Karnataka launches Anti-Communal Force in coastal, Malnad districts to curb hate crimes

In a significant move aimed at countering rising communal tensions, the Karnataka government has officially rolled out a new Special Action Force, dubbed the Anti-Communal Force, which will operate in three communally sensitive districts, Dakshina Kannada, Udupi, and Shivamogga.

Karnataka Home Minister G Parameshwara, addressing reporters on Thursday, said a government order had been issued to constitute the force with immediate effect. The unit will initially begin operations in the selected districts, with provisions in place for further expansion if required.
'We have thoroughly deliberated on the structure, leadership, and operational powers of the Anti-Communal Force. A formal government order has now been passed, and the Director General of Police will implement the necessary measures,' Parameshwara said.
The Anti-Communal Force (ACF) is a newly formed Special Action Force specifically designed to monitor, prevent, and respond to communal incidents in areas identified as hotspots for hate-driven violence.
The force will be equipped with both human intelligence and technical capabilities, including a dedicated intelligence wing, social media monitoring cells, and surveillance units. Its responsibilities include:
According to the official order, the new force has been carved out of the existing Anti-Naxal Force (ANF). Of the 656 sanctioned posts in the ANF, 248 personnel, including a DIG-ranked officer, a DySP (Civil), and an Assistant Commandant, have been reassigned to this new unit.

Additionally, the unit will include four inspectors,16 Sub-Inspectors and a mix of other supporting ranks, forming three operational companies
Each company will be headquartered in Udupi, Shivamogga, and Dakshina Kannada, ensuring on-ground presence in the districts flagged as most vulnerable to communal unrest.
The announcement comes in the wake of heightened communal tensions, most recently triggered by the murder of Hindu activist Suhas Shetty in Mangaluru. Following the incident, the Home Minister had stated that a specialised force, modeled after the Anti-Naxal Force, would be formed to clamp down on communal disturbances, especially in the coastal belt.
Parameshwara stressed that areas like Dakshina Kannada, Udupi, Shivamogga, and surrounding regions have been categorised as "sensitive zones" due to recurring communal incidents.
'We will act without hesitation or mercy against anyone involved in spreading communal hatred or committing communal crimes. Our aim is to completely suppress such activities,' the Home Minister asserted.

Last Updated: Naushad Tyagi targeted widowed or separated women, changing his identity based on their religion to deceive them—using Hindu names for Hindus and a Muslim name for Muslim women In a shocking case of fraud and impersonation, a man from Muzaffarnagar, Uttar Pradesh, has been arrested for allegedly duping multiple women using fake identities. The accused, Naushad Tyagi, posed as a constable with the Uttar Pradesh Special Operations Group (SOG) and assumed different aliases to deceive women over the years. Tyagi reportedly changed his identity based on the religion of the woman he targeted. Tyagi is believed to have had two wives, 20 girlfriends, and physical relations with at least 10 women. He was arrested on July 1 from Charthawal. The case traces back to Sambhal, Uttar Pradesh, where Tyagi was living with a friend who worked as a police constable. When his friend departed for Madhya Pradesh due to the 2019 Lok Sabha elections, he inadvertently left his uniform and other belongings with Tyagi. This marked the beginning of Tyagi's deceitful exploits. He donned the uniform and relocated to Muzaffarnagar, presenting himself as a police constable. In Muzaffarnagar, Tyagi's first wife, who is 23 years older than him, and his second wife living in Civil Lines area, were unaware of his double life. Tyagi targeted women, primarily those who were widowed or separated from their husbands, and deceived them by changing his identity based on their religion—Rahul or Ricky for Hindu women, and Naushad for Muslim women. According to police, Tyagi's web of deceit extended across four states, including Delhi, Ghaziabad, Bulandshahr, Mathura, Sambhal, Muzaffarnagar, Meghalaya, and Assam. He duped approximately 20 women by assuming different names and developed physical relations with 10 of them, exploiting the trust they placed in him as a supposed UP Police constable. Tyagi also used the guise of the police uniform to earn money through illegal means. To intimidate those around him, he befriended local policemen and frequently moved around the area with them under the pretext of treating them. The scandal unravelled when Tyagi ensnared a widow running a shop in Muzaffarnagar. Introducing himself as Rahul Tyagi, he frequented her shop and feigned affection, promising marriage. Under this pretense, he extorted about 2 lakh 75 thousand rupees and later persuaded her to part with jewellery worth 3 lakh rupees. When he started avoiding her marriage talks, the woman grew suspicious and reported him to the police. Upon investigation, the police arrested Tyagi while he was preparing to flee and find new victims. They discovered objectionable photos and videos of numerous women on his mobile and various name plates he had used to change identities. Tyagi had been indulging in his debauchery under the guise of a uniform for nearly three years. The police have filed a case against Tyagi under relevant sections and have recovered the uniform he used for his deceitful acts.

New Delhi: Harvard University may lose up to $1 billion annually if US President Donald Trump goes ahead with his plans to cut research funding, tax policy and student enrollment, according to a new report in a leading American daily. An analysis of the worst-case scenario losses shows that America's oldest institution may have a budget deficit of over a billion dollars annually, should the impasse in the Harvard-Trump tussle prevail. According to The Wall Street Journal, a loss of $240 million in Endowment Fund, $700 million in research funding and $110 million in college, graduate school revenue puts the total number at over a million. Even though Harvard has a massive $53 billion endowment, which is still wealthier and more powerful than its peers, the university doesn't have much flexibility with that money. Much of the endowment is designed for specific purposes, such as some funds are allocated only for medical research, others for scholarships and some are locked in long-term investments. In addition to this, Harvard is a tax-exempt university. But with Trump's intention to take away the tax-exempt status and impose an 8 per cent tax on endowment, it could lose hundreds of millions of dollars a year. The US General Services Administration (GSA) on Tuesday asked all federal agencies to rethink their contracts with Harvard University and instead look for alternative businesses/companies for future endeavours. Harvard University has a higher percentage of international students, more than 7,000, who pay full tuition fees. With the Trump administration threatening to block the university from enrolling these students, it could reduce tuition fees. Since April, the US administration has taken away over $2 billion in research and education funding. With cuts to this, Harvard University might have to slash programs or departments, lay off professors or researchers, and reduce student scholarships. One of its major schools, the Kennedy School of Government, has started laying off employees and cutting down some of its departments or programs. The university has also started selling investments at a loss. They sold $1 billion worth of private equity investments at a 7 per cent discount. Katharine Meyer, an education policy fellow at the Brookings Institution, said that losing $100 million contract may seem small by itself, but if this keeps happening, the university won't be able to cover all the lost money from federal contracts, grants, and other income sources. She said, "This $100 million dollar contract pullback is certainly the smallest effort that we've seen, but I think the cumulative impact is hurtling toward a point where eventually Harvard does not have infinite funds to be able to fill in where they've lost federal contracts and grants and any other sources of their revenue." Over the last few months, the Trump administration has been at loggerheads with Harvard, particularly after anti-Israel protests over Benjamin Netanyahu's brutal war on Gaza and American support for what demonstrators called a genocide of Palestinians. The administration has also accused to varsity of giving safe space to people with antisemitic views. Karoline Leavitt, the White House Press Secretary, told reporters that Harvard had broken US civil rights laws. She said that if any organisation breaks federal law, like these civil rights laws, they should not be given federal funding, such as grants for research or education. The Trump administration has also removed Harvard University from its electronic student immigration registry. This is used to track international students studying in the US, so if a university is removed, then international students can't legally study there. The US has asked embassies to reject student visa applications of those looking to study at Harvard.
