‘Entire complexion of Delhi HC is changing': Justice Dharmesh Sharma, who held Kuldeep Sengar guilty in Unnao rape case, retires
Terming it a positive change, Justice Dharmesh Sharma of the Delhi High Court said Friday that 'the entire complexion of the HC is changing' with 'so many outsiders coming'. He was speaking at a farewell organised for him by the Delhi High Court Bar Association (DHCBA) ahead of his official retirement on June 8, when the court will be on vacation.
The remarks come at a time when the Supreme Court Collegium headed by Chief Justice of India B R Gavai on May 26 recommended the transfer of three judges to the Delhi High Court, including Justice Nitin Sambre of the Bombay High Court, Justice Vivek Chaudhary from the Allahabad High Court, and Justice V Kameswar Rao, who is being repatriated to his parent high court of Delhi from Karnataka High Court. Incumbent Chief Justice D K Upadhyaya too took charge in January after being transferred from the Bombay High Court.
As a judge of the trial court and the special court to hear cases under the POCSO (Protection of Children from Sexual Offences) Act, Justice Sharma had in 2019 held former BJP MLA Kuldeep Sengar guilty of rape of a minor girl in Unnao in 2017.
Stating that he will join the Bar 'soon', Justice Sharma said, 'A lot many things are happening, if I'm allowed to say. The entire complexion of the (Delhi) HC is also changing and…sometimes now this high court is looking like an IPL franchise because so many outsider players are coming and (will) come in future. I think it's a good thing…'
'I don't know how to end my note because it is a little emotional for me… I'm thankful… The justice delivery system needs some overhauling, some changes, yes. You may please bring about some objectivity to whatever is happening around… We can do more about it,' he added.
Speaking at the full court farewell reference of Justice Sharma, Chief Justice Upadhyaya said on Friday, 'He was deeply involved in the institutionalising of legal aid framework, infrastructure development and streaming of various legal awareness programmes across the Capital…He is known to be a judge of great practical wisdom and he always remained oriented to grant relief to litigants in the court.'
Justice Sharma had, in September 2024, dismissed a petition by the Shahi Idgah (Waqf) managing committee opposing the installation of a Rani of Jhansi statue inside the Shahi Idgah Park in Sadar Bazar and sought that the Delhi Development Authority (DDA) and Municipal Corporation of Delhi (MCD) be restrained from such encroachments.
Earning his law degree in 1987, he practised at trial courts in Delhi, mainly in civil matters. He was also appointed as the additional standing counsel of the Centre during this time before joining the Delhi Judicial Services in 1992. After serving a little over a decade, he was elevated to the Delhi Higher Judicial Services in August 2003. From 2017-19, he served as a principal judge of the family court and was later appointed as principal district judge of New Delhi till he was elevated to the Delhi High Court in May 2023.
He served as secretary of the Delhi High Court Legal Services Committee during 2007-08 and also as member secretary of Delhi State Legal Services Authority (DSLSA) during 2014-17.

Bike taxi riders on hunger strike across Karnataka, seek withdrawal of ban
Several bike taxi riders across Karnataka have launched an indefinite hunger strike demanding the withdrawal of the government's ban on bike taxis. The protest, which has spread across cities such as Bengaluru, Mysuru, Mandya, Davangere, and Ramanagara since Sunday, is being led by the Bike Taxi Welfare Association, which has submitted an open letter to Chief Minister Siddaramaiah and Transport Minister Ramalinga Reddy. In the letter dated June 27, the association appealed for a clear and inclusive regulatory framework, stating that the ban had stripped thousands of gig workers of their primary source of income. The letter noted that bike taxis had become a widely used last-mile mobility option in urban and semi-urban areas over the last few years. 'We are not asking for favours. We are asking to be heard,' the letter said, highlighting that many riders were now left without any livelihood options and were facing severe financial distress. According to the association, a significant number of bike taxi riders are from economically weaker backgrounds–students, former daily-wage workers, and women who have returned to work post-pandemic. Riders claim that the flexibility and accessibility of the profession have made it a viable source of income in regions where formal employment opportunities are limited. The protesters have questioned the rationale behind allowing two-wheelers for delivery services while penalising those offering passenger rides on similar vehicles. They argue that both fall under the gig economy and the Motor Vehicles Act, and have called the current policy stance inconsistent. 'There is no clarity on why passenger transport by bike taxis is treated differently from delivery services. We are ready to comply with rules but need a fair framework,' said the association in its letter. The ban on bike taxis in Karnataka has led to enforcement actions and vehicle seizures by transport department officials. Some riders allege they have been fined and harassed and that repeated appeals to the government have gone unanswered. The association has warned that unless the government engages in dialogue with stakeholders and comes up with a workable solution, the protest will continue. 'A policy that includes voices from the ground will be better informed and practical,' the letter stated. Meanwhile, the counsel representing two bike owners in a case challenging the Karnataka High Court order to suspend bike taxi operations argued last week that refusing to register vehicles as transport vehicles or issue contract carriage permits for motorcycles would create a monopoly for existing operators. 'By refusing to register vehicles as transport vehicles or issue contract-carriage permits for motorcycles, the state is effectively denying citizens their right to carry on a lawful business. This creates a monopoly for existing operators and stifles competition, contrary to the Motor Vehicles (MV) Act's liberal objectives. The market should determine viability through demand and supply, not state intervention,' argued senior advocate Dhyan Chinnappa before a bench of Justices Kameswar Rao and C M Joshi. In April, the Karnataka High Court ruled that bike taxis cannot be permitted to operate without proper notification of guidelines under section 93 of the Motor Vehicles Act. With the order coming into effect on June 16, aggregators Rapido, Uber, and Ola have stopped bike taxi operations in the state.

CBI books ex-SBI branch manager in Assam for illegal assets of Rs 80 lakh
The CBI has booked a former manager of the State Bank of India branch in Assam for possessing allegedly illegal assets worth over Rs 80 lakh, an official said on Monday. Pinku Kumar, former Branch Manager, SBI, Ramkrishnanagar Branch, Karimganj, is also facing a separate investigation over his alleged collusion in a multi-crore scam involving sanction of loans using forged documents, the official said. CBI's Shillong-based Anti-Corruption Branch (ACB) registered the latest Disproportionate Assets case against Pinku Kumar on June 27 after receiving a complaint from a preliminary investigator. The complaint alleged commission of criminal misconduct by Pinku Kumar while intentionally enriching himself illicitly, during the check period from April 1, 2019 to March 27, 2025. During this period, he was found in possession of pecuniary resources/property, disproportionate to his known sources of income which he cannot satisfactorily account for, to the tune of Rs 99.20 lakh -(81.84 per cent DA), said the CBI FIR filed against the former bank manager. Taking note of the preliminary probe conducted in the matter of criminal misconduct, the CBI's FIR said, 'The facts mentioned in the aforesaid complaint, prima facie, reveal commission of congnizable offences, punishable under Section 13(2) read with 13(1)(b) of the Prevention of Corruption Act, 1988 (as amended 2018) on the part of Pinku Kumar.' Section 13 of the Act defines various forms of criminal misconduct by public servants. These include actions like abusing their position, misappropriating property, or possessing assets disproportionate to their known sources of income. Earlier in March, the CBI booked Pinku Kumar twice in separate corruption cases naming two brokers Sumen Paul and Jadab Paul, along with the former, in each of the cases. Raids conducted by the federal agency in these two cases led to seizure of 481 grams of gold, 11.11 gram of diamond-studded jewellery and 1,092 gram silver. The CBI investigation showed that the former bank manager conspired with the two brokers and allegedly approved loans base on forged papers, leading to a loss of crores of rupees to the SBI.
