The government's plan to ban economic transactions by ineligible persons from the start of new fiscal year has faced a setback, as a National Assembly panel found the online portal being developed to determine the eligibility criteria for carrying economic transactions was far from the finishing line.
National Assembly Standing Committee on Finance Chairman Syed Naveed Qamar gave his critical post-review assessment on Friday after reviewing the government's much-trumpeted plan to catch tax evaders.
The committee, nonetheless, supported the government's proposal to impose income tax on the earnings of elite recreational clubs, like Islamabad Club and Guns and Country Club that charge more than Rs1 million membership fees.
Work on the online platform is far from the finishing line, said Naveed Qamar, a day after he and other committee members took a briefing of the new system in a visit to the Federal Board of Revenue headquarter.
The statement made by the chairman after reviewing the system shows that FBR has failed to develop a credible online system.
The government has proposed to ban economic transactions by those whose assets and wealth statements do not support buying a plot, a car, invest in securities or maintaining bank accounts.
The committee had linked the approval of the powers with the FBR's ability to develop a system that is free from the exploitation of the taxpayers. The FBR had earlier promised to develop this system by April this year.
The FBR's briefing showed that it was merely a prototype system that cannot be described fully functional and does not have the ability to achieve the intended purposes, said Usama Mela, the member of the standing committee and the PTI MNA.
In his post-budget press conference, Finance Minister Muhammad Aurangzeb had warned that if the Parliament did not approve the proposed amendments, the government may have to impose Rs400 billion to Rs500 billion in new tax measures. But his organization has not developed a trustworthy system.
There is still a chance that the National Assembly committee will approve these amendments but their enforcement will be linked with the development of a credible online platform.
The new system determining the eligibility criteria of taxpayers to undertake economic transactions would not be enforced from July 1st, the Chairman FBR Rashid Langrial told the standing committee. He further explained that the current system will continue until a new system is put in place.
The government has already proposed in the law that these new conditions will take effect after the approval of the federal government.
The chairman of the standing committee proposed that initially the FBR should apply the new system to a set of taxpayers instead of fully rolling it out. The chairman FBR agreed to the recommendation.
The government has proposed that only those people can buy cars, plots, invest in securities who have sufficient declared white legal resources to buy these assets and maintain bank accounts
According to the bill, the ineligible persons would not be allowed to withdraw cash from their bank accounts beyond a certain limit. However, it gives certain relaxations to them, including the freedom to procure up to 800cc vehicles, buses, trucks and tractors and invest in shares up to a certain limit.
The new system was conceived by Rashid Langrial in order to collect due taxes from people, either filers or non-filers. An eligible person can make major purchases of up to 130% of the value of cash and assets, declared in his last tax return and the wealth statement or he can justify any new source.
Recreational Clubs
The FBR informed the standing committee about an amendment in the law to capture the incomes of the elite clubs, which are exempted from paying income tax. The government has proposed to exclude these recreational clubs charging over Rs1 million for the membership fee from the purview of the non-profitable organizations.
The Islamabad Club is very much coming in the tax net, said Muhammad Aurangzeb.
The club had been built as a recreational facility for the bureaucrats and diplomats. Over the years, its fee was exorbitantly increased to many millions of rupees. Its membership is being offered to only the richest or the influential people, denying others from availing facilities being built on the state land.
The standing committee also rejected a government budget proposal of indirectly charging income tax from the farmers despite their income cannot be taxed by the federal government.

Shareholders of Merit Packaging Limited (MPL) have approved the sale of major assets, including the plant and machinery of its flexible packaging unit and associated goodwill, for a total consideration of Rs1 billion. The listed company, engaged in the manufacture and sale of printing and packaging materials, disclosed the development in its notice to the Pakistan Stock Exchange (PSX) on Monday. The decision was passed during an Extraordinary General Meeting (EGM) held on June 27, 2025. The buyer, Kompass Pakistan (Private) Limited, submitted the best available offer, which was accepted by the company following due evaluation, MPL said. 'The consent of shareholders be and is hereby accorded to the disposal and sale of the Company's assets comprising of plant and machinery (flexible packaging unit) and goodwill located at 17-B, Sector 29, Korangi Industrial Township, Karachi for an aggregate sale consideration of Rs1,000,000,000 based on the best available quote from the interested party,' read the notice. It said that the Board of Directors has been authorised to execute the transaction, including entering into sale agreements, receiving payment, and handling all legal formalities related to the asset transfer. At the time of filing this story, the share price of Merit Packaging Limited was being traded at Rs14.30, an increase of Re0.35 or 2.51%. Incorporated in Pakistan as a public limited company in 1980, MPL is engaged in the manufacturing and sale of printing and packaging materials. The company caters to a wide range of sectors including food & beverages, surgical instruments, consumer goods, textiles, etc. The company belongs to The Lakson Group of companies.

Listen to article The government on Sunday notified an increase in the fixed charges on gas bills by 50% and also jacked up gas tariffs for non-residential consumers. According to a notification issued by the Oil and Gas Regulatory Authority (OGRA) on Sunday, the fixed charges were increased by Rs200 to Rs600 for the protected category of domestic consumers. In the non-protected category, the fixed charges were increased from Rs1,000 to Rs1,500 for monthly consumption of up to 1.5 hm3. Likewise, the fixed charges for consumption exceeding 1.5 hm3 were jacked up to Rs3,000. The protected category includes a domestic consumer whose average consumption of last 4 winter months (November to February) shall be below or equal to 0.9 hm3. In contrast, the non-protected category includes a domestic category whose average consumption of last 4 months shall be above 0.9 hm3. The revised tariff also applies to various institutional and commercial entities. Government institutions, semi-government bodies, hospitals, and educational institutions will now be charged Rs3,175 per MMBTU. For traditional tandoors (bread ovens), gas rates have been set between Rs110 and Rs700 per MMBTU, depending on usage levels. Commercial consumers will now pay Rs3,900 per MMBTU, while general industrial users will be charged Rs2,300 per MMBTU. Captive power producers — industries generating their own electricity — will pay Rs3,500 per MMBTU, and CNG stations will be billed at Rs3,750 per MMBTU. Cement factories will face the highest tariff among industrial users, with rates set at Rs4,400 per MMBTU. Fertilizer plants will be charged Rs1,597 per MMBTU. For K-Electric and other electricity generation companies, the new tariff has been fixed at Rs1,225 per MMBTU. The Oil & Gas Regulatory Authority last month determined the Estimated Revenue Requirements (ERR) for FY 2025-26 for both SNGPL and SSGCL. According to the determinations, SNGPL requires revenues of Rs534.5 billion and SSGCL requires revenues of Rs354.2 billion to sail through the FY 2025-26 respectively. The cumulative revenue requirements of both the Sui companies are Rs888.6 billion for the FY 2025-26. The law mandates the federal government to ensure that the consumer gas sale prices should not be less than the revenue requirement determined by the Authority. At the previous notified consumer gas sale prices effective February 01, 2025 the estimated revenues of both Sui companies by end FY 2025-26 were Rs847.714 billion. Some of the members of the ECC criticized giving guaranteed 24% return on assets to Sui companies, which discourage efforts to improve efficiency by reducing line losses. The prices were changed to meet a condition of the International Monetary Fund to biannually adjust the gas prices.

PSX surges to a historic high

KARACHI: The Pakistan Stock Exchange (PSX) witnessed a stellar performance during the outgoing week, as the benchmark KSE-100 Index jumped by 4,355 points, or 3.6 percent, on a week-on-week (WoW) basis to close at an all-time high of 124,379 points on Friday. The sharp rally was largely driven by easing geopolitical tensions in the Middle East and the smooth passage of the federal budget in the National Assembly. The rally gained momentum following the ceasefire between Iran and Israel, announced earlier in the week by the US President. After days of escalating tensions and military posturing, both agreed to halt hostilities at least for now, following diplomatic interventions led by the European mediators and US President. The development was widely seen as a positive breakthrough in stabilizing the broader region and alleviating investor concerns regarding energy markets and regional trade flows. The move also contributed to a cooling off in global oil prices, which had previously spiked on the back of supply disruption fears. The easing of external threats allowed local investors to refocus their attention on domestic economic developments and corporate earnings prospects. As diplomatic efforts gained traction and a ceasefire appeared imminent, investor confidence returned swiftly, triggering a broad-based rally from the second trading session onward. By Friday's close, the KSE-100 index had added a net 4,355 points over the week, one of its strongest weekly gains in recent quarters. However, the BRIndex100 closed the week in negative territory as investor caution persisted. The index shed 258.87 points to settle at 12,674.19 points by the end of the week. Market participation also weakened, with the average daily trading volume falling to 549.52 million shares compared to 597.31 million shares in the previous week. In contrast, the BRIndex30 recorded a notable gain of 1,179.77 points on a week-on-week basis, finishing at 38,263.73 points. The average daily traded volume on the BRIndex30 stood at 325.96 million shares. Adding to market enthusiasm was the passage of the much-awaited Federal Budget for FY26 by the National Assembly of Pakistan. With a total outlay of Rs 17.6 trillion, the budget introduced minor adjustments to tax slabs and levies while projecting a moderate headline inflation rate of 4.49 percent for the upcoming fiscal year. Despite the bullish momentum, market activity saw a slight dip in terms of traded volumes. The average daily traded volume on the ready board slipped to 736 million shares, marking a 10 percent WoW decline from the previous week's 822 million shares. However, the total traded value surged by a substantial 41 percent to Rs 31.33 billion from Rs 22.22 billion, reflecting heightened investor interest in select high-value and fundamentally strong stocks. The overall market capitalization of the PSX increased by Rs 526 billion or around 3.6 percent, reaching at Rs 15.062 trillion which was 14.536 trillion on the week ended on 20th June. Sector performance remained broadly positive, with key contributors including fertilizer, banking, e&ps, and textile composite sectors. JS Global noted that textile, chemical, fertilizer, and Cement stocks were amongst the leading sectors, gaining between 4.9 percent and 6.1 percent over the week. The technology and communication sector also remained active, contributing 14 percent to the overall traded volumes, followed by banking stocks at 11 percent, investment banks at 10 percent, and food producers at 8 percent. Among individual stocks, BNWM (Bannu Woollen Mills) emerged as the star performer, soaring by an eye-catching 40.9 percent on WoW basis, followed by BIPL (Bank Islami Pakistan) and GHGL (Ghani Glass), which gained 20.3 percent and 20.2 percent respectively. Conversely, PSEL (Pak Services) was the worst performer of the week, tumbling by 17.3 percent, followed by PKGP (Pakgen Power) which shed 11.1 percent, and PGLC (Pakistan General Lighting) fell 2.5 percent. On the macroeconomic front, developments remained a mixed bag. The State Bank of Pakistan's foreign exchange reserves fell sharply by US $2.7 billion WoW to US $9.1 billion, marking their lowest level since July 2024. This decline was largely attributed to external debt repayments, although SBP officials expressed optimism about forthcoming inflows totalling over US$3 billion from multilateral and bilateral partners in the coming weeks. The government's external financing program also made headlines, with fresh loans and rollover commitments totalling nearly US $20 billion secured during the first 11 months of FY25. This included US $6.9 billion in new loans and additional rollovers from key allies including China, Saudi Arabia, and the UAE. Additionally, the government successfully inked a US $350 million financing agreement with the Asian Development Bank (ADB) to support ongoing infrastructure and energy projects. In the domestic economy, May 2025's power generation data revealed a modest 1 percent YoY increase, while inflationary pressures showed signs of easing amid stable commodity prices and controlled monetary aggregates. The government continued to actively manage fiscal accounts, raising Rs 345 billion in the latest T-Bill auction against a target of Rs 650 billion, with marginally lower yields across all tenors reflecting easing inflation expectations. Experts noted that while external account pressures remain a concern due to scheduled debt repayments, the gradual improvement in fiscal discipline, availability of external financing, and prospects of monetary easing create a constructive environment for the equity market in the coming weeks.
