Channel 4 boss urges Ofcom to be ‘brave' and back public service broadcasters

Channel 4 chief executive Alex Mahon has called on Ofcom to be 'brave' in ensuring public service broadcasters remain discoverable in an age of misinformation and disinformation.
Launching the broadcaster's annual report in central London, Ms Mahon, who recently announced she was stepping down from her role, made a final call for the regulator and policy-makers to ensure that younger generations remain connected to the world through 'objective truth'.
A report from Ofcom is due to be published this summer and is expected to lay out recommendations on which TV apps should be given prominence to ensure public service content can be easily found.
She said: 'I would say that doing nothing simply isn't an option because, without action, we really risk losing that generation's connection to the world around them and society's grip on objective truth. But we definitely can't do it alone as just Channel 4.
'I do encourage Ofcom and the policy-makers to be brave, to stand with us against misinformation and disinformation by ensuring that Britain's peerless public service media remains prominent and easily discoverable on all the platforms that younger generations use.'
Ms Mahon also urged the Government to reconsider copyright proposals to ensure that they 'don't harm British creativity'.
This comes as the Data (Use and Access) Bill is at its final reading and could allow copyrighted work to be used to train AI models without permission or remuneration.
The Bill has been condemned by high-profile figures in the creative sector, including musicians such as Sir Elton John, Annie Lennox, Sir Paul McCartney and Kate Bush, who say the Government's plans to make it easier for AI models to be trained on copyrighted material amount to the theft of music and will decimate the sector.
Ms Mahon added: 'Ofcom has confirmed that they're looking at digital prominence for PSM (Public Service Media) content, and the Government, I hope, is reconsidering its stance on copyright proposals, on training LLMs (Large Language Models) to ensure that they don't harm British creativity.'
In April, Channel 4 announced that Ms Mahon would be stepping down as the chief executive after nearly eight years.
Joining the organisation in 2017 as the channel's first female chief executive, she will be leaving the business in the summer when the broadcaster's chief operating officer, Jonathan Allan, will serve as interim chief executive.
The annual report revealed that Ms Mahon took home £1.29 million last year, including £544,000 worth of bonus payments which was worth 88% of her salary.
This marked a 30% increase on the £993,000 total pay package she received in 2023.
Senior executives have the opportunity to earn up to 80% of their salary in performance-related bonuses each year with Ms Mahon's being lifted this year due to a 'great performance', according to the company's annual report.
The company's pay-setting committee said the bonus payouts reflected a 'year of strong strategic, financial and operational delivery in 2024', particularly while 'navigating a challenging transformation across the organisation'.
It cited coverage including the Paralympics, current affairs programmes, and growth of its streaming platform.
The report also revealed that Channel 4 ended 2024 with a pre-tax deficit of £12 million, better than the £52 million reported the previous year, while the broadcaster's revenue rose to £1.04 billion, a 1% rise year-on-year.
It said digital advertising made up 30% of total revenues, reaching a target that the corporation set itself back in 2020, a year earlier than planned.
Meanwhile, the broadcaster said it spent £643 million on content last year, slightly less than the £663 million in the previous year, though it saw a 4% rise in spending on commissioning content from Scotland, Wales, Northern Ireland and the English regions.

Two years ago, Sir Keir Starmer enthused about teaching speaking skills. So schools campaigners were understandably dismayed when oracy – otherwise known as speaking and listening – did not appear in the interim report of the curriculum review for England headed by Prof Becky Francis. Peter Hyman, the former New Labour adviser who became a headteacher, has been a key figure behind the revival, over the past decade, of an idea developed in the 1960s. Steps to embed the importance of verbal communication in education have already been taken, with more than 1,000 schools working with the charity Voice 21, and a parallel project in Scotland. The hope expressed by children's authors and others last week is that its absence from the draft report was an oversight which will soon be rectified. The task before Prof Francis's commission is a daunting one, with reformers of all kinds looking to it for solutions. An evidence call attracted 7,000 responses, with the future of special educational needs provision, and a wish to reduce exams, among key issues raised. But it should be clear to the panel, and to ministers, that oral learning also matters. One reason is the rising number of children arriving in primary school with speech and language skills below the expected level. While some pupils catch up later, others need specialist help. Communication difficulties are one reason for the increase in the number of education, health and care plans (EHCPs), which set out what such support entails. The reasons for such complex changes are not yet fully understood, although the pandemic has had an impact. The challenge of artificial intelligence, in relation to university studies as well as schools, is another factor behind a renewed emphasis on talking. Given the easy availability of technological tools to aid writing, it is arguably more important than ever that people are equipped to share ideas and knowledge through speech as well. In many European countries oral examinations are far more common, in schools as well as universities, whereas in the UK 'vivas' are mostly reserved for postgraduate studies. In foreign language learning, the importance of speaking is taken for granted. But while oracy already features in the maths and science curriculum, as well as in English, it is often marginalised. The tricky task of reformers is to alter teaching practice so that more weight is placed on verbal communication, without making this yet another assessment hurdle to be cleared. For its champions, the core of oracy education is the ability to make connections. They want young people to be able to express themselves, and point out that this is a vital life skill – for example, in job interviews and the kinds of public‑facing work that seem least likely to be taken over by machines – for which school should prepare them. Big gaps in confidence about public speaking have long been recognised among the most glaring social inequalities. This doesn't mean that everyone should aspire to be a debating champion. Different accents, personalities and ways of relating should be valued, not ironed out. But if our schools are to keep pace with our frenetically changing world, it is surely right that they should maximise the facility for language, which is part of what makes us human.

Taxpayers would save up to £5bn next year if Andrew Bailey overhauls the Bank of England's controversial programme of bond sales, analysts have calculated. Deutsche Bank has said Rachel Reeves would be spared from transferring billions of pounds to Threadneedle Street if it stopped selling long-term debt amid a dramatic drop in bond prices. The Bank is currently unwinding the stockpile of gilts it amassed during the financial crisis and lockdown, when it created almost £900bn to boost the economy. When interest rates were at record lows of 0.1pc during the pandemic, the Bank earned far more on its returns from government bonds than it had to pay in interest to commercial banks. However, this reversed dramatically once interest rates started to rise. The Bank is now also actively selling gilts back to the market as part of so-called quantitative tightening (QT), crystallising billions of pounds of losses for the taxpayer.
