Ahram Online has exclusively interviewed Makhtar Diop, managing director of the International Finance Corporation (IFC), during his visit to Egypt to explore how the corporation is partnering with Egypt to drive investment, enhance connectivity, and unlock the full potential of key sectors, from aviation and tourism to renewable energy and MSMEs.
As Egypt charts a path toward greater economic resilience, the role of strategic partnerships and private sector engagement has never been more critical.
Asset monetization and infrastructure development are emerging as cornerstones of the country's transformation agenda, and global institutions are stepping in to support and guide this transition.
Since beginning operations in Egypt nearly 50 years ago, IFC has invested and mobilized almost $10 billion in investment projects, with an advisory portfolio amounting to $25 million in the country.
Diop's insights highlighted the pivotal reforms shaping Egypt's economic future and the opportunities they create locally and across the African continent.
Ahram Online: What were the key highlights of your meeting with the Egyptian president regarding the asset monetization programme?
Makhtar Diop: The meeting highlighted a crucial phase in Egypt's economic strategy, focusing on the asset monetization programme.
The president reiterated the government's commitment to this initiative, emphasizing its potential to invigorate the economy.
We discussed the proposal to begin with the monetization of 11 airports, a strategic move to optimize state assets. We plan to launch tenders for the first airport by the end of 2025, marking a significant step forward.
Our conversation underscored the benefits of a portfolio approach. This approach allows for the simultaneous management of multiple assets, thus minimizing the risks associated with dependence on a single transaction.
By successfully executing the first transaction, we aim to instill confidence in the investment community and illustrate the viability and robustness of the broader monetization programme amid fluctuating political and economic landscapes.
We also discussed how to deepen collaboration between Egypt and the African countries.
President El-Sisi emphasized the importance of African collaboration in addressing various challenges such as economic development, security, and climate change. His leadership aims to strengthen ties within the continent through initiatives that promote investment, trade, and partnerships among African nations.
AO: The IFC is assigned as the technical advisor to the Egyptian government for the planned offering of 11 airports. Could you please expand on this?
MD: Egypt's 11 airports play a vital role in the nation's connectivity, facilitating domestic and international travel and serving as critical gateways for tourism, trade, and investment.
The airports are strategically located to enhance access to major cities, archaeological sites, and scenic destinations, contributing to Egypt's economy, which heavily relies on tourism.
Additionally, improved airport facilities enable better cargo transportation, boosting trade activities.
The airports are essential for Egypt's thriving tourism sector, significantly contributing to the economy. They provide access to historically rich areas like Cairo, Luxor, and Aswan, as well as coastal destinations such as Sharm El-Sheikh and Hurghada.
By increasing flight availability and improving facilities, these airports can attract more international visitors, thereby enhancing economic revenue from tourism, creating jobs, and supporting local businesses.
Infrastructural improvements such as modernizing terminal facilities, expanding runways, and upgrading baggage handling systems are crucial for enhancing airport efficiency.
Investments in technology, like automated check-ins and advanced security measures, can streamline passenger processing.
Additionally, expanding capacity to accommodate more flights and passengers will help support the growth in air traffic expected as tourism rises.
IFC provides financing, technical expertise, and strategic guidance for airport development projects.
This includes mobilizing private sector investments through public-private partnerships (PPPs) that can leverage domestic and international resources.
The IFC can also assist in improving operational efficiencies and enhancing the overall passenger experience.
AO: How can upgrades to airports impact Egypt's economy?
MD: Upgrading airports can significantly impact Egypt's economy by fostering growth in tourism and trade, reducing travel time and costs, and improving logistics capabilities.
By attracting more international flights, Egypt can boost tourism revenues, create jobs in the hospitality and service sectors, and drive demand for local goods and services.
Enhanced air cargo capabilities can also improve the efficiency of exporting Egyptian products, strengthening the economy.
Strategic partnerships with international airport operators, airlines, and logistics companies can bring valuable expertise and operational efficiencies to airport development.
AO: How is the IFC planning to assist Egypt in transitioning from a state-driven economy to a private-sector-led model?
MD: The IFC is fully committed to supporting Egypt's critical transition from a state-driven economy to a private-sector-led one.
Our approach involves not only funding but also addressing bureaucratic hurdles that currently deter private investment.
In my meetings with government ministers, they told me that they have identified regulatory simplification as fundamental, which includes streamlining processes and cutting redundant fees and taxes – IFC is supportive of this.
Accordingly, we can help create a more business-friendly environment.
Collaborative engagements with key ministries, such as the Ministry of Investment and the Ministry of Public Business Sector, are pivotal as they identify state-owned enterprises (SOEs) that could be considered for monetization and strategize on enhancing the governance and operational efficiencies of those remaining under state control.
Our comprehensive framework aims to establish an enabling ecosystem that encourages private sector participation, thus driving sustainable economic growth and creating jobs for the Egyptian population.

MD: The IFC recognizes the significance of renewable energy in Egypt's quest for sustainable economic growth and energy independence.
By facilitating investments in solar and wind projects, which have vast potential given Egypt's geographical advantages, we aim to enhance energy resilience.
Our strategy includes conducting feasibility studies, mobilizing public-private partnerships, and providing technical assistance to attract private developers.
Moreover, we are working closely with the government to enhance regulatory frameworks and create incentives for private investments in renewables.
By fostering an investment-friendly environment and supporting innovative financing mechanisms, such as green bonds, we can stimulate substantial private sector engagement in renewable energy, contributing to job creation and reducing carbon footprints.
AO: What is the potential of the healthcare sector in Egypt, and how can the IFC contribute to its development?
MD: The healthcare sector in Egypt holds immense potential for growth, especially as demand for quality healthcare services expands.
The IFC plans to enhance collaboration with private healthcare providers to improve service delivery, accessibility, and affordability.
We support investments in health infrastructure, medical technology, and healthcare professionals' training, aiming to uplift the country's overall healthcare standards.
AO: What are the key aspects discussed during your meeting with the Egyptian minister of investment and external trade?
MD: The minister was very keen on IFC's plans to ramp up its equity portfolio in Egypt and worldwide.
He was also interested in hearing about our new guarantee offering through MIGA, the risk insurance arm of the World Bank Group. We plan to triple our guarantee level to $20 billion by 2030.
The discussions also touched upon scaling up efforts on local currency financing and increased mobilization.
Today, for each dollar IFC invests, we mobilize two from other investors. We aim to raise this ratio in the very near future.
AO: How does the IFC support Egypt's efforts in the Micro, Small, and Medium Enterprises (MSMEs) sector?
MD: The IFC supports Egypt's efforts in the MSME sector largely through banking solutions such as providing special credit lines.
Additionally, the IFC is now working with non-banking financial institutions to reach more MSMEs and provide easier access to finance, which is a new direction in their strategy.
Since 2020, IFC has committed more than $850 million to MSMEs in Egypt through both financial and non-financial banking institutions, including equity. It focused on those led by women, helping them build businesses that foster innovation and strengthen communities.
AO: If you have a message at the end of this interview, what would it be? And to whom would you send it?
MD: Now is an ideal time for reforms in Egypt. The world is looking at Egypt due to its stability and market trust.
Once reforms aimed at simplifying processes and creating a level playing field are implemented, investments are expected to pour in.

This meeting comes within the framework of ongoing coordination and cooperation between the Ministry of Tourism and Antiquities and the Ministry of Foreign Affairs and Emigration. At the outset, Minister Sherif Fathy welcomed the diplomats, wishing them success in their new assignments. He emphasized the critical role they play in promoting Egyptian tourism abroad and in presenting a modern and comprehensive image of Egypt that reflects both its ancient civilization and its contemporary development. He stressed the importance of highlighting Egypt's rich tourism assets and the diversity and uniqueness of its tourism products and experiences, in a way that enhances Egypt's global tourism position and attracts more tourists and investments. The Minister presented the vision and mission of the Ministry, along with the main pillars of its current strategy, which focuses on positioning Egypt as the world's leading destination in terms of the variety of tourism products it offers—from cultural, beach, and spiritual tourism to desert adventures and more. He further explained that the Ministry's strategy aims to achieve sustainable economic security through tourism, by generating long-term returns that positively impact local communities surrounding heritage and tourism sites. This, in turn, fosters a culture of preservation and care for these sites. Minister Fathy also spoke about the Ministry's commitment to regularly updating its strategies and action plans in response to current and future developments, based on comprehensive analyses and market forecasts, especially in light of global political and economic changes. He underscored that training, qualification, and development of human capital—particularly young, talented professionals with specialized skills—is a top priority for the Ministry. Investing in human resources is a cornerstone of the Ministry's vision for sustainable sectoral growth. The Minister highlighted Egypt's keenness to engage in international knowledge exchange in the fields of tourism and antiquities, including the organization of professional joint workshops. He referenced a recent workshop held on the sidelines of the Arabian Travel Market (ATM) in Dubai, which brought together Egyptian and Bahraini travel companies to lay the groundwork for future cooperation. He also reviewed the ongoing service development project at the Giza Pyramids area, part of the Ministry's broader efforts to enhance the visitor experience at Egyptian museums and archaeological sites. He pointed to the Ministry's collaboration with the Ministry of Agriculture and relevant animal welfare NGOs to ensure the well-being of horses, camels, and other animals at archaeological areas, especially in Giza. Minister Fathy reaffirmed the Egyptian government's full commitment to preserving the country's heritage and history, while also exploring ways to maximize the economic benefits of antiquities without compromising their cultural value or harming the surrounding environment. He noted the Ministry is currently working with UNESCO on several major initiatives and projects. He also stressed Egypt's unwavering determination—through continued cooperation between the Ministry of Tourism and Antiquities and the Ministry of Foreign Affairs and Emigration—to repatriate Egyptian antiquities that were illegally taken abroad. The Minister discussed the significant role that temporary exhibitions of Egyptian antiquities held abroad play in promoting Egypt's tourism sector and showcasing its diverse offerings. He referred to the recent approval by the Supreme Council of Antiquities to host two temporary exhibitions in Italy and Hong Kong, which will serve as powerful tools for destination marketing in those countries. At the conclusion of the meeting, the Minister responded to several questions and inquiries from the diplomats regarding the tourism and antiquities sectors, and listened attentively to their suggestions and ideas. Egypt car market reverses course as prices plunge, supply rebounds: Experts - Markets & Companies

After years of soaring prices, shortages, and market distortions, Egypt's automotive sector is witnessing a dramatic shift, with car prices falling across key segments. The notorious 'overprice' premiums have nearly vanished, and industry players are betting big on local manufacturing. Experts say the trend is not a passing phase but the start of a structural realignment that could reshape the market through 2026. For Egyptian consumers long burdened by inflated vehicle prices and limited options, the tide appears to be turning. According to leading industry figures, car prices in Egypt have dropped significantly since early 2025, with expectations of continued declines driven by currency stabilization, increased imports, stronger domestic production, and strategic policy interventions. 'Between 15 to 18 brands have lowered their prices, some by as much as 20 percent. This includes major players like Citroën, which slashed prices by over 10 percent, and SsangYong, which cut prices by nearly 23 percent,' Osama Abu El-Magd, head of the Egyptian Automotive Dealers Association, told Ahram Online. This downward trajectory coincides with a surge in investment from automotive companies. Five major manufacturers have announced plans to invest more than $600 million over the next year, aiming to triple domestic production capacity from 95,000 to around 260,000 vehicles annually. These expansions are expected to reduce reliance on imports and increase market competitiveness. Currency stability rebuilds confidence The easing of foreign currency restrictions and the stabilization of the Egyptian pound were pivotal in restoring market dynamics. 'The resumption of letters of credit and access to hard currency enabled importers to restock adequately,' said Amr Soliman, a member of the Automotive Committee at the Federation of Egyptian Chambers of Commerce. 'That was the turning point. We've since seen five new models launched, and with Nasr Automotive's plant coming online soon, supply is poised to grow further,' he added. Weakened demand drives price cuts While supply factors have played a significant role, a drop in consumer demand due to inflationary pressure also helped push prices downward. 'In the second quarter of 2025, demand softened considerably. This forced distributors to offer more competitive pricing to clear inventory, especially as new brands entered the market, intensifying competition,' Soliman said. Meanwhile, the normalization of maritime logistics through the Red Sea and falling shipping costs have eased price pressures. Previously, high transport costs were a major driver of car price inflation. Now, supply chains have recovered significantly, contributing to cost reductions. Additionally, domestic production has become a game-changer. Five new vehicle assembly plants were launched in the past seven months, according to Abu El-Magd, particularly impacting vehicles priced under EGP 1.5 million. 'This created a new layer of price competition, leading to price drops of up to 20 percent on some models. We're also seeing a significant increase in the availability of affordable vehicles, which has reshaped market expectations,' he explained. However, higher-end segments, those priced above EGP 1.5 million, remain less affected due to limited competition. The slump in new car prices has had a stark effect on used vehicles, which have seen a value decline of over 20 percent. 'When a brand-new 2025 model sells for EGP 720,000, and a 2016 used model is EGP 700,000, the choice is obvious. This dynamic has weakened demand for used cars considerably,' Abu El-Magd told Ahram Online. Government strategy: From burden to export At the heart of the transformation is Egypt's national strategy to localize the auto industry. Backed by direct presidential support, the plan aims to reduce the sector's drag on the trade balance and instead turn it into a net exporter of vehicles and components. The strategy includes production incentives starting from 10,000 vehicles annually, direct subsidies of up to EGP 50,000 per car, depending on price tier, support for feeder industries, and regulatory reforms to remove investment barriers. Still, structural hurdles persist, including customs duties on essential components, multi-stage value-added tax (VAT) collection, which burdens liquidity, and development fees of up to 8.5 percent on vehicles over 2,000cc. 'To make local manufacturing truly competitive, these burdens must be eased. Tying incentives to export performance would also raise the global profile of Egyptian-made vehicles,' Soliman stated. Outlook: Sustained price decline through 2026 Both Soliman and Abu El-Magd agree that current trends are not short-lived. With 10 new factories expected to be operational by the end of the year and local production capacity expanding, car prices are expected to continue their decline into 2026. 'We are entering a new era in Egypt's automotive market, defined by local manufacturing and fair competition. This is good news not only for consumers but for the broader economy,' said Abu El-Magd. 'Exchange rate stability, increased supply, stronger competition, and state support have eliminated overpricing and driven down costs. The key to sustaining this progress lies in deepening local industry incentives and removing remaining barriers to expansion,' Soliman concluded. The Egyptian National Railways Authority has confirmed that a special, air-conditioned third-class train, Train No. 1940, will depart from Cairo on Monday, July 28, 2025, at 11:00 AM and arrive at the High Dam Station in Aswan by 11:40 PM. To ensure convenience and comfort, the train will include an additional luggage carriage specifically for passengers' personal belongings. The return journey for regular passengers will operate as Train No. 1945, departing Aswan on Tuesday, July 29, at 8:30 PM, and arriving in Cairo at 9:25 AM the following day. This effort was launched under the directives of Lieutenant General Kamel El-Wazir, Egypt's Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, who instructed railway authorities to provide all necessary logistical and service support. The goal is to guarantee a safe, organized, and dignified journey for Sudanese citizens returning home.
