Hereditary principle in Congress today would have been repugnant to Ambedkar: Ramachandra Guha
Quoting Ambedkar, who had said, 'Parliamentary government means negation of hereditary rule. No person can claim to be a hereditary ruler', Mr. Guha said: 'Let me be blunt, the hereditary principle in the Congress party of today would have been absolutely repugnant to Ambedkar.' Many other parties like the Dravida Munnetra Kazhagam, Samajwadi Party, and Shiv Sena had also become family parties, he said.
Mr. Guha began his lecture recalling how Kannada writer Devanur Mahadeva's speech in Manipal in 1994 inspired him to study Ambedkar.
'It is perfectly possible to pervert the Constitution without changing its form by merely changing the form of the administration and to make the administration inconsistent and opposed to the spirit of the Constitution,' Ambedkar had said while presenting the draft of the Constitution to the Constituent Assembly on November 4, 1948, Mr. Guha recalled, and said, 'A quarter of a century later, in the early 1970s, the then Prime Minister Indira Gandhi did precisely that'. He said, 'Arguably, these ideas have been taken further by the government now in power, which has sought to rig the civil services, the police, the investigative agencies, the regulatory bodies, and the judiciary and make them subject to its political agenda.'
Mr. Guha then drew attention to two warnings Ambedkar gave in his speech on November 25, 1949: personality cult and equality in politics and inequality in social and economic life. 'Bhakti in religion may be a route to the salvation of the soul. Bhakti, or hero worship, in politics is a sure road to degradation and eventual dictatorship,' Mr. Guha quoted Ambedkar.

Excerpts: Why is the ECI conducting the SIR of electoral rolls in Bihar? The Constitution and election laws permit and empower it to revise electoral rolls, either summarily or intensively, before every election to update the voters' list. Usually, it is done once in five years in sync with elections to the Lok Sabha or state assemblies. This ensures that the names of those who are deceased or have migrated are removed, and those who have reached 18 years of age and have come to reside are included. The exercise makes the electoral rolls inclusive just before the elections, ensuring that nobody is left out.

Supreme Court quashes over 1000 assistant professor appointments in 2 Punjab universities
Representative image NEW DELHI: In a major setback to over 1,000 assistant professors appointed in 2021 in Panjab University and Guru Nanak Dev University, the Supreme Court on Monday quashed their recruitment, observing that it was done in violation of UGC regulations. Recruitment was done for 1,091 posts of assistant professor and 67 posts of librarian. The court said it is a settled principle that when the law prescribes a thing to be done in a particular manner, then it should be done in that manner alone. "In the present case, there are multiple deficiencies. Giving away of a rigorous criteria laid down in UGC regulations with a single, multiple-choice question based written test, and the complete elimination of the viva-voce, all establish the arbitrary nature of the exercise which cannot pass the test of reasonableness laid down under Article 14 of the Constitution," a bench of Justices Sudhanshu Dhulia and K Vinod Chandran said. "Hence, the single judge (of Punjab and Haryana HC) had rightly struck down the entire selection process, and the division bench of HC erred in interfering with that conclusion," it said. SC accepted the plea of senior advocates Raju Ramchandran and Nidhesh Gupta who alleged that the recruitment process was illegal and needed to be set aside. The court noted that the recruitment process was changed without any reason and it was decided by govt that selection would be done only on the basis of a written exam. "State is entitled to change its policy, yet a sudden change without valid reasons will always be seen with suspicion. Even in cases where there is no statutory prescription of any particular way of doing a thing, the executive must observe the long-standing practice," it said.

A week ahead of the Monsoon Session of Parliament, which kicks off on July 21 and will run till August 21, Congress Parliamentary Party (CPP) chairperson Sonia Gandhi has called a meeting of the Congress Parliamentary Strategy group on Tuesday. The next Parliament session is expected to be stormy, with the Opposition expected to raise issues ranging from the Pahalgam terror attack and Operation Sindoor to the Election Commission's Special Intensive Revision (SIR) of electoral rolls in Bihar. The meeting is expected to be attended by senior party leaders in both the Lok Sabha and Rajya Sabha. The Congress has already said it wants the Bihar SIR to be scrapped, alleging that it is 'unconstitutional' and is aimed at disenfranchising voters. The party is also likely to seek answers from the government on what it claims were 'lapses and losses' during Operation Sindoor and the circumstances that led to the cessation of hostilities following US President Donald Trump's claims of mediation in the India-Pakistan conflict. The issue of US tariffs against India is also likely to be taken up during the discussions, in addition to the state of the economy, prices and unemployment. The impeachment motion against Justice Shekhar Kumar Yadav of the Allahabad High Court is also likely to come up in the Rajya Sabha Chairman. Once the strategy on issues that the party wants to raise in Parliament is finalised, the Congress will speak to other Opposition parties to evolve a joint plan of action for the Monsoon Session, sources said. Leader of the Opposition in the Lok Sabha Rahul Gandhi, however, is expected to appear in a Lucknow court on Tuesday in connection to his alleged remarks on the Armed Forces. Meanwhile, in Karnataka, the All India Congress Committee (AICC) will hold a meeting of its backward classes advisory committee in Bengaluru on Tuesday. Chief Minister Siddaramaiah, Deputy CM D K Shivakumar, former CMs, current and former ministers of various states will participate in the meeting, the party said in a statement. NCP(SP) general body meeting The Sharad Pawar-led NCP(SP) is set to hold its general body meeting on Tuesday ahead of the crucial local body elections in Maharashtra. The meeting is being held amid reports that the party's Maharashtra chief Jayant Patil is set to resign to make way for a new face. An eight-term MLA and former state Cabinet minister, Patil has served as the state party chief since 2018, when the NCP was still undivided. A Sharad Pawar loyalist who stayed put after Ajit Pawar rebelled and split the party in 2023, Patil had hinted at stepping down from his post during the NCP(SP)'s foundation day events in June. CM Naidu in Delhi Andhra Pradesh Chief Minister N Chandrababu Naidu is in the national capital for a two-day visit beginning on Tuesday. He is expected to meet several Union ministers, attend former PM P V Narasimha Rao's memorial and also participate in a Confederation of Indian Industry (CII) conference. Among the leaders Naidu is expected to meet are Union Home Minister Amit Shah, Finance Minister Nirmala Sitharaman and IT Minister Ashwini Vaishnaw. 'The CM will focus on a wide range of issues, including the ongoing projects in Andhra Pradesh, the release of pending funds, the Polavaram-Banakacharla connectivity initiative, and matters related to the rural employment guarantee scheme,' an official release said. – With PTI inputs
