Lorry driver died in crash after falling asleep at the wheel

A German lorry driver who died after his vehicle overturned on the A74 is likely to have fallen asleep at the wheel, an inquiry has found.
Thomas Hein died after his HGV crashed off the road near Moffat on July 14, 2023.
A Fatal Accident Inquiry heard that there were no precautions which could have avoided the accident.
It was found that the 25-year-old had taken rest periods and not exceeded his permitted time on the journey.
No evidence was found of mechanical failure, driver impairment or of another vehicle being involved.
There was also no evidence that Mr Hein had taken evasive action, such as braking or steering, after his lorry failed to negotiate a slight right-hand bend.
Sheriff Dempsey concluded that Mr Hein is likely to have fallen asleep at the wheel.
The inquiry heard that the German national had been driving as part of a convoy from Hull towards Perth when the accident happened.
Mr Hein and two of his colleagues had travelled from Rotterdam to Hull on an overnight ferry before beginning the journey.
Around 2pm, his vehicle failed to negotiate a slight right-hand bend and left the carriageway to the nearside, travelling over a grass verge onto an embankment and overturning.
Mr Hein's two colleagues and members of the public rushed to the vehicle but were unable to reach him through the door or the windscreen.
He was pronounced dead by an on-call doctor at 2.30pm.
The inquiry described Mr Hein as a 'hard-working and experienced professional driver who was much loved by his family and friends'.

Emergency services were dispatched to a road in Aberdeen following a hazmat incident. The Scottish Fire and Rescue Service was alerted to the incident on Cairncry Road by police at around 3.05pm. Four appliances were dispatched to the scene. A stop call was made at 4.55pm, however two appliances remain in the area. The Scottish Fire and Rescue Service confirmed that police and ambulance crews are also in attendance. Police Scotland and the Scottish Ambulance Service have been contacted for comment. The leader of Dundee Council believes the city is still 'safe' after a scientist was allegedly murdered in broad daylight. Police were called to the city's South Road around 4.25pm on Saturday after a 39-year-old woman was seriously injured. Dr Fortune Gomo was treated by paramedics but pronounced dead at the scene. Council leader Mark Flynn says Dr Gomo's death has left him 'shocked and saddened'. He told STV News: 'Dundee has got such a strong community and to see something like this to happen, during the day especially, is something we don't normally see. 'I think that is where the shock comes from. The circumstances are just unbelievable.' Kyler Rattray appeared at Dundee Sheriff Court on Monday charged with murder. The 20-year-old made no plea and was remanded in custody. The SNP council leader says it is 'important to recognise' that Dundee residents and the city remain safe. Flynn added: 'We've got to make sure the communities feel safe, where that be the African community or the city of Dundee and all the communities in the city of Dundee. 'I think it is important to make sure they recognise they are safe, Dundee is a safe city. I want to be clear because that is an important fact here. 'This was a very sad incident and I think it has really shocked everyone.' Sandy's Bar, which is located minutes away from the site of the attack, has organised a fundraising event in an effort to support the family of Dr Gomo. A total of 70 businesses have reached out to offer support in the form of cash and items to raffle off. Bar worker Denise Gow hopes they are able to ease the pressure felt by the family following the 'horrific' incident. She told STV News: 'The Facebook page has had loads of responses and the shares have been mental. 'You just want to take the pressure off the family after going through something like that. It is just horrific. 'It really shouldn't be happening any place. You don't want any family to go through that.' Ukraine urges investigation into alleged Russian chemical weapons use

THE HAGUE, July 8 (Reuters) - Ukraine asked the global chemical weapons watchdog in The Hague on Tuesday to investigate the alleged use of banned toxic munitions by Russia against its forces. A request to establish an investigation was submitted by Kyiv to the governing body of the organisation for the Prohibition of Chemical Weapons (OPCW). It followed Dutch and German intelligence agencies on Friday saying they had evidence of widespread use of illegal weapons by Russia along the frontline. Agency chief Fernando Arias said in a statement to the OPCW's Executive Council that in view of the alleged frequent use of dangerous chemical agents his office would step up monitoring of activity along the Russia-Ukraine conflict line. He invited Ukraine to discuss its proposal with member states, a majority of whom may be needed to support such an investigation. The OPCW created a similar team in 2018 to examine accusations of chemical weapons use in Syria. The Investigation and Identification Team found that Syrian government forces and Islamic State militants had used banned chemical weapons in the civil war that began in March 2011. The United States first accused Russia in May last year of using chloropicrin, a chemical compound more toxic than riot control agents and first used by Germany during World War One. The OPCW, a disarmament agency in The Hague with 193 member states, said last year that initial accusations levelled by both countries at each other were "insufficiently substantiated". Both sides have denied using chemical weapons in the conflict, which escalated when Russia invaded Ukraine in February 2022. "Ukraine hereby requests the Director-General of the OPCW to take steps towards establishing an independent and impartial mechanism (to) investigate cases of alleged use of chemical weapons in Ukraine," a copy of the request shared with Reuters said. It asked that the mechanism be empowered to "collect additional evidence and identify perpetrators, organisers, sponsors of such use." It was submitted at the beginning of four days of closed-door meetings by the 41-country Executive Council of the OPCW. The disarmament body had no immediate comment on the request. At least three Ukrainian deaths have been tied to chemical weapons use, the Dutch Military Intelligence Agency said, while more than 2,500 people injured on the battlefield reported chemical weapons-related symptoms to Ukrainian health authorities. On Monday, Britain two Russian individuals and one Russian entity as part of its chemical weapons sanctions regime, in its latest effort to punish Moscow for the war in Ukraine.
