JAKARTA: Deputy Foreign Minister Datuk Mohamad Alamin said the proposal for Malaysia and Indonesia to jointly develop economic potential in the Sulawesi Sea area has yet to be finalised. He said several processes must be considered beforehand, especially securing the views and consent of the Sabah Government. Advertisement He added that the existing consultation mechanisms between the Federal Government and the Sabah Government will be fully utilised, including the Action Council for Implementation of the Malaysia Agreement 1963 (MTPMA63), which is chaired by the Prime Minister, Sabah Chief Minister Datuk Seri Hajiji Noor, and Sarawak Premier Tan Sri Abang Johari Tun Openg. 'In any case, the joint development in the Sulawesi Sea remains under consideration and has indeed not yet been finalised,' he said in a Facebook post Friday. Mohamad noted that the proposal for joint developmet in the Sulawesi Sea involving Blocks ND6 and ND7 – referred to by Indonesia as 'Ambalat' – is not new, as the area is reported to hold significant natural resources such as oil and gas. According to him, in 2022, the Prime Minister at the time had directed Petronas to consider conducting a study on the proposed joint development (JD) initiative. Most recently, Mohamad said that the issue concerning Blocks ND6 and ND7 was also raised during Prime Minister Datuk Seri Anwar Ibrahim's working visit to Jakarta on June 27. 'This matter was indeed discussed. However, it has not yet been finalised. In fact, the Prime Minister himself stated that the interests of the Sabah region must be taken into account and considered fairly.' Mohamad said Malaysia and Indonesia are still unable to explore the two blocks, as the area remains under dispute in terms of maritime boundaries between the two countries. 'Given the significant economic potential – while the process of finalising maritime boundaries in the Sulawesi Sea between the two countries is still ongoing – some parties have proposed that Malaysia and Indonesia jointly develop this potential.' Mohamad emphasised that the process of finalising the maritime boundary in the Sulawesi Sea is a long-term and complex effort, carried out through a Technical Committee led by the Ministry of Foreign Affairs. The committee comprises various government agencies, including the Sabah State Government, the National Security Council (Sabah), the Sabah Attorney General's Office, the Department of Survey and Mapping Malaysia (JUPEM), the Sabah Lands and Surveys Department, as well as other relevant technical agencies. Mohamad stressed that the Malaysian Government remains committed to thoroughly examining the matter and reaching a mutual understanding through negotiations based on existing mechanisms. In any development, the country's sovereignty and strategic interests – particularly those involving the state of Sabah – will continue to be safeguarded and defended to the fullest extent, Mohamad said. He stated that the maritime boundary agreement signed with Indonesia in 2023 does not affect Malaysia's territorial rights or sovereignty over the eastern waters of Sabah. He said the Sulawesi Sea Treaty, signed on June 8, 2023 and known as the 2023 Sulawesi Treaty, only covers a portion of the territorial sea off the east coast of Sabah and does not include Malaysia's Exclusive Economic Zone (EEZ). 'The agreement does not cover the area known as Blocks ND6 and ND7, or referred to by Indonesia as 'Ambalat', which lies within Malaysia's Exclusive Economic Zone (EEZ) extending up to 200 nautical miles.' PM Anwar's visit to France a success, reviving partnerships across all sectors — President Macaron

He said this was achieved through Anwar's high-level meetings with his French counterpart François Bayrou and other key officials, his important speech at Sorbonne University Paris as well as his exchanges with civil society leaders and meetings with French businesses. Macron also called the visit meaningful, as it had been 15 years since the last official visit by a high ranking Malaysian official. He expressed delight to see both countries signing agreements in areas such as minerals and aircraft purchase. 'This visit is a success. We also heard your (Anwar) speech at the university and that is a very important moment,' he said during a joint press conference after holding a bilateral meeting with Anwar at the Elysee Palace here today. Anwar had earlier delivered a lecture entitled 'Southeast Asia and Europe: Recalibrating The Terms of Engagement' at Sorbonne University Paris, where he called for an equal partnership on all grounds between the Southeast Asia and Europe. Macron said France's ties with Malaysia and ASEAN were getting stronger, adding that his visit to Indonesia, Vietnam and Singapore in May this year was an indication of the revival. 'In Southeast Asia, I reiterated our support for regional electricity connectivity, including support for civil nuclear energy,' he added. Meanwhile, Anwar expressed hope that the French President would visit Malaysia after attending the 20th Francophonie Summit in Cambodia next year. He said bilateral ties between the countries were getting stronger with the commitment shown by the French government under Macron's leadership. 'Malaysia Airlines and AirAsia are buying more planes. And Sarawak is also strengthening its own airline by collaborating with France,' said Anwar, who is also the Finance Minister. At the same time, he expressed hope that French companies would continue to manufacture aeroplane parts in Malaysia. In the energy sector, Petroliam Nasional Bhd (Petronas) is working with partners from France in its joint ventures in Latin America and Africa. Earlier in the day, AirAsia signed an agreement to buy US$12.25 billion (RM51.72 billion) worth of long-range Airbus 321XLR aircraft, with deliveries confirmed by 2028. The Prime Minister also witnessed the memorandum of understanding exchange between 3P Capital Advisers and Ardian, a leading private investment firm from France, for the exploration of investment opportunities in the private markets. The private sector initiative can give Malaysians a wider access to alternative investments, Anwar said. Meanwhile, during his meeting with Imerys, an industrial mineral processing company that has been operating in Malaysia for over 25 years, Anwar said the company expressed its commitment to expand operations and support the development of a high-value, environmentally-friendly manufacturing sector in the country. In addition, Anwar held a meeting with the management of Arkema, a global leader in specialty chemicals, which is evaluating potential new investments in Malaysia. Anwar was accompanied on this visit by Foreign Minister Mohamad Hasan, Transport Minister Anthony Loke, Agriculture and Food Security Minister Mohamad Sabu, Defence Minister Mohamed Khaled Nordin, and Investment, Trade, and Industry Minister Tengku Zafrul Abdul Aziz. Also joining the delegation was Deputy Minister of Energy Transition and Water Transformation Akmal Nasrullah Mohd Nasir. France remains one of Malaysia's top five trading partners within the European Union. In 2024, bilateral trade totalled RM15.95 billion (US$3.63 billion), with RM6.26 billion (US$1.49 billion) recorded between January and May this year. ‘Carbon tax will be gradual, not a barrier to investment'

He said the proposed tax would be carried out cautiously and gradually. 'We are finalising that in the next few months. 'I know about the trend of decarbonisation (which is) strong and compelling, but we have to be realistic. 'The proposed tax should not be seen as a problem at the expense of investing companies,' he said during a question and answer session at a roundtable meeting with French captains of industry. More than 42 representatives from French companies and 18 representatives from Malaysian companies attended the event. The French representatives had positive remarks about working in Malaysia, with several of them noting that they invested because they believed in the country. Anwar also said that Malaysia, which focuses on neutrality, is friendly to all including having excellent relations with China, adding that having economic fundamentals remains the core focus. 'We engage and respond to all. At the end of the day, peace and stability are important in carrying out business. We are in one of the most peaceful regions in the world and one with the fastest growing economies,' he said. Anwar also took time to speak with Canadian Prime Minister Mark Carney to congratulate him on the Liberal Party's recent electoral victory. 'I look forward to working closely with Prime Minister Carney and his new administration to strengthen the longstanding Malaysia-Canada partnership for the mutual benefit of our peoples,' he said. Malaysia, he added, remains steadfast in its commitment to strengthening bilateral relations with Canada across various sectors, including trade, investment and defence cooperation. 'I'm pleased with PETRONAS' continued involvement in the LNG Canada project, as it clearly symbolises strong cooperation in the energy sector,' he said. He called on Canada to reconsider visa exemptions for Malaysians, noting that both countries are Commonwealth members.
