
Trump's licensing goals pile pressure on nuclear regulator
At the time, Energy Secretary Chris Wright said that red tape and outdated government policies have stymied the nuclear industry for too long.
Faster licensing will likely accelerate nuclear deployment because 'the reality is that permitting/licensing can take a lot longer than the actual construction for Small Modular Reactors (SMRs),' said Patrick O'Brien, Holtec Director, Government Affairs and Communications.
Alongside partner Hyundai Engineering & Construction, Holtec plans to build 10 GW of SMRs in North America in the 2030s.
Trump ordered the NRC to implement standardised applications for 'high-volume licensing' of SMRs and modular reactors to support a four-fold increase in U.S. nuclear capacity to 400 GW by 2050.
He signed three other executive orders, directing the Department of Energy (DOE) and Department of Defense (DOD) to develop four pilot advanced nuclear reactors between them with private funding, and to 'reinvigorate' nuclear fuel production and enrichment.
He also instructed the NRC to create 'an expedited pathway for approving reactor designs' that have been DOD or DOE-tested. Only two new nuclear units have entered commercial operation in the U.S. since 1978 – Vogtle 3 and 4, both of which feature Westinghouse's AP1000 pressurized water reactors.

Although tax credits will likely be withdrawn for many new renewable energy projects under the One Big Beautiful Bill Act, which is currently before the Senate, the production and investment tax credits for nuclear projects that begin construction before January 1, 2029, are retained.
The NRC is working quickly to review and implement the orders and looks forward 'to continuing to work with the Administration, Department of Energy, and Department of Defense on future nuclear programs,' NRC Spokesperson Scott Burnell told Reuters Events.
Progress is already being made on some applications. The NRC approved NuScale Power's 77 MW version of its SMR design on May 29, several months ahead of schedule, and granted environmental approval for Holtec International's 800 MW Palisades nuclear plant restart in Michigan just one day later.
Several SMR companies are engaged in the NRC licensing process. TerraPower has submitted a construction permit application to the NRC for the Natrium reactor demonstration project, while Holtec is currently engaged in pre-application activities for the SMR-300 design.
Faster licensing
Speeding up licensing is possible within the current framework 'provided they [the NRC] have the necessary resources/staff' but staff need direction on which applications need to be prioritized, said O'Brien.
The License Termination Plan for the decommissioning of the Oyster Creek nuclear facility in New Jersey, a process that typically requires a 24-month review, is expected to be completed in 12 months and 'similar timelines for new submittals can be met,' O'Brien told Reuters Events.

The NRC plans to introduce a dedicated team to implement the changes directed by the executive orders. Planned budgets and staffing have not changed significantly for the next fiscal year, but the impact of a staff resignation program by the Department of Government Efficiency (DOGE) has yet to be seen, Edwin Lyman, Director of Nuclear Power Safety at the Union of Concerned Scientists, told Reuters Events.
DOGE measures to downsize the federal workforce and cut expenses could also undermine the work of the DOE Loan Program Office (LPO), which has been a strong supporter of both renewables and nuclear, providing $107 billion in financial backing to energy projects during the Biden administration.
The LPO provided a $1.52 billion loan guarantee to Holtec to restart the Palisades nuclear power plant and previously backed Vogtle 3 and 4.
NRC retirement rates are similar to those of the nuclear industry as a whole, which has an aging workforce, said O'Brien.
Approval timelines have been 'trending in a positive direction' because the NRC was already seeking to streamline practices under the Biden administration's ADVANCE Act, noted O'Brien.
Safety concerns
The DOE, which has criticised the NRC for being 'overly risk-averse,' said the new orders are focused 'on balancing safety concerns with the benefits of nuclear energy,' and described existing radiation models as 'flawed.'
There are no safety concerns over accelerating permitting for pressurized water reactors like the AP1000 'but other newer designs might need more time to validate,' said O'Brien.

The licensing process would be 'imperilled by imposing artificial timelines on reviews, especially for novel and complex new reactor designs,' said Lyman.
He said he was therefore 'deeply concerned' about efforts by the ADVANCE Act and the executive orders 'to pressure the NRC to take shortcuts to facilitate speedy approvals, which could increase the risk that unsafe designs will be licensed and deployed.'
The orders are 'wrong-headed from top to bottom' and call for the entirety of NRC regulations and guidance to be revised on a completely unrealistic timescale, he said.
Democratic Senator Edward J. Markey in a statement said that the executive orders make it 'impossible for NRC to maintain a commitment to safety and oversight with staffing levels slashed and expertise gone.'

Advanced nuclear projects face even bigger obstacles including insufficient capital cost financing, supply chain shortcomings and a lack of fuel production capacity, such as high-assay low-enriched uranium (HALEU), noted Lyman.
The LPO must be ready to provide first-of-a-kind funding for new reactor models, while government authorities should provide 'consistent tax policy to blend the cost curve after the first few deployments,' said O'Brien.

A year before declaring independence, colonists offered 'Olive Branch' petition to King George III
Alarmed by the policies of President Donald Trump, millions turned out last month for protests around the United States and overseas. Mindful of next year's 250th anniversary of American independence, organizers called the movement 'No Kings.' Had the same kind of rallies been called for in the summer of 1775, the response likely would have been more cautious. 'It ('No Kings') was probably a minority opinion in July 1775,' says H.W. Brands, a prize-winning scholar and chair of the history department at the University of Texas at Austin. 'There was a lot of passion for revolution in New England, but that was different from the rest of the country,' says Pulitzer Prize-winning historian Joseph Ellis. 'There were still people who don't want to drawn into what they feared was an unnecessary war.' This month marks the 250th anniversary — the semiquincentennial — of a document enacted almost exactly a year before the Declaration of Independence: 'The Olive Branch Petition,' ratified July 5, 1775 by the Continental Congress. Its primary author was John Dickinson, a Pennsylvanian whose writing skills led some to call him the 'Penman of the Revolution,' and would stand as a final, desperate plea to reconcile with Britain. They put forth a pre-revolutionary argument The notion of 'No Kings' is a foundation of democracy. But over the first half of 1775 Dickinson and others still hoped that King George III could be reasoned with and would undo the tax hikes and other alleged abuses they blamed on the British Parliament and other officials. Ellis calls it the 'Awkward Interval,' when Americans had fought the British in Lexington and Concord and around Bunker Hill, while holding off from a full separation. 'Public opinion is changing during this time, but it still would have been premature to issue a declaration of independence,' says Ellis, whose books include 'Founding Brothers,' 'The Cause' and the upcoming 'The Great Contradiction." The Continental Congress projected unity in its official statements. But privately, like the colonies overall, members differed. Jack Rakove, a professor of history at Stanford University and author of the Pulitzer Prize-winning 'Original Meanings,' noted that delegates to Congress ranged from 'radicals' such as Samuel Adams who were avid for independence to such 'moderates' as Dickinson and New York 's John Jay. The Olive Branch resolution balanced references to 'the delusive pretences, fruitless terrors, and unavailing severities' administered by British officials with dutiful tributes to shared ties and to the king's 'royal magnanimity and benevolence.' '(N)otwithstanding the sufferings of your loyal Colonists during the course of this present controversy, our Breasts retain too tender a regard for the Kingdom from which we derive our Origin to request such a Reconciliation as might in any manner be inconsistent with her Dignity or her welfare,' the sometimes obsequious petition reads in part. The American Revolution didn't arise at a single moment but through years of anguished steps away from the 'mother' country — a kind of weaning that at times suggested a coming of age, a young person's final departure from home. In letters and diaries written in the months before July 1775, American leaders often referred to themselves as children, the British as parents and the conflict a family argument. Edmund Pendleton, a Virginia delegate to the Continental Congress, urged 'a reconciliation with Our mother Country.' Jay, who would later help negotiate the treaty formally ending the Revolutionary War, proposed informing King George that 'your majesty's American subjects' are 'bound to your majesty by the strongest ties of allegiance and affection and attached to their parent country by every bond that can unite societies.' In the Olive Branch paper, Dickinson would offer tribute to 'the union between our Mother country and these colonies.' An early example of 'peace through strength' The Congress, which had been formed the year before, relied in the first half of 1775 on a dual strategy that now might be called 'peace through strength,' a blend of resolve and compromise. John Adams defined it as 'to hold the sword in one hand, the olive branch in the other.' Dickinson's petition was a gesture of peace. A companion document, 'The Declaration of the Causes and Necessity of Taking Up Arms," was a statement of resolve. The 1775 declaration was drafted by Thomas Jefferson, who a year later would be the principal writer of the Declaration of Independence, revised by Dickinson and approved by the Congress on July 6. The language anticipated the Declaration of Independence with its condemnation of the British for 'their intemperate Rage for unlimited Domination' and its vows to 'make known the Justice of our Cause.' But while the Declaration of Independence ends with the 13 colonies 'absolved from all Allegiance to the British Crown,' the authors in 1775 assured a nervous public 'that we mean not to dissolve that Union which has so long and so happily subsisted between us, and which we sincerely wish to see restored.' 'Necessity has not yet driven us into that desperate Measure, or induced us to excite any other Nation to war against them,' they wrote. John Adams and Benjamin Franklin were among the peers of Dickinson who thought him naive about the British, and were unfazed when the king refused even to look at the Olive Branch petition and ruled that the colonies were in a state of rebellion. Around the same time Dickinson was working on his draft, the Continental Congress readied for further conflict. It appointed a commander of the newly-formed Continental Army, a renowned Virginian whom Adams praised as 'modest and virtuous ... amiable, generous and brave." His name: George Washington. His ascension, Adams wrote, "will have a great effect, in cementing and securing the Union of these Colonies.'

Trump kicks off 4 July celebrating tax-and-spending bill and promising UFC fight at White House
Donald Trump has celebrated the passage of his signature tax and spend legislation by declaring 'there could be no better birthday present for America' on the eve of the 4 July holiday. The US president took a victory lap during an event in Des Moines, Iowa, that was officially billed as the start of a year-long celebration of America's 250th anniversary, in 2026. But Trump turned the potentially unifying moment into a campaign-style rally, mocking Joe Biden's speaking style, repeating his lie of a stolen election and lambasting the 'fake news' media. In a policy shift, he said he is willing to let migrant labourers stay in the US if the farmers they work for will vouch for them. Only after half an hour did he address plans for the semiquincentennial, which he said will include a 'Great American State Fair' as well as an Ultimate Fighting Championship (UFC) bout for 25,000 spectators in the grounds of the White House. Iowa had been described as a 'logical choice' for the anniversary launch by Monica Crowley, Trump's liaison to the organising group, America250. She said its location in the middle of the country was symbolic of a desire to use the coming celebrations to help bring people together. But once he arrived in the heartland wearing a red 'USA' cap, Trump's rhetoric proved as divisive as ever as he basked in the glow of his 'One Big Beautiful Bill' narrowly passing in the House of Representatives on Thursday. The sweeping legislation permanently extends Trump's 2017 tax cuts, adds hundreds of billions of dollars in funding for the Pentagon and border security, slashes health insurance and food stamps and phases out clean energy tax credits It will add nearly $3.3trn to the deficit over a decade, according to the nonpartisan congressional Budget Office. Democrats say the bill will take food and healthcare from the poor while handing billions to the rich. But Trump complained bitterly that their unified opposition was personal: 'Only because they hate Trump. But I hate them too, you know that? I really do. I hate them. I cannot stand them because I really believe they hate our country.' The president went on to boast, 'one-hundred-and-sixty-five days into the Trump administration, America is on a winning streak like, frankly, nobody has ever seen before in the history of the presidency.' With characteristic brio, he told how an aide called him the greatest president in US history, surpassing George Washington and Abraham Lincoln. He touted the recent US strikes on Iranian nuclear facilities, the declining price of eggs, trade deals with Britain and Vietnam and the lower number of migrants crossing the southern border with Mexico. But in a tacit admission that his hardline policy of mass deporations may have overreached, Trump noted there have been some complaints from farmers that their crops are at risk due to a depleted work force. Addressing his homeland security secretary, Kristi Noem, Trump said: 'If a farmer is willing to vouch for these people in some way, Kristi, I think we're going to have to just say that's going to be good, right?' Speaking in a midwestern state where farming is a dominant industry, the president added: 'We don't want to do it where we take all of the workers off the farms.' He said he will also work with the hotel industry on the issue. A few thousand spectators waited for Trump for hours in temperatures above 90F (32C), wearing Trump paraphernalia, including 'Make America Great Again' hats, shirts that said 'Ultra Maga' and a stuffed monkey with its own miniature Trump shirt. Giant TV screens showed images of the founding fathers while the makeshift outdoor arena had 55 national flags flying, including a massive one hanging from a crane. 'We're going to have a UFC fight – think of this – on the grounds of the White House,' Trump said. 'We have a lot of land there. We are going to build a little – we are not, Dana is going to do it … We are going to have a UFC fight, championship fight, full fight, like 20-25,000 people, and we are going to do that as part of 250 also.' During the hour-long address, which ricocheted from topic to topic, Trump heard a sudden bang in the distance. The anniversary of his attempted assassination in Butler, Pennsylvania, is only 10 days away. 'It's only fireworks, I hope,' he said. 'Famous last words.' I used to be in social work and I would see people who are undocumented get lots of free health care that I and other Americans weren't getting.
