The New Development Bank (NDB) has approved Colombia and Uzbekistan as new members, its president Dilma Rousseff said, as the lender focuses on expanding its membership and increasing financing in local currencies for sustainable development in the Global South.
Speaking at the conclusion of the BRICS-led bank's Annual Meeting in Rio de Janeiro, Rousseff confirmed the decision by the Board of Governors, which is composed of the finance ministers of the BRICS countries. The additions bring the bank's total membership to 11 countries, which also includes its founders Brazil, Russia, India, China, and South Africa, as well as the United Arab Emirates, Bangladesh, Egypt, and Algeria.
Rousseff said that other countries are under review for membership but did not disclose their names, citing internal confidentiality guidelines.
'Our expansion will follow strategic criteria, always with the goal of strengthening our representativeness within the Global South,' she explained.
Rousseff also outlined the bank's governance model, drawing a contrast with institutions like the IMF and the World Bank.
'Our Bank was established by the Global South for the Global South, with a governance structure based on substantive equality among members,' she emphasized, noting that the model does not allow for unilateral veto power and rejects political or economic conditionalities on its loans. 'Our model is demand-driven. It is the member countries that define their development priorities, and we assess projects based on technical—not political—criteria.'
The NDB president addressed a challenging 15-month period when the bank was unable to raise funds in international markets. Since taking leadership in March 2023, she said she has led a campaign to resume bond issuances, successfully raising $16.1bn in 2024 at competitive rates.
'Today we have strong credit ratings, including a AAA grade from the Japanese agency JCR, and we are expanding into new markets, such as yen-denominated instruments and the Middle East,' Rousseff said.
The bank's approved project portfolio has now reached $40bn across 122 initiatives, with $22.4 billion already disbursed. Its investment strategy focuses on four pillars: logistics infrastructure, digital transformation, social infrastructure, and energy transition.
Rousseff highlighted the bank's push to increase financing in local currencies to shield member countries from the risks ofrelying on the U.S. dollar.
'Any business or government that borrows in foreign currency becomes subject to decisions made by the Federal Reserve or other central banks in developed nations,' she cautioned.
Technological innovation and cooperation among developing nations is another key theme, Rousseff said, positioning the NDB as a facilitator of knowledge-sharing. She cited a smart hospital project in São Paulo that incorporates Chinese expertise as an example of South-South cooperation.
'Storing wind and sunlight was once mocked as a fantasy, but today it is one of the most strategic areas in the global energy sector,' Rousseff noted.
Asked about 'de-dollarization,' Rousseff said she did not see evidence of an imminent decline in the dollar's status but that the rise of local currency trade initiatives was an undeniable and positive development.
Looking ahead, Rousseff said the bank's priorities include further strategic membership expansion, mobilising private capital, scaling up partnerships with research institutions, and continuing to increase local-currency operations.
Founded in 2014 by BRICS countries as an alternative to traditional financial models, the Shanghai-headquartered NDB operates with a mandate of sustainable development and respect for national sovereignty.

Local small, medium and micro enterprises (SMMEs) had the opportunity to showcase and sell their products at the event, which also highlighted the province's tourism appeal — from its national parks and wildlife to its rich Khoi-San cultural heritage and ancient rock art. Key G20 tourism priorities introduced During the outreach, attendees were introduced to the four G20 Tourism Priorities set to inform the 2025 G20 action plan: • A people-centred artificial intelligence (AI) and innovation approach to enhance travel and tourism start-ups and SMMEs. • Tourism financing and investment to promote equality and sustainable development. • Air connectivity for seamless travel. • Enhanced resilience for inclusive, sustainable tourism development. The session prompted discussion on the need for frequent, meaningful consultation between government and communities to ensure policy recommendations reflect on-the-ground realities. A significant opportunity for SA Sotyu described the country's G20 presidency as a milestone moment for South Africa's tourism sector and its people. 'It is an exciting time for South Africa, as our country is the first African nation to preside over and host the G20 presidency and Summit,' she said. "Frequent and continuous engagement with our communities will enable us to work towards people-centred, progressive, and solution-driven policies that find solutions to our domestic and global challenges, whilst accelerating global cooperation and multilateralism." Abu Dhabi Investment Group (ADIG), a UAE investment house, has signed an initial agreement with the largest Latin American lender to set up a $100 billion fund that will invest in Brazil and other Brics economies. The preliminary agreements, signed between ADIG and Banco do Brasil, the oldest financial institution in Brazil, is the largest such agreement between the bloc's members. The formal signing follows investment commitments made during the G20 Summit in Brazil last year, after ADIG chief executive Zayed bin Aweidha met Brazil's President Luiz Inacio Lula da Silva. The agreement aims to support and invest in projects across sectors including industry, agriculture, real estate, technology, environment and recycling, energy, retail, infrastructure and others. The initial pact aims to establish the largest development investment fund among Brics to support projects in strategic sector, ADIG said in a statement on Tuesday. The agreement 'reflects the UAE's firm commitment to strengthening international economic co-operation, particularly with Brics countries', Mr Aweidha said. ADIG also said it expects the agreement with Banco do Brasil to support the UAE's efforts in global food security and high-impact investments, and reinforcing the country's presence as an important player in shaping the global economy's future. The move to build the $100 billion platform is in 'line with Brics' vision to build strong and sustainable global economic partnerships', ADIG said. 'It reflects both parties' commitment to foster sustainable development and responsible investment at the international level,' the Abu Dhabi company added. Sheikh Khaled bin Mohamed, Crown Prince of Abu Dhabi, led the UAE's delegation to the Brics summit which concluded in Rio de Janeiro on Monday. Sheikh Khaled also met Mr da Silva, during the official visit and discussed ways to further advance bilateral economic and investment ties to deepen the two countries' long-standing relations. A UAE delegation also took part in the annual meeting of the New Development Bank of the Brics group, state news agency Wam reported. The UAE, the Arab world's second-largest economy, aims to boost trade and economic relations with countries around the globe to attract more investment and diversify its economy. The UAE has strong economic ties with Brazil, and, along with Saudi Arabia, is the largest buyer of Brazilian products in the Middle East, according to the UAE Ministry of Foreign Affairs. Emirati investments in Brazil total about $5 billion, with Mubadala being the largest Emirati investor in the South American country. DP World, Emirates Airline, First Abu Dhabi Bank, the Dubai Chamber of Commerce and Industry, and Yahsat also operate in Brazil.

Abu Dhabi Fund for Development (ADFD), as part of its strategic partnership with the Republic of Maldives, today inaugurated the implementation of Maafaru International Airport, a project funded with an investment of approximately AED367 million. This initiative reflects the shared commitment to advancing critical sectors and supporting a prosperous and sustainable future. The inauguration ceremony was held in the presence of Mohamed Saeed, Minister of Economic Development and Trade of the Republic of Maldives; Dr. Abdulla Muththalib, Minister of Construction, Housing and Infrastructure of the Republic of Maldives; and Mohamed Saif Al Suwaidi, Director-General of ADFD, alongside senior ministers and officials from both parties. ADFD played a key role in the construction of Maafaru International Airport, with a runway that extends across 2,850 metres in length and 45 metres in width, as well as accommodating several Airbus A330 and Boeing B-777 aircraft. This project aims to meet the growing passenger demand and serves as a gateway to seven luxury resorts across the Maldives and the surrounding region. Regarding this inauguration, Mohamed Saeed, Minister of Economic Development and Trade of the Republic of Maldives, extended his appreciation towards President His Highness Sheikh Mohamed bin Zayed Al Nahyan, for his ongoing commitment towards sustainable development efforts in the Maldives. Since initiating its development efforts in the Maldives in 1978, ADFD has financed 11 strategic projects with a total value exceeding AED1.11 billion.
