Debtor imprisonment reinstated under Kuwait's Bankruptcy Law
The explanatory memorandum states the following: Article 5 of Bankruptcy Law No. 71/2020 repealed Articles 292, clauses one, two, and four of Articles 293, 294, 295, and 296 of Decree- Law No. 38/1980, which governs the Civil and Commercial Procedures Law, leading to the lapse of all arrest warrants and the imprisonment of debtors. It was then decided to reinstate the debtor imprisonment system with the controls to be included in the Civil and Commercial Procedures Law. This necessitates an amendment to the text of Article 5 of Law No. 71/2020.
This amendment is considered one of the most important measures creditors use to compel debtors to pay. Furthermore, following the issuance of the Amiri Order on 5/10/2024, which stipulated in Article 4 that laws shall be issued by decrees with the force of laws, the draft bankruptcy decree-law was prepared. Its first article mandates the deletion of the phrase that cancels the articles from the aforementioned Civil and Commercial Procedures Law.
Article Two requires the ministers, each in their capacity, to implement this decree-law, effective from the date of its publication in the official gazette. Meanwhile, the official gazette Kuwait Al-youm also published Decree-Law No. 59 of 2025, which amends certain provisions of the Civil and Commercial Procedures Law. These amendments aim to strengthen pressure mechanisms to encourage solvent debtors to repay their debts, eliminate obstacles to debt settlement wherever possible, and take into consideration the circumstances of insolvent debtors.

NBK hosts Generation Science students in partnership with KFAS
KUWAIT: Under their long-lasting strategic partnership, National Bank of Kuwait (NBK) hosted the Generation Science program launched by Kuwait Foundation for the Advancement of Sciences (KFAS) aimed to inspire students and involve them in fields like science, technology, engineering and mathematics at an early age. On this occasion, Emad Al-Ablani, Group Chief Human Resources Officer commented: 'We are pleased to host this distinguished group of aspiring Kuwaiti youth who look forward to enhancing their skills in essential fields such as science, technology, engineering, and mathematics. Kuwait-Benin ties 5 decades strong
KUWAIT CITY, July 30: Deputy Assistant Foreign Minister for African Affairs Ambassador Nayef Al-Mudhaf said the relationship between Kuwait and Benin spans more than 50 years, characterized by strong ties and fruitful cooperation in many areas. In a statement to the press when he attended the recent celebration of the 65th anniversary of the independence of the Republic of Benin, Al-Mudhaf disclosed that the two countries signed 11 agreements, including the skilled labor agreement; in addition to the existence of a joint committee, ongoing political consultations, and other agreements that support the frameworks of bilateral cooperation. Al-Mudhaf disclosed that the Republic of Benin opened its embassy in Kuwait in 2009, while Kuwait opened its embassy in Cotonou in 2012, a manifestation of the strength of bilateral relations. He confirmed that coordination is underway to arrange the visit of the Benin Foreign Affairs Minister to the State of Kuwait, which will be announced in due course. Regarding the domestic worker agreement, Al-Mudhaf explained that it is still under negotiation between the two sides, hoping that an agreement will be reached soon. He added that the number of Benin citizens in Kuwait exceeds 10,000, and most of them are domestic workers. He pointed out that Kuwait, through the Kuwait Fund for Arab Economic Development (KFAED), has so far provided 14 development loans to the Republic of Benin, a total of around KD42 million. He asserted this reflects the depth of the development partnership between the two countries. On the other hand, Ambassador of the Republic of Benin to Kuwait Prof. Baderou Dine Aguemon pointed out that the 65th anniversary of his country's independence is a glorious national occasion to celebrate not only freedom and sovereignty, but also the collective commitment of Benin to move toward a more prosperous, peaceful, and internationally cooperative future. He emphasized that the new Republic of Benin is open and ambitious, ready to forge fruitful strategic partnerships with sisterly and friendly countries, especially Kuwait. He said the Beninese Embassy in Kuwait is ready to serve the community and provide the necessary support to anyone wishing to learn about the opportunities available in his country, urging everyone to contact the embassy whenever necessary. Duqm Refinery hits milestone with 500th export shipment
MUSCAT: Duqm Refinery has successfully exported more than 19 million tons of refined petroleum products to global markets, the refinery's CEO announced on Monday, marking a major milestone for the Kuwaiti-Omani joint initiative. Kuwaiti engineer Abdullah Al-Ajmi, CEO of Duqm Refinery, said the refinery has also shipped over 304,388 metric tons of liquefied petroleum gas (LPG) and 50,000 tons of petroleum coke per shipment, highlighting the refinery's growing role in global energy supply chains. The announcement came in a statement to the Kuwait News Agency (KUNA) as the refinery celebrated its 500th oil product shipment, a milestone Al-Ajmi described as a reflection of the refinery's 'accelerated progress' and its position as a strategic hub in global energy logistics. 'Duqm continues to set new benchmarks in operational excellence,' said Al-Ajmi, noting that the refinery has achieved loading rates of 130,000 barrels per hour across five berths operating simultaneously, a feat that demonstrates 'advanced performance and operational precision.' He added that the refinery has proven its logistical efficiency by handling vessels of various sizes—from small tankers to large LR2-class ships—and completing each petroleum coke shipment in under 120 hours. 'This rapid achievement reinforces Duqm's standing as a strategic development anchor and a trusted global supply chain partner,' he said, describing the refinery as one of the world's newest and most efficient. Located in southern Oman, Duqm Refinery is the largest joint investment project between Kuwait and Oman, co-owned by OQ, Oman's energy company, and Kuwait Petroleum International. With an estimated investment of $9 billion, the project aims to add high-value refined products to the international energy market. The facility was officially inaugurated in February 2024 under the patronage of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and Sultan Haitham bin Tariq of Oman. — KUNA
