US media outlets reported the video on Monday and Tuesday after McNeil posted it on social media.
Jacksonville Sheriff T.K. Waters said the public should not rush to judgment and that officers had asked McNeil several times to come out of his vehicle.
McNeil's lawyers and civil rights group Black Lives Matter said the video showed police brutality.
'This should not have happened,' Black Lives Matter said on X. 'But the police have never treated Black people like human beings.'
Waters told reporters that reviews of the incident were ongoing but the state attorney's office determined that none of the officers violated criminal law.
Waters added that D. Bowers, the officer who broke the car window and punched McNeil, was stripped of his law enforcement authority pending the outcome of the reviews.
McNeil was arrested and charged with resisting arrest, marijuana possession, driving with a suspended licence, not wearing a seat belt and not having headlights in bad weather, court records cited by ABC News showed.
He was sentenced to and served two days in jail, the report added.
In a police report, Bowers said McNeil was reaching towards an area where there was a knife. McNeil's attorneys — lawyers Ben Crump and Harry Daniels — said their client was never combative.

Police arrested two people for the murder of a police officer Image: File In a significant breakthrough, a multidisciplinary team from the Hawks has arrested three suspects, aged between 19 and 25, in connection with the murder of Wynberg Saps' Sergeant Lulama Njobeni. The arrests were made following an investigative operation with collaborative efforts of the Serious Organised Crime Investigation team, the Provincial Commissioner Serious and Violent Crime unit, the Taxi unit, the Extortion team, and the POCC combat team. On May 30 this year, Njobeni, aged 48, was shot and killed outside his home on Thys Witbooi Street in Vrygrond, Muizenberg. At the time of the attack, he was in uniform and en route to begin his shift. According to reports, the sergeant sustained fatal gunshot wounds, which sent shockwaves through the local community and drew outrage from fellow officers. The convicted rapist's name is withheld to protect the minor victim's identity. Limpopo spokesperson for the National Prosecuting Authority (NPA), Mashudu Malabi-Dzhangi said the incident occurred on 24 December 2023 during a wedding ceremony in Dennilton, where the accused man was the groom. 'The victim, her mother, younger sibling, and two aunts — part of the bride's family — were offered a room to sleep at the bride's residence after the celebration. In the early hours, the accused entered the room where the victim was sleeping, carried her to an unoccupied bedroom, and raped her,' said Malabi-Dzhangi. The little girl's screams for help prompted the rapist to flee. Her mother found her naked and immediately reported the matter to the police, which led to the accused man's arrest. Next Stay Close ✕ During trial, state advocate Shirley Mawasha presented compelling evidence, including a J88 medical report, DNA evidence, and testimony from the accused's uncle, who confirmed the accused admitted to sexually assaulting a child and expressed remorse to him. In aggravation, the prosecution argued that the accused betrayed the family's trust, exploiting his role as a protector. 'His actions turned a day meant for celebration into a horror, damaging the relationship between the two families irreparably due to his greed,' Mawasha submitted. The prosecution also highlighted the accused man's 'arrogance and lack of remorse' throughout the trial. In passing judgement, the judge condemned the accused man's actions, noting that as a newlywed, he should have shared his first night with his bride, not committed an act 'fit for movies, not real life.' The court emphasised that the accused knowingly took the child, left her on the floor, and fled, showing a ruthless lack of conscience. The judge highlighted that despite DNA evidence, the accused man's 'arrogance' persisted, and the trial left the minor and her family, who had supported him, in misery. Aligning with the prosecution, the court sentenced the accused man to life imprisonment, stressing the need to protect society, vulnerable groups, and deter similar offenders. The convicted man was also declared unfit to possess a firearm, added to the National Register of Sexual Offenders, and deemed unsuitable to work with children. Meanwhile, the National Prosecuting Authority in Limpopo has welcomed the life imprisonment sentence imposed by the court. A 13-month-old baby girl tragically killed in Mankweng after being run over by a pickup van driven by her mother's ex-boyfriend. Image: Supplied A 35-year-old man has been arrested in Mankweng, Limpopo, for allegedly killing a 13-month-old baby girl and severely injuring her mother by deliberately driving over them with a pickup van. The horrific incident occurred on the evening of July 26, around 8.05pm, when the mother and her baby were reportedly waiting for a taxi to Segopye village. Police spokesperson Colonel Malesela Ledwaba says the suspect, believed to be the woman's ex-boyfriend, approached them and 'started to have a heated argument with her.' Despite the escalating confrontation, a taxi soon arrived and the woman, clutching her child, quickly boarded. However, the drama didn't end there. As they were en route, the taxi driver reportedly warned the mother that a pickup van was following closely behind. When they got off at Marothi (Makwalaneng) Cross, tragedy struck. Tragically, the baby girl later succumbed to her injuries, while the mother sustained significant leg wounds. Police have since registered a case of murder and attempted murder. The suspect appeared in the Mankweng Magistrate's Court on Monday. Ledwaba confirmed that the 'investigation is still ongoing' and urged the public to come forward with any information that might assist the case. IOL News
