CM urges KAS officers to uphold constitutional values

CM Siddaramaiah
called on KAS officers to internalise the values enshrined in the Constitution and to carry out their duties with humanity, critical thinking, and a sense of responsibility towards society.
Speaking at a training programme for taluk nodal officers jointly organised by the Indian Institute of Public Administration (IIPA) and Administrative Training Institute, he said: "The Constitution must be properly understood and internalised. Without that, its objectives cannot be implemented," he said.
Siddaramaiah emphasised that India's deep-rooted caste and religious divisions continue to hinder progress.
"Thinkers like Buddha, Basavanna, and B R Ambedkar envisioned a casteless society. But still, caste dominates. Ram Manohar Lohia rightly said ours is a static society. True dynamism will only emerge when social and economic equity is achieved," he added.
He also underscored the unique position of civil servants compared to elected officials. "We politicians face elections every five years. But you officers serve continuously. That gives you greater responsibility to implement govt programs and serve the people," he said.
IAS officer D Randeep called upon the officers to go to the field to know more about the ground reality.
District minister H C Mahadevappa, chief secretary Shalini Rajneesh, KAS Officers' Association president Shivaswamy were present.

Chief Minister Siddaramaiah has termed the Supreme Court's verdict rejecting the Enforcement Directorate's appeal to investigate his wife Parvathi, in connection with the MUDA site allotment case, as a 'resounding slap on the face of the Central Government's vendetta politics'. In a release, the Chief Minister said: 'This verdict has not only exposed the malice behind the case but has also unequivocally cleared our names of all the baseless allegations.' 'I humbly welcome the verdict delivered by Chief Justice B.R. Gavai and Justice K. Vinod Chandran of the Supreme Court. Throughout my long political career, I have always bowed before the Constitution and the rule of law. This verdict upholds and protects that very belief,' he said. He said: 'Unable to defeat me politically, the BJP and its allies stooped to misusing constitutional agencies like the CBI and ED to fabricate baseless cases against my wife and harass my family. This is not just an abuse of power but also a disgraceful and cowardly act. The mental agony we have been subjected to will forever remain a painful chapter in our lives.' Referring to Chief Justice Gavai's remarks that 'electoral battles must be fought through the people, not through the misuse of institutions like the ED', Mr. Siddaramaiah said these words reflect the voice of his own conscience and of every Constitution-believing Indian. 'This is the voice of justice rising against tyranny,' he maintained. 'This verdict restores faith in the judiciary, especially among all who have fallen victim to the BJP's political witch hunt over the past 10 to 11 years,' the Chief Minister said. 'Even now, Prime Minister Narendra Modi and Home Minister Amit Shah must wake up and stop weaponising constitutional agencies for political gain. It is time they restore the autonomy of these institutions and cleanse themselves of the sins of political misuse,' he demanded. He also demanded that 'the BJP and JD (S) leaders in Karnataka should publicly apologise if they have even an ounce of dignity or shame left.' Rural Development and Panchayat Raj Minister Priyank Kharge too launched a counter-attack at the Opposition by demanding that Leader of Opposition in the Assembly R. Ashok and BJP State president B.Y. Vijayendra should resign if they have any dignity left in them.

NEW DELHI: Rajya Sabha chairman Jagdeep Dhankhar on Monday raised serious concerns over a procedural lapse in a motion seeking the removal of a high court judge, after it was found that a member's signature had appeared twice in the list of supporting MPs. The chairman informed the House that in December, he received a motion under Article 124 of the Constitution for the removal of a judge of the Allahabad High Court, ostensibly backed by 55 members of the Upper House. However, on verification, it was found that one particular MP had signed twice, reducing the effective count of signatories to 54. 'An enquiry was conducted to ascertain from the member about the duplicate signature. The honourable member declined having signed at two places. That made the matter more serious, requiring us to get to the bottom of the issue,' Dhankhar said, adding that the authentication and verification process of signatures was still underway. He cautioned that if a motion carries two signatures of the same member, and the member denies having signed twice, 'the matter becomes serious and culpable.' Dhankhar said he would consult floor leaders to decide what action should be taken in such cases to maintain the dignity of the House. 'This august House has to set very high standards. If we do not live up to the expectations of the people, we will be putting things under the carpet and not subjecting them to deep investigation,' he said. In the same address, Dhankhar also referred to an earlier incident in the House where a bundle of Rs 500 notes was found on seat number 222. This too is quite serious and will be placed before floor leaders for guidance,' he added. The chairman further explained the procedural nuances under the Judges (Inquiry) Act, 1968, and the Constitution regarding removal motions. Since the current motion was also submitted in the Lok Sabha with over 100 MPs' signatures, he said both Houses must admit the motion simultaneously for a statutory committee to be formed.

Parliamentarians on Monday submitted notices of a motion to the presiding officers of the Lok Sabha and the Rajya Sabha for the removal of Justice Yashwant Varma, from whose New Delhi residence burnt wads of currency notes were found during a fire incident. A bipartisan delegation submitted a notice, bearing the signatures of 145 Lok Sabha members, for the removal of Justice Varma to Lok Sabha Speaker Om Birla. The notice was submitted under Articles 124, 217 and 218 of the Constitution. The signatories included Leader of the Opposition Rahul Gandhi, BJP leaders Ravi Shankar Prasad and Anurag Thakur, NCP-SP leader Supriya Sule, Congress leaders KC Venugopal and K Suresh, DMK leader TR Baalu, RSP member NK Premachandran and IUML member ET Mohammed Basheer, among others. A similar removal notice was submitted by 63 Rajya Sabha members to RS Chairman Jagdeep Dhankar. "Sixty-three opposition MPs, including those from AAP and INDIA bloc parties, have given a notice to the Rajya Sabha Chairman for removal of Justice Varma," Congress member Syed Naseer Hussain said. He also said, although Trinamool Congress (TMC) members were not present on Monday, they are on board on the issue and will submit their signatures later. According to the Judges (Inquiry) Act, when notices of a motion are submitted on the same day in both the Houses of the Parliament, a committee to examine the charges levelled against the judge will be constituted by the Lok Sabha Speaker and the Rajya Sabha Chairman. The panel comprising a senior judge of the Supreme Court, a sitting chief justice of a high court and a distinguished jurist will then probe the charges levelled against Justice Varma and will be asked to come out with a report in three months. The inquiry report will be tabled in Parliament, followed by a discussion in both Houses after which there will be voting on the motion for the removal of Justice Varma. Following the cash controversy, Justice Varma was repatriated from the Delhi High Court to the Allahabad High Court.
