
Baroness Tanni Grey-Thompson unveils plan to improve air travel accessibility
The Aviation Accessibility Task and Finish Group (AATFG) group, established in November 2024 by the Department for Transport (DfT), aims to improve accessibility for disabled people on board aircraft and in airport terminals.
Former Paralympian and accessibility campaigner Baroness Tanni Grey-Thompson led the AATFG in curating 19 key accessibility recommendations for airlines, airports and the Civil Aviation Authority (CAA).
The Welsh crossbench peer told The Independent that she is familiar with 'really bad' travel experiences – something that can be 'catastrophic' for a disabled person if things go wrong.
According to the 16 July report, improved training for airline and airport staff, clearer passenger information and robust complaint procedures are needed to make flying more inclusive.
One 'poor experience' can stop someone from flying altogether, found the AATFG.
The review featured issues including missed flights, the use of non-inclusive language, broken or lost mobility equipment and an extended wait time to disembark.
The taskforce said that clearer passenger information is key for travellers to book assistance, access airport support services and transport mobility aids independently.
'Some of it is disabled people knowing their rights,' said Lady Grey-Thompson.
She also called for aviation workers to do more to help passengers with complaints when things do go wrong.
As chair of the AATFG, Lady Grey-Thompson said the 'biggest part 'of creating the report was industry representatives 'coming together, sitting in the same room and talking about it'.
'It's actually just trying to join up the system', she added.
The report highlighted an obvious inconsistency in accessibility training across different airports and airlines.
A lack of inclusive language was revealed, with 'outdated' terminology often used in the aviation sector.
It added that disability awareness training – developed alongside people with lived experience – should be rolled out for all aviation staff, including ground services and those in hospitality roles.
Lady Grey-Thompson said: 'Everyone in the airport needs to have an understanding of both visible and invisible impairments.'
Although in other sectors the 'excuse' of more training would earn an 'eye roll' from the Paralympic medallist, in aviation, the standardisation of training could be used to create a positive experience for disabled travellers.
She said: 'For everyone to have the same type of training sounds so basic, but it would make a lot of sense.
'It's about treating everyone with respect from security to the gate.'
The group chair added that experiencing discrimination while travelling, even in an airport café, can 'affect the whole journey' for disabled flyers.
She previously told BBC Breakfast of her 'humiliation' at being blamed for the late departure of a flight after the captain announced the delay was "because of the wheelchair."
According to CAA data, 5.5 million passengers requested assistance at a UK airport in 2024 – 1.9 per cent of total travellers.
Lady Grey-Thompson says that key sectors of the aviation industry have 'recognised that they need to do better' following repeated media scrutiny of airlines for leaving passengers on a plane or damaging mobility equipment.
BBC security correspondent Frank Gardner, who uses a wheelchair, has repeatedly criticised accessibility services at London Heathrow. Just last month, Mr Gardner was kept waiting for 90 minutes after other passengers had disembarked following a British Airways flight from Singapore.
Improving airport accessibility frameworks – used to assess how airports perform against their legal obligations – was also recommended to the CAA.
As of the latest airport accessibility report, most airports were ranked in the 'good' or 'very good' categories.
The group recognised it would be 'quite expensive' to fully rebuild older airports but added that the aviation industry should 'learn from its mistakes quickly and rectify them.'
Airport accessibility guides, and 'enhanced access to assistance throughout the airport journey', are among the 19 recommendations.
Lady Grey-Thompson said: 'This report is the next critical step in making air travel more inclusive for disabled people.
'I'm grateful for the commitment the industry has shown to making change and breaking down barriers in aviation for everyone, bringing freedom to travel, whether for leisure or work, and to connect with friends and family.'
Currently, there are no legislative plans or budget from the government to enforce the changes. However, future airport eGate plans include wider accessible gates.
The group will now start to deliver the recommendations for disabled passengers, with progress reports to the DfT to ensure proposals are adopted by the industry.
In response to the report's release, transport secretary Heidi Alexander said: 'Everyone should be able to travel with dignity and be respected at every stage of their journeys, including disabled passengers. That's why we established this group in November last year, and I welcome this report's findings, which will clear the runway for greater accessibility in aviation.
'I know the industry is working hard to make services more inclusive for all, and I look forward to seeing these proposals becoming a reality with the support of the group. Now is the time for action and to make a real difference so that people can travel with confidence.'

Heathrow's £21bn third runway plan revealed – and could be ready by 2039
Heathrow airport has said it can build a third runway for £21billion within a decade. The airport is seeking permission to open a new 3,500-metre runway to the north-west of its existing location. Plans have been submitted to the government for a new full-length runway, but insisted it is open to considering a shorter one. This would enable an additional 276,000 flights per year, from 480,000 today to 756,000. The M25 motorway would need to be moved into a tunnel under the new runway. Heathrow also wants to create new terminal capacity for 150 million annual passengers, up from 84 million currently. This would involve a new terminal complex named T5XW and T5XN, extending Terminal 2, and demolishing Terminal 3 and the old Terminal 1. Heathrow said its runway and airfield plan would be privately funded at a cost of £21billion. It attributed the increase from its estimate of £14billion in 2018 to 'construction inflation'. The total plan, including terminals and supporting infrastructure, would be expected to cost £49 billion. Airlines have expressed concern that the airport will hike its passenger charges to pay for the project. Heathrow believes it is possible to meet the government's ambition of securing planning consent by 2029 and the new runway being operational within a decade. Chancellor Rachel Reeves, who gave her backing for a third runway in a speech on growth in January, said: 'We are one step closer to expanding our biggest airport – boosting investment in Britain, increasing trade for businesses, and creating up to 100,000 jobs.' Transport Secretary Heidi Alexander described the expansion proposals as 'a significant step towards unlocking growth, creating jobs, and delivering vital national infrastructure'. She will consider the plans over the summer so that a review of the Airports National Policy Statement (ANPS) can begin later this year. Conservative shadow transport secretary Richard Holden said his party welcomed the investment in UK infrastructure, but insisted it must be privately funded. Heathrow submits ‘shovel-ready' plans for third runway
Heathrow has submitted its 'shovel-ready' plans for a third runway as part of a £50bn investment, as the government said expanding Europe's largest airport could create 100,000 jobs and drive growth. The 2-mile (3.2km) runway expansion would cross a diverted M25 and allow more than 750 additional flights a day over London, helping bring the total annual number of passengers to 150 million. Environmental campaigners called it a 'doomed scheme' that would release millions of tonnes of CO2 while benefiting only a small minority of rich flyers. Heathrow said that with government support it could obtain planning permission by 2029 and have the runway in operation by 2035. Its proposals remain essentially the same as those submitted in 2019 and approved in principle by the government and MPs. That scheme survived a brief block on climate grounds sparked by legal challenges from campaigners, overturned on appeal in 2020. However, the plans were put on hold as passenger numbers dropped during the pandemic. The shareholders in the airport, which include the French private equity firm Ardian and Saudi Arabia and Qatar's sovereign wealth funds, are seeking legislative change, as well as long-term political support, before filing a full planning application. Rachel Reeves, the chancellor, has strongly endorsed expansion, but Heathrow is seeking firm policy guarantees after previous runway plans were overturned. These include airspace modernisation to ensure extra flight paths and the passing of the planning and infrastructure bill. The airport is also seeking guarantees that the aviation regulator, the Civil Aviation Authority (CAA), would allow Heathrow to levy charges to airlines at a level high enough to recoup its investment. Heathrow said the price of the runway itself would now be £21bn, up from £14bn six years ago, due to inflation in construction costs. An additional extension of Terminal 5 to support the extra passengers would cost £12bn, while another £15bn spend is planned to upgrade the wider airport regardless of the runway development. It will also examine a rival proposal from a developer, the Arora Group, which has drawn up plans for a shorter runway further to the east. The CBI, British Chambers of Commerce, MakeUK and the Federation of Small Businesses said in a joint statement that the third runway 'opens up vital access to major and emerging markets [and] unlocks billions in private investment, strengthening supply chains, creating jobs, and driving skills across the country'. Heathrow claims expansion would also create more competition. British Airways currently operates half of all flights from Heathrow and airlines jealously guard rights to valuable slots. EasyJet said the runway represented 'a unique opportunity for easyJet to operate from the airport at scale for the first time and bring with it lower fares for consumers'. However, opponents questioned whether the scheme would progress, having failed to move ahead so far despite approval from two previous governments. Paul McGuinness, the chair of the No 3rd Runway coalition, said: 'There's a real danger that we'll end up with a hole in the ground and a debt pile for taxpayers to underwrite, because the government had foolishly encouraged Heathrow's profligate self-interest, as if blind to the lessons of HS2.' The mayor of London, Sadiq Khan, said a new runway would have 'a hugely detrimental impact on our environment'. Dr Douglas Parr, the policy director for Greenpeace UK, said the announcements meant residents around Heathrow would have 'their lives put on hold for a few more years while more money and time is wasted on a doomed scheme … the economic case for the whole debacle just will not fly'.

Ground-breaking Griffin takes over as RFU president
Deborah Griffin became the first woman to be president of the Rugby Football Union in its 154-year history on Friday, with a mission to drive transformation within the new role is the culmination of a life dedicated to rugby which has seen her move from player to administrator and now into the most senior backroom role in the English first picked up the sport at university and the former Richmond player's passion for rugby was instantaneous."I just thought this was the most amazing thing I'd ever done, I just loved the game," she said."It's given me so much that I only ever want other people to have the same thing."The dedication to giving others the chance to experience the same rewards is clear from her remarkable rugby was a founding member of the then Women's Rugby Football Union in 1983, one of four women who organised the first women's Rugby World Cup in 1991, she became the first woman on the RFU Council in 2010 and the first elected female RFU Board member in 2014.A qualified chartered accountant, she spent nine years on the RFU Audit Committee and also represented the English governing body as a member of the World Rugby Council. She was awarded an OBE in 2011 for services to women's rugby and one of her first responsibilities as RFU president will be the fast-approaching Women's Rugby World Cup."It's not just about the women playing, you know, it's about the whole game," she said."The venues will be joyous, and I just think it's a wonderful opportunity to show people our great game." Griffin is travelling to the tournament in a unique way, driving to games in her campervan and staying at campsites."My daughter is coming with me. "That's really, really important - and a lot of that is in response to societal changes. The world doesn't stand still, and neither can we."It won't move as fast as people maybe think it should, but then I don't think that's a problem."We won't have another major governance review, probably for another 10 years or more. So it's really, really important - I'd rather get this right."The results of the governance review will go to the RFU Council in the autumn but work on giving more devolved power to different regions could come visited clubs across England in her previous roles with the RFU, she wants the union to become more agile and responsive to each region's needs."I think people want to have more influence over conversations and decisions that are being made regionally," she said. "One solution for Cumbria is not the same as the solution for Hampshire. We've been working on this for several years in terms of how we can make those decisions, particularly around the growth of rugby at more local levels."We have to move on with that regionalisation, and the governance has to be aligned with that. You can't do everything all at once. So we very much want to get the regionalisation under way in the next season."
