Telangana gears up for local body elections; numbers of ZPTC, MPTCs finalised

The State government has issued orders confirming the number of Mandal Parishad Presidents (MPPs), Zilla Parishad Territorial Constituencies (ZPTCs), and Mandal Parishad Territorial Constituencies (MPTCs).
As per official figures, there will be a total of 566 MPP and ZPTC seats, and 5,773 MPTC seats in the upcoming polls. The number of Gram Panchayats has been confirmed as 12,778, while the total number of wards stands at approximately 1.12 lakh.
Local body elections were previously held only once in 2019, after the formation of the State in 2014. At that time, there were 570 MPP and ZPTC seats, 5,817 MPTC seats and 12,848 Gram Panchayats. With several Gram Panchayats having been merged with municipalities and municipal corporations, the number of GPs has come down, said an official.
In a memo issued on Tuesday by the Director of Panchayat Raj and Rural Development G. Srijana, all District Collectors, Zilla Parishad Chief Executive Officers (CEOs), and District Panchayat Officers (DPOs) have been instructed to initiate immediate preparations. These include verifying and maintaining election materials supplied last year and procuring other essential materials locally with the approval of the District Purchase Committees.
The Panchayat Raj department has directed that all necessary arrangements, including the supply and verification of statutory and non-statutory forms, seals, covers and handbooks be completed without delay.
The High Court of Telangana has mandated that the election process be concluded by September 30. Acting on this directive, the State administration has intensified efforts to complete preparations well ahead of the deadline.
Ms. G. Srijana has also cautioned officials that any deviation from the instructions or delay in readiness will be viewed seriously, and the concerned officers will be held accountable. Meanwhile, an ordinance to provide 42% reservation for Backward Classes (BCs) in local body elections has reportedly been forwarded to the Governor for his approval. The reservations in each district will be finalised by the Dedicated Commission on BC Quota after receiving the Governor's assent.

HYDERABAD: Equipped with data from the Socio, Economic, Educational, Employment, Political and Caste Survey, the Telangana government is now planning to implement focused welfare schemes, particularly for communities that have largely remained underprivileged. Speaking to TNIE, sources revealed that caste-wise data on state government employees is also being collected to identify which communities have been underrepresented in government jobs. In March this year, the state government constituted an expert committee to conduct a detailed analysis of the data collected from the recently concluded caste survey with an objective of formulating inclusive and evidence-based policies for the welfare of all communities in the state. The government also plans to ease the work of those practising various caste-based occupations like dhobi, carpentry and pottery by providing latest technology-enabled machinery. Recently, the Telangana government announced wage incentives for handloom weavers under the Telangana Nethannaku Bharosa (assurance to weavers) scheme. A budget of Rs 48 crore was released for the initiative. Sources revealed that more such schemes are in the pipeline. The Telangana government passed two legislations — the Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Educational Institutions and of Appointments or Posts in Services under the State) Bill, 2025 and the Telangana Backward Classes (Reservation of Seats in Rural and Urban Local Bodies) Bill, 2025 — in the Assembly on March 17, 2025. As these two Bills remain under scrutiny by the Union Home Ministry, the state government has sent The Telangana Panchayat Raj (Amendment) Ordinance to Governor Jishnu Dev Varma. This ordinance aims to facilitate the enhancement of 42% reservations for BCs in local body elections. It is learnt that the Governor has sought the opinion of the Attorney General of India on the proposed Bill. Meanwhile, the Cabinet meeting, scheduled for Friday, was postponed as the Governor's nod for the Telangana Panchayat Raj (Amendment) Ordinance is still awaited. It appears that the government is firm on issuing 42% reservations to BCs in the local body elections, based on the caste survey data.

HYDERABAD: Transport Minister Ponnam Prabhakar on Friday said that the caste survey conducted by the Telangana government was 'a moral and political commitment', driven by the Congress' vision for social justice. Comparing it with India's freedom movement, he said that Telangana's Socio, Economic, Educational, Employment, Political and Caste Survey would spark a social revolution that will benefit Backward Classes across the country. 'Rahul Gandhi has made a solemn vow to bring justice to the underprivileged, and he's doing it with clarity and conviction,' he stated. Prabhakar, along with ministers Konda Surekha and Vakiti Sridhar, attended the Bhagidari Nyay Sammelan in Delhi. Later addressing the media, Prabhakar reiterated that Congress wouldn't have come to power without Rahul Gandhi's promise of conducting a caste survey. 'We have fulfilled Rahul's promise after coming to power,' he said. The minister accused the BJP and Union Minister G Kishan Reddy of attempting to undermine the historic opportunity for providing 42% reservations to BCs. 'It is not just a legislation. It is the fulfilment of a decades-old aspiration of the marginalised,' said Prabhakar, condemning what he called BJP's 'feudal mindset' and 'anti-reservation rhetoric.' He accused the BJP of hypocrisy, claiming to support BCs while sidelining the community leaders like Bandi Sanjay and promoting individuals who had historically opposed reservations. 'When Telangana BJP claims to support BCs, why has it never even appointed a BC as Leader of the Opposition?' he asked. The minister emphasised that the caste survey was supported unanimously in the Assembly. 'The BJP too supported it. Now, the same party is casting aspersions,' he said. Prabhakar also said that the BJP's record on BC welfare in states like Gujarat and alliances in other states shows a lack of genuine commitment. Stating that the Congress government acted with honesty from the Kamareddy Declaration to the legislation on February 4, he said that any attempt to derail this process will be met with democratic resistance.

HYDERABAD: Union Minister G Kishan Reddy on Friday alleged that the Congress was attempting to extend reservations to Muslims under the guise of BC quotas, which he described as unjust to the OBCs. Addressing a press conference in New Delhi, Kishan accused the Congress of proposing a 10% reservation for Muslims under the BC category. 'This move is an expansion of the earlier 4% BC-E quota implemented by the Congress, which was later raised to 6% and is now being proposed at 10%,' the Union minister said, stressing that the BJP remained opposed to religion-based reservations. Kishan also referred to the previous BRS regime's implementation of 34% reservation for BCs, which included 10% for Muslims. He said this had led to an unfair outcome in the Greater Hyderabad Municipal Corporation elections, with the AIMIM benefiting from the arrangement. He stated that the Centre, under Prime Minister Narendra Modi's leadership, had introduced a 10% reservation under the Economically Backward Class (EBC) category, from which Muslims could also benefit. However, he said the proposal of the Congress government in Telangana to add a further 10% under the BC quota was 'unacceptable'. Kishan also criticised Chief Minister A Revanth Reddy for his remarks on 'converted BCs' and questioned whether the CM would similarly refer to the Lambada community, which was included under the Scheduled Tribe (ST) category in 1972, as 'converted STs'. He added that several castes were added to the BC list in 1994 during the Congress regime based on the Mandal Commission, at a time when Narendra Modi was not even an MLA. The Union minister also claimed that the Congress had never appointed a BC leader as chief minister and challenged the party's commitment to BC welfare. 'If Revanth Reddy truly cares about the BC community, he should make way for a BC as chief minister,' Kishan stated, adding that the BJP had promoted a BC leader to the post of prime minister. Kishan further claimed that Congress would not win elections even if they were held immediately and predicted the party would lose the states it currently governs. He said Rahul Gandhi, who aspired to become prime minister, had already been rejected thrice.
