Madras High Court seeks Centre's report on funds disbursed to state under SS scheme

CHENNAI: The Madras High Court has directed the union government to file a report on the disbursal of funds under the Samagra Shiksha scheme for Tamil Nadu.
A vacation bench of justices G R Swaminathan and V Lakshminarayanan issued the direction to file the report on Friday while hearing a Public Interest Litigation (PIL) petition filed by V Eswaran, founder of the Coimbatore-based Marumalarchi Makkal Iyakkam praying for orders to admit students under the Right to Education (RTE) Act for the current academic year.
The bench expressed dismay over non-disbursal of the central funds when Additional Advocate General (AAG) J Ravindran submitted that the union government has not released its share of the funds since 2021 due to political animosity.
Informing the bench that the state government has moved the Supreme Court regarding the issue, Ravindran stated the government has convened a meeting to discuss the issue at the end of the month.
The counsel for the central government submitted that the Centre has been allocating funds for the other states but not to Tamil Nadu. The bench commented that if the funds were not provided, the private schools would suffer and adjourned the hearing for Friday.
The petitioner prayed for the court to issue a direction to the respondent authorities to initiate the admission process under RTE Act for 2025-26 immediately.
The notification for admissions to Class 1 under the RTE Act for 25% of the seats, which all private state board schools are mandated to reserve for children from economically weaker sections, are usually issued by the government in mid-April. Following this, applications can be filed on state government's online portal and the admission processes by respective schools are completed by May.

The Pondicherry State Students and Parents Welfare Association has raised an alarm over suspected misuse of nativity claims, with its president V. Balasubramanian revealing that at least two students were found to be listed in both Puducherry's CENTAC merit list and the Tamil Nadu Health Department's list. This duplication, he said, points to potential fraud in the declaration of nativity, a critical factor in admissions under the Union Territory's government quota. In a formal petition addressed to the Lieutenant Governor, Chief Minister and senior officials of the UT administration, the association has demanded an immediate probe and intervention. It has urged authorities to prevent candidates from other states from cornering seats meant exclusively for Puducherry natives. The association has also sought a thorough cross-verification of applicants' NEET scores, rank numbers, and personal details against the merit lists released in Tamil Nadu, Andhra Pradesh, Telangana, Karnataka, and Kerala. Balasubramanian expressed concern that multiple similar cases may have gone undetected due to insufficient scrutiny. Despite clear provisions in Puducherry's admission guidelines — which disqualify any student claiming nativity in more than one state during the same academic year — the issue continues to recur annually. The rules also mandate a parental declaration affirming the legitimacy of the nativity claim, but activists allege that enforcement remains weak. Last year, eight students were disqualified on dual nativity grounds. However, the association criticised CENTAC and the Puducherry Health Department for not implementing the rules effectively. Balasubramanian alleged that the departments have failed to take proactive steps to detect and deter fraudulent claims. Drawing attention to recent action taken by Tamil Nadu authorities, who disqualified over 23 students for submitting fake documents under the NRI and other quota categories, the association urged the Puducherry government to adopt similar strict punitive measures. It also called for action against students, parents, and intermediaries involved in procuring bogus nativity certificates. With the admissions process underway, the association has warned that failure to address the issue promptly could deny deserving local candidates their rightful opportunity to pursue medical education.

MADURAI: A Public Interest Litigation (PIL) has been filed before the Madurai Bench of the Madras High Court seeking a direction to forbear the Tamil Nadu government from extending the tenure of the incumbent Director General of Police/Head of Police Force (DGP/HoPF) Shankar Jiwal, who is set to retire on August 31, or appointing an in-charge or acting DGP, instead of taking steps for empanelment of eligible officers for the post. Petitioner K Yasar Arafath of Ramanathapuram alleged that the state government has not initiated the mandatory process of empanelling eligible IPS officers and forwarding their names to the Union Public Service Commission (UPSC) for preparing a panel. Further, he alleged that the government is deliberately doing so to ensure that an officer of its choice leads the police department till the Assembly elections in May 2026, and requested the court to grant an interim injunction restraining the government from extending Jiwal's tenure or appointing an acting DGP. The plea has been listed for hearing before a bench of justices SM Subramaniam and AD Maria Clete on Monday

It is also expected to make importers hold back on placing new orders, say industrialists. Industries in Punjab export yarn, textiles, hand tools, agri and tractor parts to the US, among other products. 'The tariffs announced by the US President are not just disappointing but very worrying,' said Amit Thapar of Ganga Acrowools Limited in Ludhiana, which exports yarn to the US. Thapar, who is also the chairman of CII's (Northern Region) export committee, said, 'Textile exports worth approximately $10.05 billion were made from India to the US last year and this year till May, the exports have already grown by 13 %.' Punjab contributes a significant 28% to India's total textile export of $36 billion. 'But the problem now facing the industry in the state is lower tariffs on competing countries like Turkey (15%), Vietnam (20%), Pakistan (19%), Bangladesh (20%) and Sri Lanka (20%), all lower than India. This puts Indian exporters at a huge disadvantage. Buyers have been calling us. We will start holding meetings to chart the future path amid uncertainty. I hope the situation improves,' he added. SC Ralhan, president, Federation of Indian Export Organisations (FIEO), who is the managing director of Ludhiana-based Sri Tool industries, said the tariffs were a major setback for the hand tools industry in Punjab that annually exports machinery worth ₹3,000 crore to the US. 'Our government is negotiating with exporters on this front. They are likely to compensate us, but if the tariff is implemented, it will be a huge setback. Countries like Vietnam and Turkey are set to benefit straight away,' he said. Upkar Singh Ahuja, president, Chamber of Commercial and Industrial Undertakings (CICU), said the industry in Punjab will be adversely hit, as besides textiles, hand tools machinery and auto parts were exported in huge quantities to the US. 'We are hopeful that the Indian government will provide a respite soon,' he said.
