IN A FORWARD-STEPPING move the KwaZulu-Natal Department of Transport and Human Settlements has purchased a property that will aid its mission to house families that were displaced by recent floods that lashed the province.
It was the department's intention to avoid the practice of utilising privately owned property to accommodate displaced people.
MEC Siboniso Duma confirmed that the department he headed had purchased the Montclair Lodge from Transnet for R33 million — the facility, which includes 268 rooms with a bed capacity of 600, that will be repurposed to house over 150 evicted flood victims.
'We wish to announce that we have bought this facility, the Montclair Lodge, from Transnet,' Duma said, with regards to property where the official transfer of ownership took place on May 31.
'In other words, we will no longer use private facilities as part of the Temporary Emergency Accommodation (TEA),' he said.
The announcement comes after more than 150 flood victims were evicted from the Bayside Hotel in Durban's city center due to the KwaZulu-Natal Department of Human Settlements' failure to make payments.
The victims, who were originally displaced by devastating floods earlier this year, will now be temporarily housed at the Chesterville Community Hall.
The department previously said R185 million has already been paid to various hotels for emergency accommodations.
An additional R128 million was needed to accommodate 1,200 displaced individuals.
Many of the affected victims, who previously resided in various parts of the eThekwini Municipality, have been without permanent housing since the April 2022 floods.
Duma said the Montclair Lodge will be managed by the Housing Development Agency on behalf of his department.
'A professional engineer will be appointed before the end of the month to conduct a basic assessment, which will determine the scope of work for the refurbishment,' he said.
The department has allocated R4.2 million for the assessment and a minimum of R35 million for refurbishment. A contractor will be appointed immediately after the assessment report is completed.
Duma said it was anticipated that some flood victims would be able to reside at the lodge by possibly December or January.
'Our plan is to ensure that we are ready for heavy rainfall and flooding associated with the summer season,' he said.
'This milestone of a government-owned transitional emergency accommodation will drastically reduce the rent paid to privately owned transitional emergency accommodations.'

Transnet will receive R94.8 billion from Transport Department over next 5 years to help manage mounting debt

JOHANNESBURG - Transnet will receive R94.8 billion in financial support from the Transport Department over the next five years to help manage its mounting debt. The Department said the additional guarantees will cushion the impact of recent credit rating downgrades, to mitigate risks and ensure Transnet can meet its debt obligations. This latest support follows a R51 billion guarantee approved earlier this year by Transport Minister Barbara Creecy and Finance Minister Enoch Godongwana. Department spokesperson Collen Msibi said the new allocation will help stabilise the entity's financial position. 'On the 12th of June 2025, the Minister of Transport, Ms. Barbara Creecy, announced government has initiated a process to allocate additional guarantees to Transnet. As a result, government has, on 25 July 2025, approved an additional R48.6 billion guarantee for Transnet to ensure that all debt redemptions will be covered over the next five years. '

Auditor-general demands action from KZN Cogta MEC in troubled uMkhanyakude municipality

Auditor-general Tsakani Maluleke has instructed KwaZulu-Natal Cogta MEC Thulasizwe Buthelezi to intervene in the trouble-torn uMkhanyakude district municipality. Buthelezi, an IFP deployee in the provincial legislature, and ANC-led uMkhanyakude officials are at loggerheads over the provincial cabinet's decision to place the council under administration. uMkhanyakude officials are resisting the decision, saying it is politically motivated. They have since taken Buthelezi to court over the matter. Earlier this month, Buthelezi was forced to announce that the municipality had been placed under administration at the entrance of the council offices after he was denied entry. On Sunday, Buthelezi said he had received formal correspondence from Maluleke instructing him to intervene in uMkhanyakude. 'The auditor-general has requested that I intervene in the uMkhanyakude district municipality due to the municipality's consistent failure to address material findings. These findings stem from the municipality's inability to implement a credit and debt collection policy, as required by section 62(1)(f) (ii) of the Municipal Finance Management Act (MFMA),' said Buthelezi. A material irregularity is defined in the Public Audit Act (PAA), as 'any noncompliance with, or contravention of, legislation, fraud, theft or a breach of a fiduciary duty identified during an audit performed under this act that resulted in or is likely to result in a material financial loss, the misuse or loss of a material public resource or substantial harm to a public sector institution or the public'. In the correspondence, Maluleke highlighted that 'The failure of the municipality to implement the municipality's credit and debt collection policy for a number of years and to take reasonable steps to recover outstanding debt from consumers is likely to result in a material financial loss for the municipality'. The AG further stated that: 'The failure of the accounting officer to take appropriate actions to address the material irregularity led to a decision by the AGSA's material irregularity committee, duly delegated, to approve reporting in the audit report of the municipality on the material irregularity with recommendations, as provided for in section 20(4) of the PAA, read with regulation 4(3) of the MI regulations on the steps the accounting officer should take to address the material irregularity within a stipulated period in the audit report.' Buthelezi said he was aware of the grave nature of the issues raised by Maluleke, which were emphasised during a meeting with the AG on July 23. He said he was committed to acting in the interest of the residents of the uMkhanyakude district. 'These residents bear the brunt of failed service delivery due to a lack of governance, financial, and consequence management measures within the district,' he said, adding that the AG has requested a formal report from him by August 15.

COGTA Committee demands accountability from Endumeni Municipality over corruption and audit failures

The Endumeni Municipality has come under renewed scrutiny following a visit by the KwaZulu-Natal Legislature's Cooperative Governance and Traditional Affairs (COGTA) Portfolio Committee. The municipality, where municipal manager Sithembiso Ntombela was controversially promoted to the Premier's office despite being named in a COGTA forensic report into alleged tender corruption, drew sharp criticism during the oversight visit. Committee Chairperson Marlaine Nair described the municipality's recent audit outcome as 'damning', referring to a disclaimer audit opinion – the worst possible – and calling for urgent turnaround strategies. 'The municipality recorded R39 million in unauthorised spending, R228 million in debtor arrears, and electricity losses of 35%, which is far above acceptable norms,' Nair said. 'Budgets remain unfunded, Eskom debt is escalating, and internal systems are weak.' While the Municipal Public Accounts Committee (MPAC) previously struggled to reach quorum, Nair noted improvements during the session and said the Committee had requested follow-up reports within two weeks. 'These hearings were not simply for complaints,' she added. 'We issued clear recommendations and set out practical follow-up actions. Oversight without enforcement is meaningless – we intend to hold this municipality accountable.' Nair confirmed the Committee would probe all sections of the Section 106 investigation report, as well as reports on consequence management and internal disciplinary proceedings. She also said she would follow up on allegations that performance bonuses were paid to senior officials despite severe governance failures. 'Anyone with credible evidence of corruption or maladministration can write to the MEC and request an investigation,' she added. Responding, FC Bester of the Endumeni Residents' Association said the community had already sent letters to the Premier's office calling for urgent intervention but received no reply. 'We will only believe that action is being taken once heads roll,' Bester concluded. HAVE YOUR SAY: Like our Facebook page, follow us on Twitter and Instagram or email us at [email protected].
