's Sector 14 campus near gate 3 was closed on Saturday, 15 years after a similar attempt was reversed following
student protests
. This time, one student, Harkamal Singh from the
Student Organisation of India
(SOI), was taken away by police after he tried to block the closure work.The cut had served as an easy route between the university's Sector 14 and Sector 25 campuses, especially for students on two-wheelers or cycles.
Though authorities claimed it caused traffic congestion and dangerous turns, students insisted it was a crucial commute link.In 2009, when the UT administration first closed the divider, it sparked major protests.
Students, including Simranjit Dhillon, then president of the Panjab University Students' Union, led a hunger strike that lasted several days. The protests gained significant attention, culminating in police intervention and the hospitalisation of a few protesters. In response, the administration reopened the cut. On April 21, students once again stalled closure work when it was begun by the UT authorities and had submitted a memorandum to the VC regarding the same. But today, workers resumed the process. As they started the construction, Harkamal arrived at the site and stood in front of the workers, refusing to let them proceed. Police reached the site and tried to persuade him to leave. When he did not, they forcibly took him away. No other students were detained.

Just after four days of meeting with UT administrator Gulab Chand Kataria on Thursday, the local unit of Aam Aadmi Party (AAP), again visited the governor house on Sunday to submit a memorandum demanding a court-monitored CBI or SIT probe into two major scams that have raised serious questions about the functioning of civic governance in the city — the Community Centre Booking Scam and the ₹75-crore Manimajra 24x7 Water Supply Project. The AAP delegation submitted a memorandum to the Chandigarh administrator. (HT) The AAP delegation, led by president Vijaypal Singh, alleged large-scale corruption, deliberate manipulation of public systems, and misuse of taxpayer funds. The party has also demanded urgent citywide reforms in Chandigarh's water supply system, stating that the issue extends well beyond Manimajra. 'Forgery, exploitation in Community Centre bookings' AAP claims a massive scam in the functioning of the Community Centre Booking Branch under the municipal corporation. They alleged that forged booking slips, fake seals, and false signatures of councillors were used to extort money from families who were legally entitled to free bookings of the centre. Vijaypal Singh said, 'Economically Weaker Section (EWS) families were forced to pay anywhere between ₹10,000 and ₹55,000 for community centres that should have been free for them.' 'This is not just financial corruption but a daylight robbery from the poor,' he added. They alleged that ineligible individuals were falsely promised discounts while officials collected full cash payments and issued fake documents. AAP claims that the scam is well-organised and may be worth over ₹100 crore, involving booking branch officials, agents, and political protection. Smart City Water Project under scanner AAP also flagged serious irregularities in the ₹75-crore Manimajra 24x7 Water Supply Project, which was launched as a pilot project under the Smart City initiative. The party alleged water contamination and poor-quality supply in households; delay in tender processes and incomplete infrastructure; absence of project head since October 2024; €48 million loan component left unhedged, increasing financial risk; and misuse of funds with no accountability or visible progress. 'This is not a pilot project — it is a pilot disaster,' said Singh. 'No zone is receiving proper 24x7 water supply, but payments are being cleared, tenders are missing, and no one is answerable,' he added. AAP also pointed out that Chandigarh's water crisis is not limited to one locality. Residents in several sectors and villages continue to face issues of low water pressure, erratic supply, and murky drinking water. In its memorandum, AAP demanded a CBI investigation into the Community Centre Booking Scam, immediate seizure and protection of all physical and digital booking records, and suspension of all officers involved, directly or indirectly. The party also demanded a CBI or SIT probe supervised by a senior judge into the ₹75 crore water project, to halt further disbursement of Smart City funds until the pilot's performance is independently verified, and a citywide audit and action plan to fix water supply problems across Chandigarh.

Chandigarh police's Samavesh programme disposes of 7,386 plaints in 2 years

Almost two years since the launch of police-community partnership programme 'Samavesh', the UT police have disposed of thousands of complaints and also created awareness amongst over a lakh residents, reveals data. As per the programme, one sub-inspector rank officer of the police department is engaged at each Samavesh Kendras to provide services and remains available for 12 hours at the centre. (HT File) Under the scheme, the police received 9,920 complaints under various categories from October 1, 2023 till June 30, 2025 and disposed of 7,386 of the same. Samavesh, which in its operational term means policing along with the community, was launched in October 2023 with an aim to reduce trust deficit, dignity deficit and spatial disconnect among citizens and the police. A total of 1.2 lakh residents of Chandigarh have attended 2,478 awareness programmes organised by the police in this time period. These awareness programmes ranged from drug awareness, gender sensitisation, harassment of women at public and workplaces, awareness about various welfare schemes of the government and also meetings with Resident Welfare Associations (RWAs). A total of 215 missing mobile phones were recovered by Samavesh staff and the same were handed over to their applicants/users. In this period, as many as 13,581 senior citizens' visits were made on a daily basis by Samavesh staff deputed in various police stations. The Samavesh staff in the presence of concerned station house officers (SHOs) conducted 324 meetings with the members of resident welfare and market welfare associations. These meetings are organised on a monthly basis to hear and resolve their issues. A special drive regarding tenant and servant verification was conducted in 2024 and a total of 2,679 tenants/servants were verified under this drive. Tenants/servants verification drive/camp is still ongoing starting from July 15 till July 20. As per the programme, one sub-inspector rank officer of the police department is engaged at each Samavesh Kendras to provide services and remains available for 12 hours at the centre. The in-charge of Samavesh Kendra works in consultation with the Police Station Level Committee. Samavesh Kendras provide the facility of e-FIR registration, complaint registration, character verification, employee verification, tenant verification, servant verification, lost article report, locked house registration, passport verification, know the status of complaints/case service. UT SSP Kanwardeep Kaur said the scheme has enhanced the efficiency of police and has been very successful in building police community partnership. 'The staff dedicated for the programme have been ensuring speedy redressal,' she added.
