Kuwait expected to award consultancy deal for 900MW Subiya power plant expansion in Q4
The consultancy services tender was issued on 27 April 2025, with a bid submission deadline set for 24 June 2025.
The scope of the contract is supply, installation, operation and maintenance of combined cycle gas turbine units to increase the existing plant's power generation capacity by 900 MW.
'The contract award is expected in August 2025,' the source said, adding that the project completion is scheduled for the first quarter of 2027.
In April 2025, a Zawya Projects report said the Subiya project is estimated to cost around 257 million Kuwaiti dinars ($848 million).

Jordan mulls increasing gas supplies to Syria, in cooperation with Egypt, Qatar
AMMAN — Minister of Energy and Mineral Resources Saleh Kharabsheh and Minister of Water and Irrigation Raed Abul Saud on Wednesday held talks with Syrian Minister of Energy Mohammad Bashir to discuss ways to enhance bilateral cooperation in the fields of energy and water. The meeting, held at the Energy Ministry headquarters, focused on strengthening regional integration, rehabilitating shared infrastructure and promoting sustainable development between the two neighbouring countries. Kharabsheh said that, in line with directives from His Majesty King Abdullah, Jordan has been supplying Syria with Qatari natural gas through the Arab Gas Pipeline since the early stages of coordination. The minister also said that the two sides discussed increasing the volume of gas exported to Syria, in cooperation with Egypt and Qatar, to support electricity generation in the country. The ministers also highlighted Jordan's expertise in managing electricity distribution and petroleum products, with Syrian officials expressing interest in benefiting from Jordanian experience. Talks also covered plans to raise the electricity interconnection capacity between Jordan and Syria from 250 megawatts to 300 megawatts, alongside the rehabilitation of transmission lines with support from the Arab Fund for Economic and Social Development and the International Monetary Fund. The minister also said that agreements were signed with private sector partners to invest in renewable energy projects in Syria, as part of a broader effort to expand the use of clean energy in both countries, adding that a joint action plan was outlined to guide cooperation in technical and strategic areas in the coming months. For his part, Al Bashir emphasised the importance of enhancing cooperation, particularly in expanding gas supplies, rehabilitating electrical networks and establishing regional electricity connectivity. Minister of Water and Irrigation Raed Abul Saud also discussed with the Syrian delegation the pressing water challenges, including the declining water levels in the Yarmouk River Basin and the Wihdeh Dam. The two sides agreed to form a technical committee to review the 1987 water-sharing agreement and explore updates to address current conditions. BII backs Egypt's transition into renewable energy hub via $300mln agreements
Arab Finance: British International Investment (BII), the UK's development finance institution and impact investor, signed agreements at a combined value exceeding $300 million to support two renewable energy projects in Egypt, according to an emailed press release. These projects are the 1.1-GW Gulf of Suez Wind Farm and a 1-GW integrated solar and battery storage project with Scatec. The deals come as part of BII's investment plan to boost Egypt's energy transition and build climate-resilient infrastructure that stimulates growth in North African countries. The Gulf of Suez Wind Farm marks Africa's largest onshore wind development, with total investments of $1.05 billion. It is expected to generate over 4,300 gigawatt-hour (GWh) annually, helping to eliminate 2.2 million tons of CO? emissions yearly. BII's $190 million investment comes within a broader $707 million in long-term debt financing with a consortium of development finance institutions (DFIs). The consortium includes the European Bank for Reconstruction and Development (EBRD), the African Development Bank (AfDB), the German Investment and Development Company (DEG), the OPEC Fund for International Development, and the Arab Petroleum Investments Corporation (APICORP). The project builds on Egypt's Nexus of Water, Food & Energy (NWFE) program and will create over 10,000 jobs, placing it in the top 30% of BII's power portfolio in terms of employment-to-cost ratio. Additionally, BII inked a contract to co-finance Egypt's first integrated solar photovoltaic (PV) and battery energy storage system (BESS), in partnership with Scatec, AfDB, and EBRD. The $475.6 million project, which represents 80% of the total capital cost, will deliver 1 GW of solar PV capacity and 200 MWh of battery storage. BII will provide a $100 million concessional loan and a $15 million grant to cut the cost of the BESS component and make the project more viable, attracting private investment and setting a model for future deals.
