CIBIL-style score, green fund in works to meet textile sector's credit needs
"Banks are overcautious in extending credit to the textile sector and a CIBIL score kind of a protocol will help them understand the sector's requirements," said an official, who did not wish to be identified. The CIBIL score, compiled by Credit Information Bureau (India) Limited, is a credit score that reflects an individual's creditworthiness, with a higher score indicating lower risk for lenders.

Such a protocol in the textile sector would take into account issues such as long payment cycles and job work requirements of the industry.

Though there are separate funds for various financing needs for sustainable production such as for energy efficiency and water management, a combined green fund would make it procedurally easier for the units to access credit and attract investments, the official said.
The measure is crucial as India is aiming at a threefold increase in textile exports to ₹9 lakh crore by 2030. India's textile sector expanded 7% last year, making the country the world's sixth largest textile exporter.
"The recognition that textiles is a high impact sector and their credit needs are a challenge, is an important initiative. We are looking at ways to ensure that the working capital needs of the
textile industry
are met," said Chandrima Chatterjee, secretary general, Confederation of Indian Textile Industry.
The ministry has also asked industry about the issues it faces in accessing the Credit Guarantee Fund Trust for Micro and Small Enterprises and suggested monitoring of the disbursements under the fund to understand the utilisation and make it more efficient for the textile industry.
"Discussions are also ongoing over whether credit facilitation centres can be set up in textile clusters. All these are being discussed to improve the credit risk perception of the sector," the official added.

Operation Sindoor to come up for discussion next week in Parliament
The government on Monday agreed to have a discussion on Operation Sindoor in the two Houses of Parliament, and it is likely to take place next week after Prime Minister (PM) Narendra Modi returns from his visits to the United Kingdom (UK) and Maldives. Modi is scheduled to be in the UK on July 23-24 and in Maldives on July 25-26. Indications that the government was prepared to have a discussion on Operation Sindoor came in the morning in the PM's customary remarks before the start of the session. He described Parliament's monsoon session as a 'Vijay Utsav' and expressed confidence that members of Parliament (MPs) would articulate this sentiment in one voice. 'This monsoon session is a very proud session for the country. It is like a 'Vijay Utsav' (celebration of victory) for the nation. The world witnessed the capability of armed forces. They achieved their targets 100 per cent,' the PM said in a reference to Operation Sindoor. Alluding to astronaut Shubhanshu Shukla becoming the first Indian to set foot on the facility, the PM said the Indian flag was recently unfurled at the International Space Station. He also spoke of the 'shrinking footprint of Naxalism' and that the red zone was turning into a green-growth zone, which, he said, was evidence that the Constitution was prevailing over bombs and guns. Modi spoke of the bountiful monsoon helping economic activities. He said water reservoir levels had trebled in the past 10 years, which would benefit the economy. The PM said prior to 2014, India grappled with double-digit inflation. 'Today, with inflation rates hovering around 2 per cent, citizens are experiencing relief and improved ease of living. Low inflation, coupled with high growth, reflects a strong and steady development journey,' he said. Parties in the INDIA bloc have demanded the PM address Parliament on Operation Sindoor and also clarify American President Donald Trump's claims that he got India and Pakistan to end hostilities. In his pre-session remarks Modi lauded the multiparty delegations, which comprised MPs from different parties, which visited various parts of the world to convey India's position post-Operation Sindoor. Later in the day, at a meeting of the Business Advisory Committee (BAC) of the Lok Sabha, government representatives noted the PM was going abroad this week, and a debate on Operation Sindoor would take place when he was present in the House next week. Some Opposition members also called for a debate on the Special Intensive Revision of electoral rolls in Bihar and the situation in Manipur. With the impasse continuing, the Lower House was adjourned for the day as protesting Opposition members disrupted proceedings. Congress MP Gaurav Gogoi criticised the government for not including the Opposition's demand for a discussion on the Pahalgam terror attack and Operation Sindoor in this week's agenda.

It is important to note that the deal was signed ahead of third-round tariff talks between Bangladesh and the US in the last week of July. The second round of talks were inconclusive after the US imposed conditions to increase certain security cooperation to sign a non-disclosure tariff deal. The US has already announced that it will continue joint military exercises with Bangladesh. The MoU to import wheat was signed by Md Abul Hasanat Humayun Kabir, Director General of the Food Department, on behalf of the Bangladesh government, and Joseph K. Sower, Vice President of the US Wheat Association, on behalf of the United States, in the presence of Bangladesh's Food Adviser, Ali Imam Majumdar. Speaking at the event, Food Adviser Ali Imam Majumder said that this MoU will create opportunities to build trust and create broader areas of mutual trade cooperation between Bangladesh and the United States, and the people of both countries will benefit. 'This MoU was signed between Bangladesh and the United States to ensure the overall food security, nutritional quality, and food supply of the country', the Bangladesh interim government said in a statement. The US, on the same day, announced that it will continue joint military exercises with Bangladesh. 'The Armed Forces of Bangladesh and the United States military will continue their longstanding partnership this summer through three joint exercises and the delivery of a new capability that will reinforce our common security interests. These efforts help to make the United States and Bangladesh stronger, and the region safer,' the US Embassy in Dhaka said in a statement. 'For the fourth year in a row, the Bangladesh Army and U.S. Army Pacific will conduct Exercise Tiger Lightning. Through realistic training, our soldiers will develop readiness for counterterrorism, peacekeeping, jungle operations, medical evacuations and countering improvised explosive devices (IEDs)', it added. 'Tiger Shark (part of the Flash Bengal series) is a joint training exercise where our two countries' Special Forces practice combat tasks. The exercise, ongoing since 2009, will feature patrol boat handling and small arms marksmanship that will strengthen Bangladesh's Special Warfare Diving and Salvage and the Para Commando Brigade ability to respond to crises. One of the highlights of this combined exercise is the use of U.S. equipment by both countries', the statement said. 'Exercise Pacific Angel: This will be the fourth iteration of Pacific Angel with Bangladesh. It will highlight one of the hallmarks of our defense relationship, our C-130 fleets, which are critical in disaster response airdrops and air mobility operations. The exercise also focuses on Search and Rescue (SAR) and Aeromedical operations further developing Bangladesh's ability to respond to humanitarian disasters', the statement said. 'RQ-21 Program Launch: The United States is working with Bangladesh's Army and Navy to develop an Unmanned Aerial System (UAS) capability for Bangladesh. A Bangladesh Regiment comprised of Army and Navy personnel will operate the new RQ-21 Blackjack system.
