
CBRM looking to modernize out-of-date data security, records management
Municipal clerk Christa Dicks told council this week that CBRM's current records management policy was last amended in 2005, meaning the system is out of date and does not meet legal or regulatory requirements for privacy.
She asked council for approval to draft a new policy and to issue an expression of interest for companies that can modernize CBRM's systems.
"Implementation of a new records and information management policy is a critical step toward ensuring CBRM's documents are properly classified, easily retrievable and compliant with regulatory standards," Dicks said. "Further to this, it will assist the organization in reducing unnecessary documents, which take up physical and digital space."
The municipality does store some information digitally, but it needs to be centralized in a secure manner, she said.
Mayor Cecil Clarke said data protection is important, but CBRM also needs to be more efficient with its records management.
"We have millions of hard copies of documents in storage, so one would have to look at what are you doing with that data," he said.
"It's costing money to store countless documents that have no longer any relevance to be held or requirement to be held. They're just being held and they're taking up space."
Clarke said the paper documents need to be sorted and then destroyed or saved, a process that will eventually save money by reducing the need for physical storage space.
Coming up with a new policy and management system will also streamline digital filing and help CBRM meet the requirements of the Municipal Government Act and other privacy regulations around storage of confidential information.
"It's going to involve people literally physically moving boxes and assessing things [and] people online making sure that the data that they're managing is being done so in a way that provides compliance," Clarke said.
Documents could include property tax records, tax sale forms, utility bills and payments, and many other forms that contain people's confidential information that needs to remain private, he said.
Council approved the request to look for companies that can provide data storage and security. The potential cost is expected to be brought back to council during this year's budget talks in the coming weeks.

The only alternative, according to the town, would have been to implement a property tax increase of 190 to 230 per cent on residents, which would have tripled most tax bills and potentially forced families from their homes. As a result, all municipal employees will be laid off Aug. 1, 2025, representing a significant loss for a community where the municipality is the largest local employer and one of the only sources of summer student employment. The sudden halt of municipal services now threatens that momentum and raises deeper questions about the long-term viability of small northern communities. 'The temporary cessation of municipal services sends concerning signals,' the township's release reads, 'and could undermine years of progress in regional development.' After decades of population decline, Fauquier-Strickland and the surrounding region had begun attracting new families drawn by affordable housing and resource-sector jobs. The municipality reached out to neighbouring communities for support in advocating for provincial intervention, recognizing that the economic consequences this crisis could have on the small municipalities throughout the Highway 11 corridor. The township is calling on the province to step in urgently by appointing a supervisor or adminsitrator and providing emergency financial assistance. 'This represents the most difficult decision Council has ever had to make,' the statement said.

N.L. cabinet quietly approved new cash benefit for departing ministers
Newfoundland and Labrador cabinet ministers are now eligible for extra money on their way out the door, CBC News has learned. The provincial cabinet has approved a new transitional allowance policy for ministers, which came into effect April 1 — just months before a scheduled provincial election. There has been no public disclosure of the decision before now. Executive Council — which is responsible for the overall operations of the provincial government — confirmed the existence of the new policy in response to inquiries from CBC News. The decision could put tens of thousands of dollars in the pockets of some departing ministers. Since the beginning of April, eight cabinet ministers have either already left or signalled their intentions to not run again when voters go to the polls this fall. According to Executive Council, the transitional allowance policy is designed to provide financial support when a minister leaves office due to resignation, retirement, death or losing an election. It applies only to the ministerial portion of their salary. That's currently $48,664 per year. The premier is paid more: $65,168. The new policy provides one month's salary for each year of service in cabinet, on a prorated basis, for a minimum of three months and a maximum of 12 months. For ministers, that's a minimum payout of around $12,000, up to the full annual salary of $48,664. Ministers eligible for allowance and severance pay Executive Council won't say when the decision was made, noting that it was a decision of cabinet and those deliberations are protected. Officials indicated it aligns with the new MHA transitional allowance, which has similar terms and applies to the $95,357-a-year salary for members of the House of Assembly. All current cabinet ministers are also MHAs. But there are key differences between the two policies. The new MHA transitional allowance policy for departing members replaces the previous severance allowance. However, the new ministerial policy is an additional benefit stacked on top of the existing severance policy for ministers. The existing severance policy sees them continue receiving their salary up to the end of the month in which they depart, plus one additional month's pay. Premier's office says Hogan wasn't involved in decision Premier John Hogan was not made available for an interview this week. Spokesperson Ben Murphy sent an emailed statement Thursday evening. "Premier Hogan was not in cabinet when the decision was made, and he was not involved in the decision," the statement said. Hogan stepped aside from his cabinet portfolio after announcing his ultimately-successful run for the Liberal leadership in March. He was sworn in as premier in May.
