered by renewable energy and halving emissions by 2030. IKEA is making sure to use its resources to achieve these goals, including AI. One example of how IKEA is doing so is in its restaurants, where AI helps forecast demand and reduce food waste. 'We use AI to help us understand the waste being generated and to forecast and plan what we should prepare for the next days to avoid waste,' Parekh explains. Also, IKEA customers often ask, 'Can I recycle my furniture? Can I give my furniture a second life or take over furniture owned by someone else that's in good condition?' Parekh says. In response, IKEA created Preowned, a peer-to-peer platform that connects customers looking to sell with those who want to buy, allowing IKEA products to find second homes. Pre-Owned has been launched in three European cities: Madrid, Oslo, and Lisbon. Other AI-sustainability use cases include the recycling of Christmas trees into Billy bookcases in Poland, and working with RetourMatras in the Netherlands to recycle not just IKEA mattresses, but those of any brand, to avoid burning, dumping, and waste. In its supply chain, IKEA uses AI to reduce shipping-related emissions by ensuring that products are shipped to stores closest to customers. 'We are also looking at the whole supply chain footprint and network to see how we can use AI to plan and forecast better, thereby avoiding the footprints, shipments or reshipments,' Parekh says. Reflecting on the value of AI in achieving sustainability goals, he adds: 'Historically, we either felt we didn't have the possibility, or the barriers were just too many to meaningfully and commercially do it. Suddenly, it's starting to become possible with AI.' Challenges IKEA Faces Although IKEA is exploring more ways to leverage AI in the sustainability context, it also acknowledges that there are some challenges. One challenge Parekh flags is that 'some of the problems we have to solve for sustainability are not necessarily the most interesting ones. Because of this, it can be difficult to get partners aligned in a way that they understand what the problem is and why it matters.' Limited resources present another challenge. IKEA, like many other companies, needs to address a myriad of sustainability issues, but can't tackle them all at once due to limited resources. IKEA's approach has been to 'identify the top two or three things we want to tackle, and then commit to the solutions,' Parekh says. IKEA also makes a point to prioritize collaborations with partners and the broader community, through initiatives like Action Speaks, the collective climate action platform it founded, and learning from these groups to identify opportunities. These 'meaningful partnerships,' as Parekh puts it, are essential in helping the company scale its sustainability actions. Another challenge that many companies face is ensuring that sustainability and digital teams aren't working in silos. Parekh, however, says IKEA tries to address this by ensuring that AI and sustainability teams work hand-in-hand to solve business problems. This cross-functional model enables IKEA to integrate sustainability goals into its digital strategy from the onset, rather than later as an afterthought. What Can We Learn from IKEA? IKEA's approach demonstrates both the promise and complexities of utilizing AI to achieve sustainability goals, emphasizing the need for clear guardrails that help maximize efficiencies. Given the challenges and limitations of AI, IKEA has also established a digital ethics policy to guide employees on how to (and how not to) use AI, to better serve customers, coworkers, and the planet. The policy also specifically states that AI will be instrumental to the company achieving its 2030 climate-positive ambition, and that it will 'explore sustainable AI practices such as energy-efficient AI model training and responsible data operations, ensuring the use of AI does not negatively impact the planet.' As Parekh emphasizes, 'we don't use AI for the sake of AI.' 'We apply it only when we believe it helps the customer, the coworker or the planet.' For companies looking to adopt AI in their sustainability efforts, a Responsible AI policy is essential. The policy should clearly outline the benefits and risks of utilizing AI to drive its sustainability efforts, how these risks will be mitigated over time, and the prohibited uses of AI. While IKEA's policy recognizes the need to avoid using AI in a manner that negatively impacts the planet, it is equally important for companies to ensure that AI tools do not compromise human rights—a core aspect of social sustainability. A third-party human rights impact assessment can be a valuable tool to get a better sense of the potential risks, affected stakeholders and measures that need to be put in place to mitigate these risks. Also, although the focus has primarily been on AI's application to environmental sustainability, there is value in exploring how AI can advance social sustainability goals, including, improving worker health and safety, strengthening stakeholder engagement processes, and addressing modern slavery, child labor, and forced labor in supply chains, among others. In a world where the value of ESG is being questioned, staying committed to long-term sustainability goals has become even more critical. For companies exploring how to incorporate AI into their ESG strategies, some lessons can be learned from IKEA's approach. As Parekh reminds us, 'being good is good business.'

EU-US Trade Agreement Now Hinges Mostly on Trump's Verdict
(Bloomberg) -- After months of intensive talks and shuttle diplomacy, a trade agreement between the European Union and the US now rests mostly on Donald Trump. 'Intensive negotiations at technical and political have been ongoing,' said Paula Pinho, von der Leyen's spokesperson. 'Leaders will now take stock and consider the scope for a balanced outcome that provides stability and predictability for businesses and consumers on both sides of the Atlantic.' EU officials have repeatedly cautioned that a deal ultimately rests with Trump, making the final outcome difficult to predict. The US president recently negotiated with Japan and appeared to change certain final terms on the fly before a deal was eventually agreed earlier this week. The EU and US have been zeroing in on an agreement over the past week that would see the EU face 15% tariffs on most of its trade with the US. Limited exemptions are expected for aviation, some medical devices and generic medicines, several spirits, and a specific set of manufacturing equipment that the US needs, Bloomberg previously reported. Steel and aluminum imports would likely benefit from a quota under the arrangements under discussion, but above that threshold they would face a higher tariff of 50%. Alongside a universal levy, the US president has hit cars and auto parts with a 25% levy, and steel and aluminum with double that. He's also threatened to target pharmaceuticals and semiconductors with new duties as early as next month, and recently announced a 50% tariff on copper. The EU is expecting the same 15% ceiling on some sectors that could be the target of future tariffs, including pharmaceuticals, according to people familiar with the matter. But that's one of the key points where Trump's position will be crucial to a deal being sealed, the people added. 'We'll see if we make a deal,' Trump said as he arrived in Scotland on Friday. 'Ursula will be here, highly respected woman. So we look forward to that.' Trump reiterated that he believed there's 'a 50-50 chance' of a deal with the EU, saying there were sticking points on 'maybe 20 different things' that he didn't want to detail publicly. 'That would be actually the biggest deal of them all if we make it,' the president said. Trump gave similar chances of an agreement with European negotiators before leaving Washington, but also said the EU had a 'pretty good chance' of reaching an agreement. The US president announced tariffs on almost all US trading partners in April, declaring his intent to bring back domestic manufacturing, pay for a massive tax-cut extension, and stop the rest of the world from — as Trump has characterized it — taking advantage of the US. In addition to levies, any agreement would cover non-tariff barriers, cooperation on economic security matters, and strategic purchases by the EU in sectors such as energy and artificial intelligence chips, Bloomberg previously reported. The bloc has also offered to remove tariffs on many industrial goods and non-sensitive agricultural imports. The terms of any initial deal, which is likely to take the form of a short joint statement if agreed upon, would need to be approved by member states, some of the people said. The statement would be seen as a stepping stone toward more detailed talks. Because of the ongoing uncertainty, the EU has in parallel sketched out countermeasures in the event of a no-deal scenario. That would see it quickly hit American exports with up to 30% tariffs on some €100 billion ($117 billion) worth of goods — including Boeing Co. aircraft, US-made cars and bourbon whiskey — in the event of a no-deal, and if Trump carries through with his threat to impose that rate on most of the bloc's exports after Aug. 1 or in future. The package also includes some export restrictions on scrap metals. In a no-deal scenario, the bloc is also prepared to move forward with its anti-coercion instrument, a potent trade tool that would eventually allow it to target other areas such as market access, services and restrictions on public contracts, provided a majority of member states backs its use. While Trump didn't explicitly link negotiations to non-trade matters on Friday, he did suggest that he planned to raise concerns over migration flows. Trump has imposed strict anti-immigration policies since returning to office, carrying out a mass deportation effort of those in the US illegally while also narrowing pathways to legally move to the US. 'You got to stop this horrible invasion that's happening to Europe, many countries in Europe,' Trump said, adding that he believed 'this immigration is killing Europe.' --With assistance from Josh Wingrove.
