UP's STF uncovered a code system used by Jalaluddin alias Chhangur Baba for illegal religious conversions. Baba and his aide Neetu were arrested.
The Uttar Pradesh's Special Task Force (STF) has revealed a web of code words used by self-styled godman Jalaluddin alias Chhangur Baba to orchestrate a massive illegal religious conversion racket, luring several people, mostly women, with incentives, financial aid, promises of marriage or forced through intimidation.
According to the STF probing the case, Chhangur Baba used several codewords— Project, mitti palatna, kajal lagana and darshan— at various stages to convert one's faith and hide the true nature of his illegal activities, India Today reported.
In this secret lingo, 'project" referred to women, ' mitti palatna" meant religious conversion, ' Kajal lagana" meant manipulation and ' darshan" referred to introducing the victims to Chhangur Baba.
On July 5, Chhangur Baba, the alleged mastermind of a religious conversion gang, was arrested along with his aide, Neetu alias Nasreen. The two are residents of Madhpur in Balrampur district, bordering Nepal.
Chhangur's arrest is currently under UP ATS custody for a 7-day remand till July 16. Meanwhile, the Enforcement Directorate (ED) is probing financial irregularities, including suspicious transactions worth over Rs 106 crore spread across 40 bank accounts, along with at least two properties reportedly worth crores.
Who Is Chhangur Baba?
Chhangur Baba is the alleged mastermind of a large illegal religious conversion racket based in Balrampur district of Uttar Pradesh. As reported earlier, he had worked in gemstone sales and gained popularity after spending some time in Mumbai.
Additional Director General (Law and Order) Amitabh Yash said the accused ran a massive network that allegedly targeted girls from a particular religious background, with alleged caste-based 'conversion rates".
Uttar Pradesh Chief Minister Yogi Adityanath has lauded the arrest, saying that early findings from the investigation indicated the accused was involved in activities that were not only against society but also against the country.
Modus Operandi
According to the STF, the accused told the investigators that he used several code words to communicate with his gang. Explaining the modus operandi, he told investigators that his aides would lure young people and ask them to convert their religion by luring them with financial incentives, foreign travel, jobs and scholarships.
The operation is reported to have been supported by nearly Rs 100 crore in foreign funding, according to officials. Investigators found that the money was used to buy several luxury properties, bungalows, expensive vehicles, and showrooms.
More than 40 bank accounts, some under false names, were used to transfer the funds, pointing towards money laundering.
As per Amar Ujala, to influence people, Chhangur Baba would first offer small amounts of cash (Rs 100 to Rs 200 per day) along with basic jobs like cleaning or caring for animals at his residence. He then gradually pressured them to convert. Two accused, Mehboob and Naveen Rohra, were said to be in charge of this part of the operation, which generated income while expanding the reach of the network.
The report mentioned that a man named Sanchit, who worked as a cleaner for Chhangur, claimed that he was offered Rs 5 lakh to convert. When he refused, he was falsely implicated in a rape case, according to Anti-Terrorism Squad (ATS) statement as cited in the report.

After two years of departure from the Delhi Police, IPS officer Madhur Verma — currently heading the Anti-Corruption Branch (ACB) of the Delhi government — has been appointed as the Joint Commissioner of Police (Central Range). A total of 12 officers, including Verma, are part of the Delhi Police's latest rejig. With the transfer of Verma, a 2005 batch IPS officer, the ACB will now be headed by his junior, Vikramjit Singh. A 2006 batch IPS officer, Singh was posted as the Joint Commissioner of Police (Security) in the Delhi Police. MN Tiwari, a 2004 batch IPS officer, has replaced Vikramjit Singh in the security division. Under Verma's regime, FIRs of various cases, involving several AAP leaders who served as ministers under the previous government, were registered with the ACB, including the Rs 2,000-crore classroom fraud case. Thakur has now been transferred as the Special Commissioner of Police, Provision and Finance Division, and also holds the additional charge as the Special CP Vigilance. In key appointments at the Economic Offences Wing (EOW), Garima Bhatnagar, a 1994 batch officer, has been posted as the Special CP EOW, while 2007 batch officer and Joint CP Licensing Nupur Prasad has been transferred as the Joint CP EOW. With Delhi Police Commissioner Sanjay Arora retiring on July 31, transfer of some more senior officers is expected to take place after his departure.

Mysuru: An ophthalmologist, after spending anxious days, is all smiles again after city police solved a theft that occurred at her home in Bogadi in May. Luckily, all the jewels stolen from her home, allegedly by a carpenter from Tamil Nadu, were recovered by Saraswathipuram police. Dr Kshama, the ophthalmologist, said the incident taught her a lesson to be cautious and not to trust strangers. Dr Kshama was shocked as a huge amount of gold was missing from the digital safe locker without any force being used. This puzzled her as the locker PIN was known only to her husband and herself. After days of worrying and thinking about how they went missing, she approached the police. Commissioner of police Seema Latkar explained the modus operandi of the carpenter and his method of opening the digital safe locker with the help of a popular search engine. Seema explained that the carpenter allegedly planned the crime while working for about a week at the doctor's home. He allegedly removed screws from the window of the restroom, from where he entered the home and committed the offence. He allegedly took away only half of the gold from the digital safe locker when the family was away from home to ensure that he was not suspected, she said. He was fluent in speaking English, which helped him reset the PIN, the commissioner of police explained. An officer said that soon after the FIR was registered, police were quick to solve the crime by arresting the carpenter from Tamil Nadu. The doctor approached the cops three weeks after the crime, but they were successful in cracking the case within four days. An officer said within four hours, the gang robbed four women–three at the suburban bus stand and one from the city bus stand. All three accused from TN were arrested after scanning scores of CCTV footage and examining phone numbers. About 175 gms of gold valuables worth Rs 11 lakh have been recovered from them.

Davanagere: CEN police in Davanagere have registered a matrimonial case, wherein a software engineer lost Rs 9.4 lakh over two months. After Tejaraj T, 29, from Ashok Nagar, registered on a matrimonial site, he was contacted by one identfied as 'Abhinaya Subhash'. "The victim, Tejaraj T, had uploaded his profile seeking an alliance on the matrimonial site. He received a message from 6011-70241238 on April 24, 2025, from one Abhinaya Subhash. The caller also claimed that she was staying in Malaysia, but has a permanent address in Chennai. Abhinaya had also given her consent to marry him. After that, they both were in contact through WhatsApp. They decided to marry after informing both their families," said CEN police officer in Davanagere. According to the officer, the suspect asked Tejaraj to invest in cryptocurrency, claiming substantial profits. She also sent him a registration link of the company, and he transferred Rs 9.4 lakh through UPI in 17 transactions. "Realising that he could withdraw his money from the site, he asked Abhinaya a way out. Abhinaya shared another contact number, which she claimed to be of customer care. The victim later filed a complaint through National Cyber Crime Portal, and they redirected the case to Davanagere, the officer said. SP Uma Prashant said efforts are on to raise awareness about online frauds. Criminals are now taking to matrimonial websites to con gullible people. Recently, a 24-year-old person from Davanagere had died by suicide after losing Rs 18 lakh in a cyberfraud.
