Adani to rival Reliance with PVC plant by 2028

Billionaire Gautam Adani's conglomerate will build a 1 million tonne a year PVC plant at Mundra in Gujarat, marking its foray into the petrochemicals sector where Reliance Industries Ltd is the main player, sources said.
PVC, or Polyvinyl Chloride, is a synthetic plastic polymer that is widely used to make an array of products - from pipes and fittings to window and door frames, cable insulation, vinyl flooring and wall coverings, credit cards and toys.
India's annual PVC demand is about 4 million tonnes, while domestic production capacity stands around 1.59 million tonnes, half of which is with Reliance. PVC demand is projected to grow at a CAGR of 8-10 per cent, driven by sectors such as agriculture as land under irrigation increases, infrastructure aided by water supply and sanitation, housing and pharmaceutical and packaging segments.
Adani Group's flagship Adani Enterprises Ltd is setting up a petrochemical cluster in Mundra. Within this cluster, it is constructing a
PVC manufacturing
plant with a capacity of 1 million tonnes per annum, two sources aware of the matter said. The facility is slated for commissioning by fiscal 2028 (April 2027 to March 2028 financial year).
The PVC Project is expected to include capabilities for manufacturing PVC, chlor-alkali, calcium carbide and acetylene units.
Adani group is looking to implement the Acetylene and Carbide-based PVC production process, with environment clearance and consent to establish the project, having already been received, sources said.
Given the current higher demand and lower supply of PVC in India, the Adani project will help reduce the supply gap and import dependency.
The project will pit the group against Reliance, which is currently India's largest PVC producer, with an estimated capacity of around 7,50,000 tonnes per annum.
Reliance has PVC plants at Hazira, Dahej and Vadodara in Gujarat. It is looking to double its capacity by 2027.
Adani's group and Mukesh Ambani's Reliance had for long moved in non-overlapping orbits, but first clean energy and now petrochemicals would be sectors where they could be competing against each other.
Sources said Adani's Mundra plant could in the future be expanded to 2 million tonnes per annum capacity on demand growth.
Initially halted in March 2023 due to financial uncertainties and allegations from US short-seller Hindenburg Research, work on the project was resumed last year. The Adani Group has since refocused its resources, raising over USD 5 billion in equity and additional debt, and fully repaid share-backed financing.
Financed by an SBI-led consortium, the project will utilise acetylene and carbide-based PVC production processes.
Sources said the Adani group is confident of sourcing feedstock given that its portfolio companies have expertise in trading in domestic and international markets.
Also, the group's synergy benefits and availability of large land parcels in Mundra, together with access to port facilities will optimise the logistics cost for sourcing of raw material/inventory handling cost as well as for transportation of the final products to the prospective domestic and overseas markets and ensure smooth implementation of the project.
They said the Adani portfolio has a proven track record in successfully commissioning and managing large-scale infrastructure and industrial projects, encompassing areas like ports, power, and logistics. It has an abundance of science and engineering graduates, along with a well-trained workforce proficient in various skills.

In response to Kerala government's admiralty suit seeking a claim of Rs 9,531 crore following the wreck of container vessel MSC Elsa-3 along the state's coast, the high court on Monday directed the conditional arrest of Liberia-flagged container ship MSC Akiteta II which is currently anchored in Vizhinjam port. The bench of Justice M A Abdul Hakim said the vessel MSC Akiteta II 'along with her hull, tackle, engine, machinery spares, gear, apparel, paraphernalia is ordered to be arrested until Rs 9,531 crore is deposited by the ship in the court or until security for the said amount is furnished by the ship'. Vizhinjam port, operated by Adani group, was directed to execute the arrest of the ship. The matter will come up for hearing again on July 10. The vessel MSC Akiteta II is owned by MSC Shipping Co, which owned the sunken ship MSC Elsa. The claim of Rs 9,531 crore is for pollution (oil and cargo), remediation measures and for loss of livelihood caused to fishermen. The Kerala government's secretary to the environment department had filed the admiralty suit, seeking Rs 8,626.12 croes as compensation towards damage caused by MSC Elsa-3 to the environment, coastline and related interests of the state. Another chunk of the claim, Rs 378.48 crore is meant for taking measures to prevent, minimise or remove the damage caused by the said vessel to the environment, coastline, and related interest in the state. The loss for the fishermen has been pegged at Rs 526.51 crore.

Adani Group has secured its third major project in Mumbai, the Motilal Nagar redevelopment in Goregaon (West), following the Dharavi redevelopment and the Bandra Reclamation land deal. MHADA announced on July 7 that it has signed a redevelopment agreement with the Adani Group for the Motilal Nagar 1, 2, and 3 colonies project in Mumbai. On July 7, the Maharashtra Housing and Area Development Authority (MHADA) announced that it has signed a redevelopment agreement with the Adani Group for the Motilal Nagar 1, 2, and 3 colonies project. This marks Adani Group's third major real estate project in the city, following the Dharavi redevelopment and the acquisition of 17 acres in Bandra Reclamation. The Motilal Nagar project is estimated to cost around ₹36,000 crore. With this agreement, the Adani Group has been formally appointed as the Construction and Development (C&D) agency for the project, one of Mumbai's largest housing redevelopment initiatives, spanning 142 acres in the western suburb. According to MHADA, the Motilal Nagar redevelopment project is the largest redevelopment project in the country to be implemented through the construction and development model. The Motilal Redevelopment project will rehabilitate 3,372 eligible residential units under MHADA, 328 eligible commercial units, and 1,600 eligible slum tenements per the 1971 Slum Act. MHADA said in a statement that the agreement signing ceremony was held at MHADA headquarters in the presence of Sanjeev Jaiswal, vice president and CEO of MHADA, and Pranav Adani, director of Adani Properties Pvt. Ltd., among others. "The long-cherished dream of the residents of Motilal Nagar is now taking a concrete shape. We aim to make this the finest redevelopment project in the country, ensuring transparency, quality, and social commitment through MHADA's implementation," Sanjeev Jaiswal, VP and CEO of MHADA said. "This dream of redevelopment will no longer remain on paper; it is becoming a reality. Through this project, MHADA is taking a crucial step toward providing residents with modern, secure, and well-equipped homes," Jaiswal said. This will significantly boost MHADA's housing stock in the near future," MHADA said in the statement. What is the Motilal Nagar redevelopment project? According to MHADA, Motilal Nagar 1, 2, and 3 currently comprise 3,700 tenements, and the rehabilitation will be carried out over an area of approximately 584,100 lakh sq m. Additionally, non-resident tenants will be provided with 987 sq m of commercial space. The construction of the rehabilitation units is expected to be completed within seven years. A five-acre central park will be a key feature of the project. Priority will be given to resident rehabilitation, and excellent traffic and mobility planning is part of the overall design, MHADA said. Moti Nagar redevelopment Master Plan According to MHADA, in order to prepare the master plan, the Adani Group has enlisted international consultants. "The comprehensive master plan has been developed by Mecanoo, a renowned architecture firm based in the Netherlands. The infrastructure planning was done by Buro Happold, a London-based consultancy firm specialising in infrastructure development. The residential buildings under the rehabilitation scheme will also be equipped with solar panels," MHADA said in a statement.
