Oman, China explore deeper ties at Salalah forum
Salalah – The third Omani-Chinese Friendship Forum was held in Salalah last week focusing on strengthening strategic partnership and expanding avenues of cooperation and investment between Oman and China. Organised under the theme 'Chinese Modernisation and Oman Vision 2040: Our Work and Proposals', the forum was a joint initiative of Al Roya newspaper, the Chinese Embassy in Oman and the Oman-China Friendship Association. It brought together officials, experts and specialists from both countries. H H Sayyid Marwan bin Turki al Said, Governor of Dhofar, inaugurated the forum and felicitated participants and speakers. H E Dr Saleh Said Masan, Undersecretary for Commerce and Industry at Ministry of Commerce, Industry and Investment Promotion, described the forum as a 'unique opportunity to exchange expertise and explore promising investment areas that serve the development priorities of both countries.' H E Lyu Jian, Ambassador of China to Oman, said relations between the two countries have remained strong for over 1,200 years, with diplomatic ties formally established in 1978. 'Our cooperation has been stable and fruitful, built on mutual respect and equality.' He added that China is Oman's top trading partner, with bilateral trade reaching US$36.7bn in 2024. China is also among the top five foreign investors in Oman. 'Our collaboration includes the launch of the first Omani satellite, joint energy investments and training programmes that have benefited over 1,200 Omanis.' The ambassador noted that trade between China and the GCC reached US$288bn in 2024, with Chinese investments increasing by more than 30% in the first half of 2025. He called for more cultural cooperation and the introduction of direct flights between Oman and China. Dr Khalid Salim al Saidi, Chairman of Oman-China Friendship Association, said it plays a 'vital role in strengthening ties beyond formal meetings'. He added that its work now includes building cultural bridges and informal cooperation initiatives based on mutual values. Naif Hamed Fadhil, Head of the Dhofar branch of Oman Chamber of Commerce and Industry, said the forum is 'important for bringing business owners closer and enabling bilateral investment in energy, technology, industry, logistics and tourism'. He called for the development of sustainable and impactful cooperation models. The forum featured discussions on four core themes: Chinese Modernisation and Oman Vision 2040, Energy Sector Cooperation, Innovation and Technology Partnerships, and Cultural and Humanitarian Exchange. It also included a photo exhibition in collaboration with the Chinese Embassy and B2B meetings between companies from the two countries. More than 30 representatives from Omani and Chinese firms took part, with a dedicated exhibition showcasing Chinese businesses. The forum aimed to reinforce strategic ties and explore new collaboration areas aligned with Oman's development priorities, while drawing from China's experience in economic and social modernisation.

Grounds for deportation: Understanding Oman's foreigners residency law
The deportation of foreigners from Oman is a formal administrative or judicial process governed by The Foreigners Residency Law. Legally distinct from expulsion which applies to illegal entrants. Deportation involves the forced removal of a foreigner residing legally in Oman when specific, serious grounds outlined in the law are met. Grounds for deportation are extensive and primarily concern threats to the state or public order. Speaking exclusively to the Times of Oman, a representative of Mohammed Ibrahim Law Firm, a leading law office in Oman, explained that under Article 31 of Royal Decree 60/2021, the Inspector General of Police and Customs holds the authority to revoke residency and order deportation for reasons including activities harming national security, safety, political/economic/financial integrity, or public order/morals; actions damaging Oman's international interests; membership in undesirable parties; involvement in armed action against Omani forces; or lacking a clear, legitimate means of subsistence. Critically, Article 30 mandates deportation as a consequence of a final court judgment for a felony or for a misdemeanor if the judgment specifically orders deportation, implemented only after serving any prison sentence. The deportation process begins with formally notifying the foreigner, requiring them to leave the Sultanate voluntarily within a specified time frame at their own expense. Failure to comply within this period results in forced deportation. To facilitate this, authorities are permitted to detain the individual for up to two weeks if necessary. The repercussions of deportation are severe and long-lasting, said Dr. Mohammed Ibrahim Al Zadjali, Founding Partner of Mohammed Ibrahim Law Firm. He further added that a new entry visa may not be granted to a foreigner who has been deported, except after the lapse of two years from the date of deportation and only with special permission from the Inspector General of Police and Customs. Furthermore, the deportation decision carries significant familial consequences; It automatically extends to the foreigner's spouse and any dependent children under their maintenance responsibility, leading to the termination of their residency rights as well. This comprehensive legal framework underscores Oman's stringent approach to maintaining sovereignty and public order, granting broad discretionary powers to the Inspector General while imposing significant restrictions and consequences, including family separation and long-term entry bans, on those subject to deportation orders, the expert said. Commerce Ministry hails Chinese investment in Oman
Salalah: The Ministry of Commerce, Industry and Investment Promotion reaffirmed its commitment for the support of the Chinese investments in the Sultanate of Oman. The ministry valued the role of Chinese companies in national priorities, mainly in the field of manufacturing and local content during the meeting of Dr Saleh bin Said Masan, Undersecretary of the Ministry of Commerce, Industry and Investment Promotion for Commerce and Industry, with a number of Chinese investors. The meeting coincided with the third session of the Omani-Chinese Friendship Forum 2025 , held in the Wilayat of Salalah in Dhofar Governorate. The meeting discussed a number of enquiries submitted by the representatives of the mega Chinese companies operating in the Sultanate of Oman, which dealt with the available investment opportunities, the mechanisms of boosting the value of the local content and the facilities and incentives offered in the promising economic sectors. Dr. Saleh bin Said Masan said that the efforts for boosting the local content take into account the balance between increasing the percentage of local participation and the efficiency of the projects and achievement of the investment feasibility. He also pointed to efforts for facilitating the establishment of foreign companies, mainly with the launch of Invest in Oman Centre as a common outlet for offering the investment services, including issuance of the licences, the link with the government departments and availability of translation and technical support for Chinese investors. He said that the government offers a number of incentives including the reduction of basic services, tax and customs exemptions and flexible facilities related to employment of foreign manpower as per the type of activity. He said that there are promising investment opportunities in a number of sectors which witness increasing local demand such as building materials, food industries, medical equipment and renewable energy technologies among others. On the legal procedures for cancellation or transfer of the shares of partners in the joint stock companies when they are outside Oman, he said that the law allows the use of official attested authorisations for this purpose. The authorisations could be issued in China attested by Oman Embassy in China and through the Investors Services Portal in case of implementation of some online procedures, he added.
