Govt to revitalise AP FiberNet
During a high-level review meeting at the Secretariat, the Chief Minister approved the crucial integration of AP FiberNet with the national BharatNet programme, specifically under the Amended BharatNet Programme (ABP).
The FibreNet project was designed to provide affordable triple play services, which include internet, telephone and IPTV.
Naidu expressed strong dismay at the project's state, which he described as a 'visionary initiative launched between 2014 and 2019'. He directed officials to immediately assess the challenges, financial constraints, and implement necessary corrective steps and new policy directions.
"The system, designed to benefit the public, students, and government departments, was instead exploited for political purposes by the former administration - undermining the very purpose of the initiative," Naidu said. He highlighted a stark decline in connections, noting that while there were 8.70 lakh connections in 2019, the number had plummeted to 4.50 lakh under the YSRCP government.
The Chief Minister also criticised the previous administration's staffing policies. "We managed the organisation effectively with just 130 employees and provided over 8 lakh connections. But the YSRCP government created unauthorized posts to accommodate its party workers, expanding the workforce from 130 to 1,350, misusing public funds," he stated.
Naidu emphasised the need to reintroduce services like virtual classrooms and called for strengthening the fiber network in rural and underserved areas. Pending issues with local cable operators (LCOs) are to be resolved promptly. An EPC (Engineering, Procurement, and Construction) contractor will be appointed to manage both the AP FiberNet and BharatNet networks. BSNL will serve as the project management agency, in line with ABP guidelines, he added. Officials were instructed to prepare an action plan to fully utilise the network's capabilities, to be presented at the next Cabinet meeting.
Naidu said that from June 2024 to June 2025, Rs. 192.5 crore has been allocated under capital expenditure and Rs. 66.76 crore under operational expenditure. With FiberNet's integration with BharatNet's ABP, the central government is expected to allocate Rs. 1,900 crore to AP FiberNet from 2025 to 2035.
Andhra Pradesh currently leads the nation in village panchayat connectivity, with fibernet services extended to 12,946 panchayats so far. Furthermore, 104 government offices have active fibernet connections. Residential connections are available through five different service packages, and over 21,000 institutions benefit from high-speed broadband. Connectivity has also been extended to 175 telecom towers. The project is currently managed by 442 employees and officers.
To date, 78,355 kilometres of fiber optic cable has been laid across the state, with a government target to expand this to a total of 2 lakh kilometres.

New Delhi, July 18 (UNI) The BJP on Thursday slammed leader of the Opposition in the Lok Sabha and Congress leader Rahul Gandhi for accusing the Centre of targeting his brother-in-law, Robert Vadra, calling his remarks a reflection of the Congress' 'Emergency-era mindset' and a disregard for due legal process. Gandhi had alleged that the government was carrying out a political witch hunt against Vadra following the Enforcement Directorate (ED) filing a chargesheet against him in a money-laundering case related to alleged irregularities in a land deal in Shikohpur, Haryana. 'With his statement, Rahul Gandhi has made it evident that he was fully aware of his brother-in-law's murky dealings — and perhaps even involved,' Sinha said. The BJP leader also referred to the National Herald case, in which Rahul Gandhi is currently out on bail, alleging that it too involves a suspicious financial trail. 'Instead of attributing political motives, Robert Vadra should be answering questions about his modus operandi. And let's not forget the National Herald case, in which Rahul Gandhi is on bail, involves a hawala money trail. The Gandhi family owes the country an explanation,' Sinha added. Citing the ED chargesheet, the BJP noted that Vadra's company reportedly had only Rs 1 lakh at the time of executing the controversial land deal raising questions about how such a transaction was possible without prior political knowledge or involvement. The BJP also hit out at Gandhi's recent comments made during a public meeting in Assam's Chaygaon, where he said that Chief Minister Himanta Biswa Sarma, 'who thinks he is a king,' would be jailed by the people of the state for corruption. Calling it a "threat" to a sitting chief minister, Sinha said Gandhi's remark was not only undemocratic but also displayed a lack of respect for the legal process. 'Someone who so brazenly threatens to have an elected Chief Minister arrested, without any legal basis, cannot be expected to respect judicial and investigative institutions,' Sinha said. 'There is not a single allegation against Himanta Biswa Sarma. This kind of rhetoric shows the Congress continues to operate with the same authoritarian mindset it did during the Emergency.' Free electricity to pensions, welfarism race in poll-bound Bihar as Nitish & Tejashwi vie for credit
Not only did it rob the intended impact and blunt the government's political messaging, the leak also derailed the momentum of JD(U)-BJP spokespersons on national television, just as they were preparing to highlight the direct benefits and social guarantees introduced by the Nitish Kumar-led National Democratic Alliance (NDA) government. The government was forced to rebut the news. The details of the electricity subsidy were prematurely leaked to the press, well before its announcement by the Chief Minister's Office (CMO). At that time, the proposal was in mid-finalisation when the news broke out. Patna: Last week, just as the Nitish Kumar government was about to unveil one of its flagship welfare schemes, the 'free electricity' proposal, the plan was upended in a dramatic twist in poll-bound Bihar. Finally, on 17 July, Nitish officially announced the much-awaited scheme. 'Starting 1 August, 2025, that is, from the electricity bill for July, all domestic consumers in the state will not have to pay for up to 125 units of electricity. This move will benefit around 1.67 crore households across Bihar,' the CM wrote on X. Once again, Nitish is now at the centre of criticism, particularly from Tejashwi Yadav's Rashtriya Janata Dal (RJD), which quickly claimed credit for the policy. The opposition party linked the scheme to Tejashwi's pre-election manifesto, where he promised 200 units of free electricity to every household. Tejashwi had floated the promise of 200 units of free electricity per household way back in September 2024, which soon became central to his welfare pitch. From that same platform in Patna, he vowed to put pressure on the government to reduce energy costs even before elections. The former Bihar deputy chief minister also criticized the NDA's power policies, highlighting sky-high tariffs and the smart prepaid meter billing system, which he dubbed as 'smart cheaters.' 'Tejashwi Yadav promised Rs 1,500 pension, Nitish Kumar countered it with Rs 1,100. Tejashwi promised 200 units of free electricity, and Nitish Kumar announced 125. It's clear the Nitish government is simply copy-pasting Tejashwi's ideas,' said RJD spokesperson Mrityunjay Tiwari. 'Let's not forget, the CM himself had opposed the very concept of free electricity in the Vidhan Sabha, citing fiscal responsibility and safety concerns,' he said, attributing credit for the larger welfare schemes to Tejashwi Yadav. As the welfarism race intensifies, Patna's streets have become the battleground for political claims and counterclaims. Posters bearing Tejashwi's manifesto, promising free electricity, expanded pensions, and youth-driven reforms, dominated the landscape of the state capital. But, the focus has since then shifted to the posters and cutouts of Nitish and Prime Minister Narendra Modi, flanked by banners declaring promises fulfilled and promises for the next term. On Friday, Modi laid the foundation stone for developmental projects worth Rs 7,200 crore in the state where the polls are due before the end of November. Rebranded, reframed When the JD(U)-BJP alliance found itself losing control of the welfare narrative, the state government quickly rebranded and reframed the proposal for free electricity. According to political experts, insiders in the two ruling parties, the challenge wasn't just to roll out the free electricity scheme, but was doing so without explicitly naming it, as Nitish has long been seen as a critic of populist giveaways, especially during election cycles. Through the CM's official X handle, the scheme was repositioned not as a social welfare, but as an expansion of the Mukhyamantri Vidyut Upbhokta Sahayata Yojna, offering 125 units free to all domestic consumers. The policy is set to cover 1.86 crore households for a year. In doing so, the eastern state became the latest entrant in the growing list of states offering subsidised or free electricity, such as Delhi (200 units), Punjab (300 units), Himachal Pradesh (125 units), Jharkhand (125 units), and West Bengal (75 units). It is another fact that electricity subsidies are not new in Bihar. For example, during the 2024–25 fiscal year alone, the state disbursed Rs 15,995 crore in electricity subsidies. Other than this, Nitish's welfare playbook also includes 35 percent job reservation for women, 1 crore jobs by 2030, social security pension hikes (increased from Rs 400 to Rs 1,100), creation of a Youth Commission, and festive-season bus services for migrants during Chhath and Diwali. 'Wait for them to announce Rs 2,000 for women again, copying from Tejashwi's Mai Bahin Maan Yojna, which promises Rs 2,500,' RJD spokesperson Tiwari said. BJP OBC Morcha national general secretary Nikhil Anand countered the RJD's narrative. 'The RJD-Congress alliance appears visibly frustrated, with Tejashwi Yadav trying to claim credit for decisions he had no hand in. BJP's Nikhil Anand maintains that it's a step toward improving the lives of socially disadvantaged sections. 'Whether it's raising the social security pension from Rs 400 to Rs 1,100 or providing 125 units of free electricity, the NDA government in Bihar has consistently delivered rapid development and meaningful progress in social security and justice,' he emphasised. Presented as the Mukhyamantri Upbhokta Sahayata Yojana, the scheme combines power subsidies with a renewed push for solar energy installations. A budget of Rs 3,797 crore has been sanctioned for this expansion. Bihar has 2.16 crore electricity consumers, of which 1.86 crore are domestic users. Out of the 1.86 crore domestic users, 1.67 crore households consume less than 125 units a month. Under the new scheme, this chunk, which covers almost 90 percent of domestic consumers, both rural and urban, will now have to pay power bills. Starting July, and continuing for a full year, the government will foot the bill under a newly expanded welfare scheme. Between July 2025 and March 2026, the state will bear a total cost of Rs 19,792 crore for this purpose. The CM has also announced a 35 percent horizontal reservation for women who are permanent residents of the state, across all levels and categories of government employment. In the second week of July, the state cabinet approved the formation of a Bihar Youth Commission, a statutory body tasked with coordinating skill-building, employment, and leadership programmes for the youth. In the politically conscious Bihar, many recalled that Tejashwi, at the Chatra Yuva Sansad event in Patna on 26 June, had publicly vowed to establish a Youth Commission if the Mahagathbandhan came to power. Now that the Nitish Kumar government has been rolling out welfare announcements—pension hikes, job guarantees, and a rebranded electricity subsidy, the RJD sharpened its attacks on the JD(U)-BJP alliance. 'If they announce identical benefits such as 200 units of free electricity or Rs 1,500 pension, they would have to admit it was Tejashwi's idea first. So instead, they tweak the numbers to make it look like their own original proposals,' said RJD spokesperson Mrityunjay Tiwari. 'Nitish Kumar mocked our leader, asking if he would fund 10 lakh jobs from his pocket or jail. But when Tejashwi showed how to get it done, Nitish turned around and announced one crore jobs.' Chhattisgarh Liquor Scam: ED Secures 5-Day Remand Of Chaitanya Baghel
Raipur, July 18, The Enforcement Directorate (ED) on Friday secured a five-day custodial remand of Chaitanya Baghel, son of former Chhattisgarh Chief Minister Bhupesh Baghel, following his arrest in connection with an alleged money laundering case tied to the state's Rs 2,100 crore liquor scam. Chaitanya was produced before a special court in Raipur, where ED officials cited fresh evidence obtained during recent raids at the Baghel residence in Bhilai, Durg district. The court granted the agency permission to interrogate him at its Raipur office over the next five days. The arrest, which coincided with Chaitanya's birthday and the final day of the monsoon session of the Chhattisgarh Assembly, triggered a wave of political backlash. Earlier in the day, the Enforcement Directorate conducted a fresh raid at the Bhilai residence of the Baghels, intensifying its investigation into an alleged multi-crore liquor scam. A team of approximately 12 ED officials, accompanied by a heavy contingent of Central Reserve Police Force (CRPF) personnel, arrived at Baghel's residence in Durg district at around 6 a.m. This marked the second such raid in six months against the senior Congress leader and his family. Soon after the raid and subsequent arrest, senior Congress leaders gathered at Bhupesh Baghel's bungalow for an emergency meeting, while party workers staged protests outside the ED office in Raipur, accusing the Centre of weaponising investigative agencies for political retribution. Leader of Opposition Charan Das Mahant led a walkout from the Assembly, declaring that the Congress would not be cowed by what it described as 'tactical intimidation'. According to the ED, the alleged scam operated between 2019 and 2022 under the Baghel-led government, involving a parallel excise network run by bureaucrats and private contractors. Liquor was reportedly sold off the books, resulting in massive revenue losses to the state exchequer. While speculation continues over Chaitanya's possible links to the Mahadev betting app, the ED has yet to officially confirm any connection. His arrest adds to a growing list of high-profile detentions in the case, which has already ensnared former ministers, senior bureaucrats, and businessmen.
