King Grants Royal Assent To 20 Acts, Including Media Council And Parliamentary Services Law

KUALA LUMPUR, July 21 (Bernama) -- The BERNAMA (Amendment) Act 2025, Parliamentary Services Act 2025, and Malaysian Media Council Act 2025 are among 20 Acts that have received royal assent from His Majesty Sultan Ibrahim, the King of Malaysia.
Dewan Rakyat Speaker Tan Sri Johari Abdul said other Acts include the Constitution (Amendment) Act 2025, Sabah Labour Ordinance (Amendment) Act 2025, Sarawak Labour Ordinance (Amendment) Act 2025, Labuan Companies (Amendment) Act 2025, and Labuan Trusts (Amendment) Act 2025.
Also granted royal assent were the Labuan Limited Partnerships and Limited Liability Partnerships (Amendment) Act 2025, Legal Profession (Amendment) Act 2025, Online Safety Act 2025, and Commercial Vehicles Licensing Board (Amendment) Act 2025.
'The Agong has also assented to the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities (Amendment) Act 2025, Tunku Abdul Rahman Foundation Fund (Amendment) Act 2025, Supplementary Supply (2024) Act 2025, and Constitution (Amendment 2) Act 2025.
'Also approved were the Fire Services (Amendment) Act 2025, Government Services Efficiency Commitment Act 2025, and Employees Provident Fund (Amendment) Act 2025,' he said during the Dewan Rakyat sitting today.
Separately, in his proclamation at the start of the Second Meeting today, Johari announced that the sitting will run for 24 days, with a key focus on the tabling of the 13th Malaysia Plan (13MP).
As such, he said this parliamentary sitting is expected to extend into the night to allow Members of Parliament ample time to debate and discuss the core elements of the 13MP.
'Key matters to be debated and considered during this session include Bills, motions related to the 13MP, the Auditor-General's Report 2/2025, and the Annual Report and Financial Statements of the Human Rights Commission of Malaysia (SUHAKAM),' he said.
He also thanked all MPs who supported the enactment of the Parliamentary Services Act following its royal assent.

KUALA LUMPUR: Opposition lawmaker Datuk Seri Takiyuddin Hassan has questioned the legitimacy of Datuk Wan Suraya Wan Mohd Radzi's appointment as auditor general (AG) and whether it complies with the Constitution. The Kota Bharu member of parliament argued in the Dewan Rakyat today that Article 105(4) of the Constitution implies that the AG must not be a serving member of the civil service, stressing the importance of independence in the role. He claimed that Wan Suraya was a serving civil servant and last held a position at the Malaysian Institute of Integrity. Takiyuddin cited a legal opinion from the Attorney-General's Chambers, which states that the AG should not be appointed from among active civil servants and that such appointments must be made on a contractual basis in accordance with Article 105(4). "The government must provide an explanation to this house on whether the appointment of the AG from among serving civil servants is constitutional as it clearly presents a conflict of interest," he said during the debate session on the Auditor General's Report 2/2025. He said any conflict of interest in the appointment process could undermine the integrity and legality of the AG's role and reports. "If the appointment is unconstitutional, then any reports or audits conducted under her authority are also invalid, even if they have been tabled in Parliament." KUALA LUMPUR: Prime Minister Datuk Seri Anwar Ibrahim has instructed all ministers to thoroughly address and act on recurring issues raised in the Auditor General's Report 2/2025. Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said said the government took the issues seriously, including leakages, non-compliance, failure to meet conditions and planning weaknesses. She said they must be thoroughly reviewed and corrective action must be taken. "The government takes the issues raised in the AG's report seriously. Every criticism should serve as a lesson to prevent recurrence. "The prime minister has also stressed that all ministers, in line with the Federal Government Ministers' Orders, must scrutinise every observation raised in the report, especially involving repeated issues that have yet to be fully addressed by the responsible parties," she said. Azalina said this when tabling the motion for the report to be debated under Dewan Rakyat Standing Order 27(3). The AG's report released on Monday had flagged " serious irregularities" and "weaknesses" in projects and programmes in seven ministries. Among others, the report revealed that the implementation of the subsidised cooking oil programme suffered from weak enforcement and poor targeting, with no clear mechanisms in place to ensure the aid reaches eligible recipients. Azalina added that the government was of the view that every AG's report should continue to be debated in the Dewan Rakyat. "The efforts and commitment shown by all members of parliament clearly reflect the spirit of collective responsibility in safeguarding the integrity of the nation's financial management. "It also demonstrates our shared determination to strengthen the mechanism of checks and balances in the interest of the people. "In continuing reform efforts to enhance the efficiency, transparency and effectiveness of public entities, the government believes that each report should continue to be debated in the Dewan Rakyat. "This will allow for deeper scrutiny and attention from all parties and support the government's aim of improving public sector governance, aside from the examination by the Public Accounts Committee (PAC)," she said.
