An investigation is underway after capitol security found a man inside the Minnesota Senate chamber late Friday night even though the building was closed to the public, according to an email obtained by WCCO News sent to senators and staff. Around 11:30 p.m. Friday, "an individual experiencing mental health concerns was discovered inside the Senate Chamber. The individual made statements indicating he was the governor, among other remarks, and was found disrobed," Sven Lindquist, chief sergeant at arms for the chamber, wrote in an email sent Saturday afternoon. He said capitol security "responded promptly" and the person was sent to nearby Regions Hospital for evaluation" but was later deemed "non-threatening to himself or others" and was released. But he returned to the capitol grounds Saturday morning at 7:30 a.m., Lindquist explained. WCCO News reached out to the Minnesota State Patrol, which oversees capitol security, for comment but messages have not been returned. It's unclear how the man got into the capitol building and inside the Senate Chamber after-hours. The email said officials are investigating, and that the individual has a probation violation warrant on record in Wisconsin, though it "did not initially authorize a custodial transfer." The warrant has since been updated, and "appropriate measures will be taken upon next contact," Lindquist said. The incident comes a month after Rep. Melissa Hortman, the House DFL leader, and her husband Mark were shot and killed in an attack at their homes, which authorities say was a political assassination by a masked gunman impersonating a police officer. DFL Sen. John Hoffman and his wife Yvette were also shot and wounded and investigators say the accused assassin had a hitlist with other Democratic officials' names on it. "We are examining all aspects of the incident to address any security concerns," Lindquist told senators and chamber staff in the email. "I want to reiterate that the safety and security of all individuals within the capitol remain the top priority for Capitol Security and the Sergeants at Arms for both the House and Senate." The June 14 attacks are putting a spotlight on concerns about safety for elected officials and security at the capitol, where there are no metal detectors or other screening before the public can enter. The capitol building closes at night. Senate Republican Leader Mark Johnson, R-East Grand Forks, in a statement said he was "disappointed" in the security breach. "We are living in a heightened threat environment," Johnson said. "I expect the State Patrol and Capitol Security teams will thoroughly review what happened and give Capitol officials and staff, and the public, their assurances that this will not happen again." House Speaker Lisa Demuth, R-Cold Spring, said in a statement that anyone who trespasses at the state capitol should be arrested and prosecuted for breaking the law. "I look forward to learning why this did not take place in this highly disturbing incident," Demuth said. DFL leadership in both chambers has not yet commented on what happened. In wake of the lawmaker shootings, the Minnesota House and Senate will assist in paying for home security upgrades for their members with state funds through their existing chamber budgets. Before the change, lawmakers could only draw from campaign funds for such measures or out of their own pockets. Earlier this month, the top law enforcement official in Ramsey County urged lawmakers to consider additional security measures at the state capitol amid what he called "a troubling increase in the use of political violence, threats and intimidation." In a letter addressed to Lt. Gov. Peggy Flanagan, Sheriff Bob Fletcher said "recent heartbreaking events highlight the urgent need to reexamine security measures within the Capitol Complex." Law enforcement's response to the June 14 shooting of two Minnesota lawmakers and their spouses is raising new questions. The Minnesota Star Tribune (MST) examined the timeline of events and found several instances in which law enforcement made unsettling decisions. On June 14, state Sen. John Hoffman, 34, DFL, and Rep. Melissa Hortman, DFL, along with their spouses, were shot in their respective homes. Hoffman and his wife were wounded, but survived, while Hortman and her husband were killed. Despite knowing that a suspect — later identified as Vance Boelter — was impersonating an officer and had targeted a politician, law enforcement took 10 hours to alert lawmakers to the potential danger, according to MST. Following the shooting that wounded Hoffman and his wife, a New Hope police officer who was self-dispatched to the home of state Sen. Ann Rest, DFL, allegedly came in contact with Boelter. According to MST, Boelter did not respond to requests from the officer, who then drove away to check on Rest. However, the officer's interaction with the suspect was not immediately reported, according to MST. Additionally, the outlet alleges that Brooklyn Park police encountered the gunman at the Hortmans' home and saw him shoot Mark Hortman in the doorway before firing at the suspect. The gunman then went inside the home and additional gunfire was seen inside the house, according to MST. MST also claims that some police officers and legislators were not fully aware of the threat for several hours. Boelter was indicted on six federal charges in connection with the shootings, including the attempted shooting of Hope Hoffman. The maximum penalties for the charges include life in prison or death, according to the DOJ. "Vance Boelter planned and carried out a night of terror that shook Minnesota to its core," Acting U.S. Attorney Joseph H. Thompson said in a statement. "He carried out targeted political assassinations the likes of which have never been seen in Minnesota. We grieve with the Hortman family and continue to pray for the recovery of the Hoffmans. Today, a grand jury indicted Boelter with the most serious of federal charges for these heinous political assassinations. Let me be clear: Boelter will see justice." Fox News Digital reached out to Brooklyn Park Police and New Hope Police outside of office hours and did not receive a response from either department in time for publication.

The Stop Sticks weren't actually directly responsible for the suspects' death in this case – that dishonor is on the shoulders of the driver who kept pushing the crossover after the tires were chase began when a sergeant noticed the crossover behaving suspiciously. Trying to pull it over, the suspect driver decided to take off instead. It wasn't long before the vehicle was going over 100 mph on city streets, which could easily have resulted in killing innocent bystanders. By their very nature, things happen quickly during high-speed police chases. While it's easy for everyone to sit around and watch the footage online in the comfort of their home, the reality is cops often have to make split-second decisions where life and death hang in the balance. In this case, police relied on their training, deploying Stop Sticks instead of doing a high-speed PIT maneuver since the latter is incredibly risky. Officers draw their sidearms while approaching the mangled vehicle, because sadly even after bad crashes some criminals will ambush cops. But there's nobody living in the vehicle to do anything. The roof is caved in, the front end is obliterated, and the occupants are pinned inside. It was a senseless end to three lives, which is why just pulling over and talking to police is always the better choice.
