
Solar panels: Govt mulling withdrawing ST exemption
FBR Chairman was responding to a query of a member of the Senate Standing Committee on Finance during meeting held at the Parliament House.
He stated that the FBR is working on proposals to withdraw all kinds of tax exemption including exemption available on the import of solar panels.

Meanwhile, during another meeting of the National Assembly Standing Committee on Finance, the representatives of Refineries briefed the committee that their input was taxed, but on output, there was no GST, causing problems over the last several years. Without resolving this issue, they would not be able to invest $6 billion.
The Chairman FBR, Rashid Mahmood Langrial, said that their business came out of the ambit of the Value Added Tax (VAT) when there was no tax on their output. He said that there were proposals under consideration to impose sales tax on their output or provide them some kind of other permanent solutions.
Chairman FBR has also assured the committee that he will inquire into the matter of recovering over Rs 80 million amounts from KababJee restaurant Karachi.
Member of committee Mirza Ikhtiar Baig raised the issue before the finance committee chaired by Nafeesa Shah.
He informed that FBR has recovered more than Rs 80 million from accounts of this restaurant without giving any chance of hearing in different forums. He has no money to pay salaried and owner of the restaurant has threatened to commit suicide. The business community is pressing me for this harassment by the FBR, Baig added.
The FBR Chairman replied that I did not have knowledge of this particular case. I will update the committee after inquiring about the matter from the relevant field office of FBR.
The committee considered 'The Income Tax (Second Amendment) Bill, 2025'. The Committee expressed concern over the second proviso of the newly inserted clause (3A). The Secretary Revenue assured the Committee that the concerns of the Hon. Members would be addressed and that the words 'and shall cease to have effect after tax year 2025' would be deleted. Upon the assurance given by the Secretary Revenue, the Committee recommended that the Bill, as amended, may be passed by the Assembly.
The Committee considered Starred Question No. 38, moved by Aliya Kamran, MNA, regarding the imposition of Section 99D of the Income Tax Ordinance, 2001, and Starred Question No. 40, moved by Sharmila Sahiba Faruqui Hashaam, MNA, regarding the recent policy shift prioritizing digital currencies, without adequately addressing their regulatory deficiencies. After a detailed discussion the Committee decided to defer both agenda items for discussion in the next meeting of the Committee.
The report on the 'non-implementation of minimum wages, as announced by the Federal Government in its departments', a matter raised by Syed Rafiullah, MNA and referred by the Honourable Speaker, was also deferred due to the absence of the mover.

According to the FBR, bidding for the control centre will be completed shortly, with the system expected to be operational by September. Traders can now submit declarations before shipments arrive, allowing for full exemption of upfront duties. Over 20,000 businesses are expected to join the system in the coming months, with 8,000 invoices worth Rs11.6 billion issued in just one month. The meeting was informed that returns for salaried individuals will go live on July 15, while other categories will be able to file by July 30. Urdu versions for salaried individuals will also be available. The FBR's e-bilty and cargo tracking systems were also reviewed. These platforms, assisted by Turkish experts, will enable real-time tracking of goods movement and tax compliance, aligning Pakistan's infrastructure with international standards.

Finance minister dismisses criticism of FBR powers as 'propaganda'
Federal Finance Minister Muhammad Aurangzeb on Monday dismissed criticism surrounding the Federal Board of Revenue's (FBR) enhanced powers, calling it "propaganda" and reaffirming that the new authority was approved lawfully and designed only to counter large-scale sales tax fraud. Speaking to reporters at the Overseas Investors Chamber of Commerce and Industry (OICCI), Aurangzeb said the measures had been formally passed by the National Assembly in consultation with the Standing Committee, countering claims that the powers were imposed without oversight. He clarified that the additional FBR powers apply exclusively to cases involving over Rs50 million in tax evasion not on ordinary businesses. He announced that an important meeting with presidents of chambers of commerce will be held tomorrow, where the government will explain the scope and intent of the FBR's actions to business leaders. Boosting investor confidence Aurangzeb called for stronger cooperation between local and foreign investors, saying such collaboration is critical to boosting economic recovery and long-term stability. He said that the government had paid $2.3 billion in profits to multinational companies, a move aimed at reinforcing investor trust amid ongoing fiscal reforms. He added that refund issues facing multinational firms would be resolved soon, as part of wider efforts to improve Pakistan's business environment. Aurangzeb said Pakistan's banking sector must now increase lending to the private sector, as the country moves toward sustainable economic development. The finance minister confirmed he had held a meeting earlier in the day with the Governor of the State Bank and presidents of commercial banks to discuss the financial sector's evolving role. He stated that Pakistan's financial outlook has improved, leading to an increase in bank liquidity, which should now be directed toward boosting private sector credit, particularly for SMEs and agriculture. Aurangzeb added that the Privatisation Commission has been handed 24 state-owned enterprises (SOEs), signalling a fresh push for divestment of loss-making public sector firms, including Pakistan International Airlines (PIA). 'Banks have a critical role to play, especially in privatisation initiatives like PIA,' the minister said, suggesting that financial institutions collaborate with sponsors to revive distressed industries. FBR reforms: PM calls for launching digital invoicing system in Urdu
Prime Minister Shehbaz Sharif said on Monday that the digital invoicing system must be launched in Urdu to ensure inclusivity and accessibility. A weekly review meeting on FBR's digitization, implementation of an AI-based system, and other reforms was held today in Islamabad under the chairmanship of PM Shehbaz, said a press release by the Prime Minister's Office (PMO). The meeting was briefed on progress regarding digital invoicing, e-Bilty (electronic freight documentation), simplification of tax returns, AI-based assessment system, establishment of a central Command and Control Center, and cargo tracking system. PM Shehbaz orders crackdown on tax evasion, under-invoicing The PM welcomed the introduction of simplified tax return forms in Urdu and directed the establishment of a helpline to assist citizens in filing their returns. 'Tax reforms must focus on easing the burden for the common man,' the PMO quoted the prime minister as saying. The PM also called for third-party validation of all FBR reforms to ensure full transparency. Officials briefed the meeting that the new digital tax returns, connected to a central database, were made simpler and more accessible. The salaried class stands to benefit the most, with the new return forms going live from July 15 for salaried individuals, and from July 30 for other taxpayers, the meeting was informed. Urdu-language returns for salaried taxpayers will also be available by the end of the month. The premier ordered a nationwide awareness campaign to educate citizens on how to use the new system.
