IT dept designated to issue Right of Way NOCs
The state cabinet on Wednesday designated the department of information technology, electronics, and communications (DITE&C) as the issuer of all permissions/NOCs under the Telecommunications Right of Way (RoW) Rules, 2024.
The rules allow telecom service providers to put up infrastructure, such as cables and towers, on public or private property.
State govt directed all other line departments to conduct surveys, prepare reports, and submit them to DITE&C for processing the permissions/NOCs for telecommunication infrastructure on the RoW eServices Portal developed by the Centre, within the RoW Rules' deadline.
The new Telecommunications Act, 2023, was enacted by Parliament and came into effect on June 26, 2024.
Subsequently, Telecommunications Right of Way Rules, 2024, were enacted and came into force on Jan 1, 2025.
The new rules replace the previous rules/policy and introduce new regulatory provisions. These rules aim to help in speeding up the expansion of telecommunication infrastructure, enhancing connectivity, and reducing procedural delays.
The Indian Telegraph Act, 1885, was replaced by the Telecommunications Act, 2023, and the Indian Telegraph Right of Way Rules, 2016, were replaced by Telecommunications (Right of Way) Rules, 2024.
The Goa Telecom Infrastructure Policy, 2020, becomes infructuous by virtue of the act.
Considering the importance of implementing the directions in Goa, state govt adopted the new Telecommunications Act, 2023, and the Telecommunications (Right of Way) Rules, 2024.
The Goa Telecom Infrastructure Policy, 2020, stands withdrawn by the operation of law to give way to the new Telecommunications (Right of Way) Rules, 2024.
All state govt departments, urban and local bodies, and govt corporations in the state must implement the Telecommunications Act, 2023, and the Telecommunications (Right of Way) Rules, 2024.

He expressed satisfaction that PM Modi , who performed the ground-breaking ceremony for the airport in 2018, will also inaugurate the facility in Sept. He said, "Currently 13,000 to 14,000 workers are involved in the work daily, and we have asked authorities to increase their strength by one-and-a-half times or double by Sept 30, because other licences are complete, but for commercial operations, all work has to be finished." On Oct 11, 2024, an IAF C-295 transport aircraft completed the inaugural landing at the airport. Subsequently, on Dec 29, 2024, an IndiGo Airlines Airbus A320 made the first commercial landing. Connectivity to the airport is also a major focus, the CM said. "We have prepared a big connectivity plan. The linking of Atal Setu to Coastal Road is expected to be completed by March next year. From Thane, a direct elevated road has been suggested and that work will also start soon," he said. Arrangements are being made for connecting the airport from four directions with all modes of transport, including suburban railway, metro or water transport, so that it will be easy for passengers to reach, he said. On the 'missing link' project, Fadnavis said in Pune, "The Navi Mumbai airport is nearing completion and once the missing link gets ready, Pune residents will be able to reach Navi Mumbai airport in a little more than an hour. The missing link project will help them avoid 6 km of the expressway and save half an hour of travel time." The 'missing link' project – a 13.5 km tunnel-bridge-road section from under the Lonavla ghats – has missed three deadlines: July and Dec 2024 and July 2025. The Rs 6,695 crore project is expected to cut travel time between Mumbai and Pune by half an hour by bypassing the congested ghat section. It aims to ease traffic, reduce accidents, improve fuel efficiency, and offer seamless connectivity between the two cities. "While MSRDC set a Dec 2025 deadline, we are hoping for Oct-Nov completion," Fadnavis said. When the other planned or under-construction augmentation projects such as Chowk (Pune-Eway)-Pagote (JNPT) 30 km road, Sewri-Worli connector and smaller flyovers towards the expressway are completed, travel time between the two cities will reduce by an hour. Eighty-five per cent of the Expressway's current traffic is projected to use the new route. At the site after reviewing the 'missing link' project, Fadnavis described it as an engineering marvel, noting that it features India's longest road tunnel and highest cable-stayed road bridge under construction over the scenic Tiger Valley. "Pune is the cultural capital of the state, but now it has also developed as the manufacturing and technology capital. Therefore, these projects are important for all of Maharashtra," the CM said. Land pooling for Amaravati put on hold
The Andhra Pradesh government has decided to put on hold the process for the pooling of around 42,226 acres of additional land for the second phase of Amaravati capital city development, following resistance from the farmers in the villages, officials familiar with the development said on Friday. Land pooling for Amaravati put on hold The decision was taken at the state cabinet meeting chaired by chief minister N Chandrababu Naidu on July 9. 'The pooling of additional land for the capital was to be decided by the cabinet, but it was decided to keep the decision in abeyance, as some ministers expressed apprehensions over the negative fallout of the decision,' an official of the municipal administration and urban development (MAUD) department, privy to the matter said. He said the cabinet decided to refer the matter to a group of ministers that is currently engaged in allotment of land to various entities in Amaravati capital city to 'talk to and convince the farmers.' It was only July 1 that state municipal administration and urban development principal secretary Suresh Kumar issued the gazette notification on Andhra Pradesh Capital Region Land Pooling Scheme (Formulation and Implementation) Rules – 2025. The notification was aimed at acquiring the required land from farmers belonging to 28 villages in four revenue blocks of Guntur and Palnadu districts around the present Amaravati capital region for the development of additional infrastructure projects like airport, railway lines and roads. It was proposed to acquire 7,257 acres from the farmers under the second phase of land pooling system in Tadikonda mandal (block), 10,878 acres in Thullur mandal, 19,504 acres in Amaravati mandal and 4,586 in Pedakurapadu mandal. 'The lands will be acquired from the famers after taking their written consent by conducting gram sabhas,' said Kumar. As per the notification, the authorities would invite objections and suggestions from the stakeholders and they must verify their ownership and rights, and then submit a surrender form. An APCRDA functionary confirmed that the conduct of gram sabhas in the villages where the land was proposed to be acquired was put on hold till further orders from the government. 'It is for the government to take a call on the additional land acquisition,' the functionary said. During the cabinet meeting, some of the ministers brought to the notice of the chief minister that the farmers were raising a lot of queries in the gram sabhas and opposing the additional land acquisition, even as the first phase of Amaravati work has just started, said the MAUD official quoted above. 'Let us first concentrate on completing the first phase of Amaravati in the next three years, which will create a positive image for the government. Till now, the farmers who gave away their lands to the first phase of the capital city project haven't got their returnable plots and there was no visible development of infrastructure in their layouts,' a cabinet minister said. Another minister pointed out that if the layouts in the first phase were completed and fully developed plots given to the farmers concerned, it would give some kind of assurance for the farmers in the surrounding villages. 'We can then think of pooling additional land for Amaravati 2.0,' he said.
