Malaysia proposes setting up Asean Halal Council

KUALA LUMPUR: Malaysia has proposed the creation of an Asean Halal Council to strengthen strategic cooperation in the regional halal industry, facilitate the entry of halal products between countries, and boost intra-Asean trade, which has yet to reach its full potential.
Halal Development Corp (HDC) chairman Azwan Harun said Malaysia made the proposal during the Malaysia-Indonesia halal industry roundtable session in Jakarta on April 22, which was also attended by Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi and the head of Indonesia's Halal Product Assurance Organising Agency, Ahmad Haikal Hassan.
'This Asean Halal Council will serve as a platform to streamline trade, expand markets, and harmonise the use of halal logos while also tapping into a regional market of nearly 700 million people,' Azwan told Bernama.
At the conference, both countries also proposed easing the entry of halal products by mutually recognising Malaysian and Indonesian halal certificates without additional procedures or inspections.
Azwan said this will not only save costs and time, but is expected to boost bilateral trade between Malaysia and Indonesia, especially for micro, small, and medium enterprises seeking to penetrate a combined market of over 240 million Muslims.
'Malaysian products certified halal and regulated by the Department of Islamic Development Malaysia can be marketed directly in Indonesia, and vice versa.
'This is a game changer that will immediately increase the export value of our halal products,' he said.
Azwan added that Malaysia and Indonesia have agreed to lead efforts to enhance intra-Asean trade, particularly for halal products, to capitalise on the potential of the regional halal market, currently valued at about US$1.3 trillion.
'Malaysia and Indonesia play a catalytic role in this effort, as both are the largest Islamic economies in the region.
'Strengthening halal trade among Asean countries will position the grouping as a competitive halal economic bloc,' he said.
Azwan noted that these three strategic outcomes align with the Halal Diplomacy framework outlined by the government through HDC to ensure Malaysia remains a global leader in the halal industry.
He added that the implementation of the three key initiatives will be refined at the Halal Industry Development Council meeting on May 29, chaired by Ahmad Zahid, before being officially finalised by the Asean Secretariat.
According to Azwan, the concept of halal diplomacy, led by Ahmad Zahid, focuses on sharing Malaysia's expertise in developing the halal ecosystem with friendly countries, particularly within Asean.
He said Malaysia, through HDC, has taken a proactive approach to expanding the influence of the halal industry into non-traditional markets such as North Africa, Central Asia, and West Asia through a strategy called 'halal diplomacy'.
'We cannot move alone. Malaysia and Indonesia need to collaborate as a unified Asean halal entity to meet the global halal market demand, as producing countries can only fulfil 20% of the requirements.
'HDC is also working with the Investment, Trade and Industry Ministry, and the Malaysia External Trade Development Corp to accelerate business matching between Malaysian and Indonesian halal industry players, including in halal logistics, pharmaceuticals and halal park development.'
Malaysia aims to achieve halal export values exceeding RM260bil by 2030 under the Halal Industry Master Plan by promoting six key sectors: food and beverages, ingredients, logistics, cosmetics and nutraceuticals, medical devices and pharmaceuticals.
Meanwhile, Azwan urged halal industry players to be more aggressive in realising the digital transformation of the halal system, including certification and standards, to ensure Malaysia maintains its position as a leading global halal ecosystem.
He said this transformation is crucial to enhancing the efficiency and transparency of the halal supply chain, in line with advancing technologies and increasingly sophisticated market demands.
A science, technology, and innovation (STI)-based approach is also seen as a key driver in revolutionising the local halal system through technologies such as blockchain, artificial intelligence and the Internet of things, he added.
'Digital transformation will not only accelerate certification processes but also boost consumer confidence and facilitate monitoring of halal standard compliance throughout the value chain.
'Malaysia, which has long been a benchmark in the development of the global halal industry, now faces the challenge of remaining relevant in the digital era,' he said.
Therefore, he added that close collaboration among government agencies, industry players and STI researchers is essential to realise a sustainable and competitive digital halal ecosystem.

In a statement today, the investment, trade and industry ministry said Anwar met 40 representatives from France's industrial sector, with several companies expressing intention to invest in high-tech manufacturing, aerospace, renewable energy, tourism and hospitality, digital economy and sustainable infrastructure. 'As for potential exports, RM675 million was generated for high-impact sectors such as aerospace, automotive, renewable energy, pharmaceuticals, digital economy, lifestyle and halal industries. 'These are sectors targeted under the New Industrial Master Plan 2030 (NIMP 2030) and the Green Investment Strategy,' it said. Miti said several companies also shared their intention to continue investing in Malaysia, driven by key factors such as a conducive, stable and dynamic investment ecosystem; encouraging global demand for Malaysian-made products; efficient domestic supply chains; a highly skilled workforce; and investor-friendly government policies. The delegation included the minister, Tengku Zafrul Aziz, and representatives from the Malaysian Investment Development Authority (Mida) and Malaysia External Trade Development Corporation (Matrade). KLUANG, July 6 — The development of the Johor–Singapore Special Economic Zone (JS-SEZ) is expected to benefit not only areas surrounding Johor Baru but also be felt across all 10 districts in the state, said Johor Chief Minister Datuk Onn Hafiz Ghazi. He said the initiative would lead to the emergence of more satellite towns, ensuring that no district is left behind in terms of infrastructure and progress. In addition to driving economic growth, JS-SEZ would also serve as a catalyst for the tourism sector, positioning Johor as a major destination, he noted. The state government, he said, would seize the opportunity to promote attractions throughout Johor in conjunction with the upcoming Visit Johor Year. 'Bit by bit, areas surrounding JS-SEZ are beginning to experience the spillover effects of development. For example, the areas of Simpang Renggam and Renggam in Kluang are already seeing its impact. This progress will gradually expand to other districts. 'If Seremban is known as a satellite city to the Klang Valley, we expect Kluang to become one of the main satellite cities as a result of the JS–SEZ development,' he said at the launch of the Majestic Johor x Renggam Fiesta at Tunku Mahkota Ismail Youth Centre (TMIYC) Renggam today. The JS-SEZ covers major development zones such as Iskandar Malaysia, Forest City, the Pengerang Integrated Petroleum Complex, and Desaru, with a total land area of approximately 357,128 hectares. The Iskandar Malaysia region also includes strategic areas such as Johor Bahru City Centre, Iskandar Puteri, Tanjung Pelepas — Tanjung Bin, Pasir Gudang, Senai — Skudai, and Sedenak. Further commenting, Onn Hafiz said that rapid development in the transport sector would also support connections between districts and the JS-SEZ, including the Johor Bahru–Singapore Rapid Transit System (RTS) Link Project and the Gemas-Johor Bahru Double Track Electrified Project. Selangor to enforce ‘No Plastic Bag Day' across all 12 local councils by early 2026

KLANG, July 6 — The Selangor government is in the final phase of amending the relevant by-laws to standardise the implementation of the No Plastic Bag Day initiative across all 12 local authorities (PBTs) in the state. State Public Health and Environment Committee chairman Jamaliah Jamaluddin said the move was part of a three-pronged approach to systematically and comprehensively address the plastic pollution in the state. 'The amendment process is expected to be completed this year, with wider enforcement of the No Plastic Bag Day to begin early next year,' she said in her speech during the Plastic Free Campaign Series 2 2025, officiated by Selangor Menteri Besar Datuk Seri Amirudin Shari here today. Jamaliah said the state government would forge strategic partnerships with various parties to ensure the success of the plastic-free campaign. 'For example, present with us today are various parties who play an important role in tackling plastic pollution through awareness initiatives, recycling innovations, upcycling efforts and the provision of environmentally friendly alternatives, thereby supporting a sustainable and plastic-free lifestyle,' she said. Meanwhile, Jamaliah said the state government would continue to strengthen efforts to promote a plastic-free and environmentally friendly lifestyle through initiatives at the PBT level, as well as collaborations with schools and educational institutions in Selangor. 'Recognising that many parties in the state are actively working to reduce plastic use, the portal, which is currently being updated, will serve as a platform to bring together strategic partners and coordinate participation in the plastic-free campaign. 'Through this platform, organisers such as PBTs and schools can collaborate with non-governmental organisations, companies, social entrepreneurs and local communities, thereby encouraging the sharing of information, ideas and resources towards making a plastic-free lifestyle a daily practice among the people of Selangor,' she said. On the campaign, Jamaliah said the programme, which was first held in Sepang in May, was carried out without the use of plastic, relying instead on environmentally friendly and reusable materials to raise participants' awareness of the importance of caring for the environment. 'We will move to the next location, Sabak Bernam, on August 23 with the same spirit, a determination to break free from plastic dependence, and a commitment to a cleaner environment and to fostering a plastic-free lifestyle,' she said. — Bernama
