Former IAS officer RD Dhiman is Himachal RERA chief

Himachal Pradesh government has appointed retired IAS officer RD Dhiman as the chairperson of the Himachal Pradesh Real Estate Regulatory Authority (RERA). Himachal new RERA chief RD Dhiman (HT Photo)
Another retired officer Amit Kashyap has been appointed as a RERA member. The appointments were made under Section 20 of the Real Estate (Regulation and Development) Act, 2016, by the governor, following the recommendations of the selection committee.
The notification states that the tenure of both appointees will be five years or until they attain the age of sixty-five years, whichever is earlier, from the date they assume office.
This comes after the Himachal Pradesh high court, in last week, had pulled up the state government over the delay in the appointments and directed it to issue notification for the post of chairman and other members by June 25. The court has also imposed a fine of ₹ 5 lakh on the government.

Gurugram: Dwarka e-way RWAs hold protest against enroachments
Representatives of around 10 resident welfare associations (RWAs) from condominiums along the Dwarka Expressway and their residents held a protest on Sunday against encroachments and illegal constructions along the expressway and master roads. A meeting was also conducted, where issues pertaining to sanitation, roads, and lack of transport were discussed. We want action from the authorities,' said Vibhas Kumar, president, Enigma Apartments RWA. Earlier, the RWA representatives held a meeting under the aegis of Dwarka expressway Gurugram Development Association to discuss pressing civic issues affecting the large number of residents in societies along Dwarka expressway. Sunil Sareen, joint convenor of the association said the meeting centered around urgent civic and infrastructure issues such as pending development of the 24-metre service roads, lack of unified electricity billing system, incomplete 33kVA electricity infrastructure, lack of public transport, rampant encroachment of green belts and lack of development work by civic agencies. During the meeting, it was also decided to form three committees to pursue the matter with authorities and the court to ensure that civic conditions improve, said the representatives. 'It has been decided to form three committees which will pursue issues related to roads, green belts, and infrastructure. All the RWAs will join hands and pursue development issues and address lacunae in working of HRRS (Haryana Registration and Regulation of Societies) Act,' Sareen said. RS Bhath district nodal officer, enforcement, when asked about illegal construction on land marked for green belts said that action will be taken if construction is being carried out on land acquired by the government. 'In case the land has not been acquired then matter will taken up with concerned local authority and action initiated. Illegal constructions and encroachments will not be allowed,' he said.

Train reservation chart set to be prepared 8 hours before departure
The Railway Board has proposed preparing the seat reservation chart eight hours before a train's departure. The chart is currently prepared four hours before departure. Officials said that for trains departing before 2 pm, the chart will be prepared the previous day at 9 pm itself. A senior official of the Ministry of Railways said that under the current system, passengers arriving at stations from distant areas would have little clarity on their waitlisted ticket's status while leaving their home. 'Now, passengers will get the update on waitlist status well in advance. There were many complaints regarding the chart preparation time. The passengers coming from remote areas or suburbs of major cities to the Railway Station for taking long distance trains had to go back many times because of non-confirmation of the waitlisted ticket. Now, such passengers will get time to make alternative arrangements,' said the official quoted above. The official said that Railways Minister Ashwini Vaishnaw has directed the board to start implementing this move in phases to avoid disruption. Vaishnaw also reviewed the upgradation of the passenger reservation system, which is expected to enhance the ticket booking capacity by over 1.5 lakh ticket bookings per minute. This will be an increase of around five times from 32,000 tickets per minute in the current system. 'The ticket enquiry capacity will increase ten times from 4 lakh to over 40 lakh enquiry per minute time. Further, OTP-based authentication will be done for Tatkal bookings from the end of July, 2025. The authentication should be done using Aadhaar or any other verifiable Government ID available in the user's DigiLocker account,' said the official. Post-CAA stir and pandemic lull, uptick in student clashes at Jamia
New Delhi: After a relatively quiet period following the 2019 anti-CAA protests and the lull caused by the pandemic, Jamia Millia Islamia (JMI) has seen a sharp rise in student clashes, with 42 incidents reported in two years – 2023 and 2024 -- reveals an RTI query. Tired of too many ads? go ad free now In comparison, the university saw no clashes in 2020 and 2021. Between Jan 2019 and Dec 2024, a total of 55 student clashes were reported. In 2019, the year that saw the university become a focal point of the nationwide agitation against CAA, six incidents were reported. JMI students held sustained protests, with police entering the campus library on Dec 15, sparking outrage across the country. In the following two years, during Covid and the lockdown, no incidents were recorded. While 2022 saw seven incidents, there were 22 reported clashes in 2023 and 20 in 2024. According to the RTI data, the nature of recent incidents is broadly described as "altercations", mostly taking place on the main campus. In 2023, 10 such clashes occurred between Jan and May. The trend continued in 2024, with 11 incidents reported between Jan and July. While the RTI response does not elaborate on the causes of each incident, the records confirm they were officially registered by university authorities. The rise in clashes has been accompanied by a marked increase in disciplinary measures. The number of students who faced action jumped from 17 in 2019 to 47 in 2022, 105 in 2023, and 74 in 2024 — a total of 243 students over four years. The actions ranged from warnings and show-cause notices to suspensions and campus bans. In 2023, Jamia issued 71 show-cause notices, asked 21 students to sign good conduct bonds and banned three from campus. Tired of too many ads? go ad free now In 2024, 56 students were issued show-cause, eight put on good conduct bonds, four suspended, and one was banned from the campus. No disciplinary action was taken in 2020 and 2021, the years in which no clashes were reported. Police were involved twice — in 2019 and 2024 — to "restore order and ensure safety", according to the university. Over the six-year period, five FIRs were registered in connection with the altercations — one in 2019 and four in 2024. The FIRs were filed under sections relating to 'causing hurt', though the university declined to disclose specific provisions, citing Section 8(1)(h) of RTI Act, which exempts details that could impede an investigation. Jamia also stated that details on whether any students were detained or arrested were "not available". Between 2019 and 2024, Jamia collected a total of Rs 27,000 in fines. This includes Rs 7,000 in 2019; Rs 4,000 in 2022; Rs 12,500 in 2023; and Rs 3,500 in 2024. No fines were collected in 2020 or 2021. The university's RTI reply does not specify if the clashes were linked to political groups or factions active on campus. Jamia has not held students' union elections since 2006, though student collectives and informal groupings continue to exist. While the RTI data confirms a clear uptick in student unrest on Jamia's campus post-2022 compared to the pandemic years, the university has largely relied on internal disciplinary mechanisms to address the clashes. With fines remaining symbolic and police action minimal, the data reflects a cautious administrative approach.
