Yeovil murder victim's body not found despite police tip off
Mr Wheeler, who was last seen alive on the day of the police's first tip-off and visit, was murdered by his friends Mark Roberts and David Garland after they mistakenly believed he was a paedophile.The defendants had read news coverage of a man with the same name, who was jailed in 2003 for grooming and sexually abusing two 13-year-old girls, police said.Mr Wheeler had no convictions for child sexual offences, and was only 16-years-old in 2003, police added.Mark Roberts, 39, of Juniper Close in Yeovil, Somerset, and David Garland, 40, of no fixed abode, were sentenced to life in prison in June.
The IOPC investigation, which comes after a mandatory referral from Avon and Somerset Police, said an officer spoke to the man outside the property, who said he lived at the address and refused to let them inside.They later received anonymous information about a dead body at the same address, suggesting the man had been murdered two or three weeks before."Inquiries were carried out, but police were unable to locate a body," the report said.Several arrests were later made, including the man who was initially visited by the officer and a short time later a body was found.The IOPC said it concluded its investigation in March and is in the process of informing the people involved of the outcome.

The family of the mother, 22, has appealed for anyone with information to come forward. 3 Lucy Hargreaves, 22, was asleep on the sofa when three men burst into her home in Walton, Liverpool, on August 3 2005 and fatally injured her. The killers then set fire to the home on Lambourne Road, where her partner and two-year-old daughter were upstairs, and they had to escape through a window. Two decades on, her family released a previously unshared photograph of the mother-of-three, taken at college. They said: "Over the past 20 years, people will have talked with family and friends. "A number of people were contacted by males using a phone that was stolen, along with a vehicle used in Lucy's murder. "The people who received those calls, along with others, could have information which could be crucial in achieving justice for Lucy, her parents, sister, children and all her extended family and friends. "We appeal directly to them to please come forward. Now is the time." Police arrested 21 people as part of their investigations, but no-one has been convicted. "Their callous and reckless actions could have claimed the lives of two more people that night, had they not escaped the flames by jumping from a window upstairs. "We are as determined as ever to get justice for Lucy, whose death robbed her family of a loving mother and daughter. "As with any unsolved murder, time is no barrier to our pursuit of justice for Lucy and we appeal to anyone with any information, no matter how small it may seem, to contact us." Ms Hargreaves' family, who said they "miss her every single day", welcomed a focus on tackling violence against women and girls in recent years. They praised the families of other victims of gun crime, including the mothers of nine-year-old Olivia Pratt Korbel and Ashley Dale, 28, who were shot in their homes in separate incidents in Liverpool in August 2022. The family said: "We greatly admire the determination and guts of the families of those who have more recently been killed as a result of gun crime here in Merseyside. "The mums of both Ashley Dale and Olivia Pratt Korbel have led a real and powerful community challenge to men of violence." The family added: "We consider ourselves to be an ordinary local family with strong roots in the Walton, Norris Green, Croxteth and Dovecot areas of Liverpool. "Lucy's nanny Joyce was a strong mother of eight who had to cope with the loss of three granddaughters in her lifetime - including Lucy. "Her nanny Betty, left a widow aged 35 with six children to bring up, was awarded the British Empire Medal for her services to nursing as an auxiliary nurse in the Royal Liverpool Hospital. "They were two strong local women typical of their generation, and Lucy too was a strong woman who could have achieved so much had she only been given the opportunity." Detectives are continuing to appeal for anyone with information about a gold Lexus car, believed to have been dumped shortly after the shooting on Richard Kelly Drive, Clubmoor, by a number of men who then ran in the direction of Normandale Road. Police previously said they wanted to speak to Kevin Thomas Parle in connection with Ms Hargreaves' murder. Parle, who was believed to be living abroad, was also wanted in connection with the murder of Liam Kelly, 16, who was shot in the early hours of June 19 2004 in Dingle, Liverpool. 3

Man killed on North Yorkshire road he campaigned to make safer
Tributes have been paid to a former councillor who was killed on a road he had campaigned to make Michael Duggan, 81, died in hospital after a collision between his car and a skip lorry on Friday morning on a section of the A19 he had previously highlighted as being Stephanie Duckett described Mr Duggan as a "fantastic" man who was "very passionate" about the village of Riccall, between Selby and said: "He was very much Mr Riccall, anything he could do he would for that village. "John was one of those people who once you met him, you didn't forget him. When he walked into a room everybody knew straight away he was there."He was a brilliant man and loyal friend."Mr Duggan was joining the A19 northbound at Riccall from the York Road junction when his Nissan Juke collided with a driver, a 42-year-old man from York, was arrested at the scene and was assisting officers with enquiries, according to North Yorkshire a parish councillor for Riccall, Mr Duggan had petitioned for changes to the layout of the A19 through the village as far back as 2007 and had called for a roundabout to be told the York Press newspaper in August that year that a junction on the road had been the site of numerous accidents and two said: "The stretch of the A19 that runs past Riccall is one of the fastest sections of the road, and the speed of traffic using this section is totally unacceptable to local people who are trying to enter and exit the village."Ms Duckett said, despite his death occurring on the next junction along to the one Mr Duggan had raised concerns about in the past, the road remained a concern."That road is tremendously busy and every year traffic just seems to multiply," she said."At one point there was money for the roundabout and it was never built and the cost now is just in the millions to do the same project."I honestly don't think it's every going to get done."Mr Duggan was elected to the Riccall ward of Selby Council with the Labour party in 2022 he stood for Camblesforth and Carlton in the North Yorkshire Council local election but lost to Conservative councillor Mike Jordan.
