465 encroachment cases on federal lands since in last ten years
Datuk Seri Johari Abdul Ghani ( pic ), who is tasked with temporarily overseeing the Natural Resources and Environmental Sustainability Ministry, said these figures involved encroachment on Federal Government-owned land, which is a total of 215,406 hectares nationwide.
'For the case in Penang, 26 complaints involved encroachment on federal-owned land, which is 18 lots of land,' said Johari in Parliament on Monday (July 28).
Johari said the Lands and Mines Department (JKPTG) director-general would coordinate joint programs with other enforcement agencies to address the issue of encroachment.
According to Johari, notices under Section 425 of the National Land Code (Act 828) would be issued to encroachers.
Johari also said to ensure that federal lands are not repeatedly encroached, the government will come up with a method that will involve ministries or the consumer department.
'Every federal-owned land has development plans based on the Malaysian Plan,' he said.
'But, developing the land is based on the priority and allocation given by the government,' added Johari.

Community service option extended to more offenders
KUALA LUMPUR: The Offenders Compulsory Attendance (Amendment) Act 2025, aimed at broadening the category of offenders eligible for mandatory community service in place of imprisonment, passed its third reading in the Dewan Rakyat today. The proposed amendments would allow offenders convicted of crimes punishable by up to 10 years' imprisonment, and who reside near a compulsory attendance centre, to be eligible for alternative sentencing. Individuals facing imprisonment for failing to pay fines would also qualify under the revised law. Offenders will be required to undertake compulsory work for a period not exceeding 12 months and not more than four hours a day. However, before granting such an order, the court must assess whether the offender would be adequately punished by a prison sentence not exceeding three years, and take into account the individual's character, as stipulated in the amended Section 5(1A) of the Offenders Compulsory Attendance Act 1954.

Dewan Rakyat passes Poisons (Amendment) Bill 2025
KUALA LUMPUR: The Dewan Rakyat has passed the Poisons (Amendment) Bill 2025, which is aimed at strengthening enforcement against illegal activities involving the misuse of poisons and psychotropic substances. The Bill was passed by a voice vote after being debated by 12 MPs from both the Government and Opposition blocs. Health Minister Datuk Seri Dr Dzulkefly Ahmad, when winding up the debate, said the amendments also intended to improve the effectiveness and efficiency of enforcement action by relevant agencies. "This amendment is important to align the country's laws with international conventions such as the Single Convention on Narcotic Drugs 1961 and the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988." The amendments focus on empowering authorised officers, enhancing training and monitoring, and streamlining the control of poisons and prohibited substances, including those found in vape products. Dzulkefly further explained that the amendments would not cause overlapping of powers between agencies such as the police, drug enforcement officers and customs, as each operated within its respective scope and jurisdiction. "Drug enforcement officers focus on handling poisons and psychotropic substances related to medicines and industrial chemicals. The police monitor abuse of banned substances, while the Customs Department control the entry and exit of these substances at national entry points," he said. Among others, the Bill amends Section 2 of the Poisons Act 1952 to redefine "authorised officer" to include any police officer of any rank and any person appointed by the Health Minister under Section 31A as an authorised officer. It also aims to broaden the definition of "premises" to include any land, building or part of a building, any onshore or offshore installation, or any structure whether floating or fixed, mobile or immobile. Earlier, the Dewan Rakyat also passed the Fees (Pengkalan Kubor Ferry) (Validation) Bill 2025 to validate the collection of ferry service fees at the Pengkalan Kubor Ferry Terminal in Kelantan, collected from Jan 1, 1999, to Dec 31, 2024, which had not been gazetted under the Fees Act 1951. – Bernama

GENERAL KUALA LUMPUR, July 28 (Bernama) – Dewan Rakyat Speaker Tan Sri Johari Abdul will underscore Malaysia's position on the ongoing oppression of the Palestinian people in Gaza during his attendance at the 6th World Conference of Speakers of Parliament, to be held from July 28 to 31 at the Palais des Nations in Geneva. In a statement issued today, the Office of the Speaker of the House of Representatives said Johari is scheduled to deliver a speech during the General Debate session themed 'A World in Turmoil: Parliamentary Cooperation and Multilateralism for Peace, Justice and Prosperity for All' on July 29. According to the statement, Johari will raise Malaysia's voice in advocating for an international system grounded in the rule of law, the principles of justice and resilient and independent parliamentary institutions. 'He will also emphasise Malaysia's firm stance on the continuous oppression of the Palestinian people in Gaza and call upon parliaments around the world not to remain silent when the fundamental principles of humanity and international law are violated,' the statement read. The conference, jointly organised by the Inter-Parliamentary Union (IPU) and the United Nations (UN), brings together more than 110 parliamentary speakers from across the globe. This year, legislative leaders are expected to engage directly with heads of international organisations, academics, civil society representatives and the media, making the forum a strategic platform to coordinate collective action towards global peace, justice and prosperity. Meanwhile, Johari, who also serves as President of the ASEAN Inter-Parliamentary Assembly (AIPA), is scheduled to hold bilateral meetings with several legislative leaders from around the world, including from Iran, to discuss efforts to strengthen the United Nations Charter and international law in pursuit of global peace and security.
