RDI scheme to help promote startups engaged in sunrise sectors; boost domestic manufacturing

The new Research Development and Innovation (RDI) scheme with a corpus of Rs 1 lakh crore will help the industry and startups access funds to undertake research in key technology sectors, such as quantum computing , robotics, and artificial intelligence, a government official said.The scheme, approved by the Union Cabinet on July 1, will help boost domestic manufacturing of high-end goods and services and create jobs in the country. It will also support the acquisition of critical technologies and facilitate the establishment of a deep-tech fund of funds.The announcement is important as expenditure on research and development in India is just 0.65 per cent of GDP -- much lower than the global average of 2.7 per cent. Some of the major countries having high R&D expenditure include Israel (6.3 per cent), South Korea (5 per cent), Singapore (2.2 per cent), the UK (2.9 per cent) and the US (3.6 per cent).According to some reports, the share of private sector investment in R&D is low because companies often see this as a cost rather than an investment."Investment in R&D is important for private sector firms and startups as it helps bring new products and services into the market," the official said.The government has taken a series of measures to promote budding entrepreneurs in the country under the Startup India initiative , launched in 2016. The RDI scheme is formulated to overcome the constraints and challenges in funding the private sector in research, development, and innovation.This scheme, another official said, will provide long-term financing or refinancing with low or nil interest rates. Financing in the form of equity would also be possible, especially for startups.Out of Rs 1 lakh crore, Rs 20,000 crore has already been allocated in the Budget for this fiscal. Private capital may also come from the funds promoted by Deep Tech Fund of Funds."One key thing in the scheme is that any ministry that wants to have a technology included under the scheme can send a proposal to the Department of Science and Technology for consideration," the official said.The governing board of Anusandhan National Research Foundation (ANRF), chaired by the prime minister, will provide an overarching strategic direction to the RDI scheme.The Executive Council of ANRF will approve the scheme's guidelines, and recommend second-level fund managers and scope and type of projects in the sunrise sectors.An Empowered Group of Secretaries led by the Cabinet Secretary, will be responsible for approving scheme changes, sectors and types of projects as well as second-level fund managers besides reviewing the performance of the scheme.The government shall provide a 50-year interest-free loan to the Special Purpose Fund under ANRF which would further provide funds to second-level fund managers.These second-level fund managers can be AIFs (alternate investment funds), NBFCs (Non-Banking Financial Companies) or even Focussed Research Organisations.It would be an investment committee of such second-level fund managers having a mix of technical and financial experts from private sector, academia, technology, and finance sectors who would select the specific projects."Thus, in this way, a system has been designed to be able to undertake independent decisions and help in jumpstarting India's R&D ecosystem," the official added.The Department of Science and Technology will serve as the nodal department for the implementation of the scheme and will come out with detailed guidelines, which would also provide effective recycling of capital to keep supporting the RDI efforts of the private sector.

Jaipur: Protests continue in Jahazpur town of Bhilwara district in Rajasthan on Saturday following the murder of a youth by a mob. The victim's family has demanded Rs 1 crore in compensation and bulldozer action on the houses of the accused, while the local administration, in view of rising tensions, has imposed restrictions and cancelled the Tazia procession scheduled for July 5 and 6 during Muharram. The family has been staging a protest outside the government hospital in Jahazpur since Saturday. The Sub-Divisional Magistrate (SDM) of Jahazpur has officially withdrawn permission for the Tazia processions, citing law and order concerns. A complete ban has now been enforced on carrying out processions on both days. According to the police, the incident occurred on Friday around 7:30 PM in the Takiya Masjid area of Jahazpur. Four youths - Sitaram, Sikandar, Dilkhush, and Deepak - residents of the Chhavni area in Tonk, had come to Jahazpur in a car to attend a function at the home of Sikandar's sister. While leaving the main market, their car accidentally hit a handcart. An argument broke out with the cart owner, and soon, around 20 people gathered and began assaulting the group. Sitaram (25) was pulled out of the vehicle, beaten severely, and thrown onto the road. He succumbed to his injuries on the spot. In protest, Jahazpur town observed a complete shutdown on Saturday. A murder case has been registered against 16 named individuals and 20 unidentified others. Police forces from 10 nearby stations have been deployed to prevent any further unrest. Hari Nand Kahar, state chief of the Kewat Kahar Samaj, said that Sitaram was brutally murdered. 'We strongly condemn this heinous act. The accused must receive strict punishment. The victim's family is poor - his father has passed away, and his elderly mother was entirely dependent on him,' he said. Nand Kahar pointed out that the family must receive Rs 1 crore compensation and a government job for one member, adding that the case should be investigated by an SIT and tried in a fast-track court. Bhilwara MP Damodar Agarwal said that the incident is serious, and there is anger in society. 'Police are arresting the criminals. A situation of agitation has arisen. People must maintain peace,' he said.

Speaking to the media here on Saturday ,Bhumana criticized the government for intimidating farmers to prevent them from attending YS Jagan Mohan Reddy's visit, spreading false propaganda about its cancellation, and failing to support farmers facing severe losses. The former MLA highlighted the government's neglect to ensure fair prices for mango farmers, forcing many to destroy their orchards due to financial distress. He cited the case of T Kumar from Tumindagu village, who was fined Rs. 12,750 by forest officials for cutting down 16 mango trees, an act driven by the lack of viable returns and government support. 'This is the coalition's tyranny, punishing farmers for their desperation while failing to address their plight,' Bhumana said. He contrasted this with Karnataka, where NDA leaders secured Rs 16 per kg for farmers, while Andhra Pradesh's government remained indifferent, holding superficial meetings with pulp factories to falsely claim support. Despite obstacles, Bhumana asserted that YS Jagan's visit to meet distressed farmers is confirmed. 'No amount of intimidation or denial of permissions will stop YS Jagan from standing with farmers,' he declared, noting that YSRCP has twice requested the district collector for security and permissions. He also dismissed Deputy Chief Minister Pawan Kalyan's remarks as irrelevant, urging the government to focus on farmers' welfare instead of suppressing their voices. Nehal Modi, the brother of fugitive economic offender Nirav Modi, has been arrested in the United States on an extradition request by the Central Bureau of Investigation and the Enforcement Directorate, The Hindu reported on Saturday. Nehal Modi is a co-accused in the Rs 13,000-crore Punjab National Bank fraud case. In its complaint, the prosecution in the US said that the extradition proceedings were being pursued for alleged money laundering under India's Prevention of Money Laundering Act and alleged criminal conspiracy under sections of the erstwhile Indian Penal Code, the newspaper reported. Nehal Modi is alleged to have assisted in concealing and transferring illicit funds through a network of shell companies and overseas transactions, The Hindu reported. The extradition matter is expected to be heard in a US court on July 17, PTI reported. Nehal Modi is a Belgian citizen. The PNB fraud came to light in February 2018 when the bank informed the stock exchange BSE that it had detected 'fraudulent and unauthorised transactions' worth Rs 11,380 crore at a branch in South Mumbai. A few officials of the public sector bank had allegedly issued fraudulent Letters of Undertaking to Nirav Modi's companies, resulting in the loss of Rs 6,097 crore to PNB. Nirav Modi is in prison in the United Kingdom, where he is facing extradition proceedings. Nehal Modi and Nirav Modi's uncle Mehul Choksi is also one of the prime accused in the matter. Choksi had fled India for Antigua and Barbuda in January 2018, a few weeks before the fraud came to light. He then secured the citizenship of the Caribbean country.
